SECTION 1:PROBLEM STATEMENT

Baby Dumping Definition

Dumping new-born babies

Leaving alone a child younger than 12 months a

period of time at public or private place with the intent to dispose of the child.

(Kamus Dewan Edition 4, page 208)

An action who throw or dispose of the babies with a purpose without humanistic

(Anitayahya ,2007)

Purposely dispose of the embryo for end the process of pregnancy

WHEN?Everyday in newspaper or mass media and becoming critical day by day.

a) In 2010 , (as at 16 August 2010), 65 dumped babies had been recorded, compared to the same period last year 2009 42 cases

b) Here have 21 recorded cases of student who got pregnant out of wedlock between 2006 and 2010

WHY?Lack of Knowledge

Not much teenagers know about what motivates young people to initiate first sex, to have multiple sexual partners or to use protection such as condoms (Georges Guiella & Nyovani Janet Madise (2007)).

Not affordable Protection

To much vacant area that give opportunity for people to have instant sex and dumping baby.

The widespread access to pornography and “weakened family tied” have led to an increase in baby dumping cases.

SOLUTIONSParents, teachers, media and other need to provide basic

knowledge.

Parents- they need to participate in improving parenting skill, need to control and be aware of their child's outdoor activities and emphasis religious teaching on our children, monitor them carefully and always take care of them.

Teachers/ community agency professional- they are responsible to educate and guide youth.

Mass media: Provide basic knowledge or clear view how pregnancy can happen and how to prevent.

The Government & Parson : Lead youth to value their self according to their respective religious and teach them to respect the law and order of country,

Non Government Organization (NGO) ,Parents and health professionals should help teens prepare for and cope with the emotions attached to sex (Sonya Brandy & Bonnie Halpern-Felsher (2007)).

Visiting to a sexual health or contraceptive clinic as part of the curriculum activity in directly student can get knowledge from there.

The teenagers especially girls need to know that their body is belong to themselves and no one has the right to touch it without they permission.

LEGAL PROVISIONlegal provisions pertaining to this issue:

It have different implication and punishment depending on the ways or methods of abandoning babies or causing the death of the babies.

Section 317 of the Penal Code deals with an offence of exposure and abandonment of a child under 12 year by parent or person having care of it. 7 years or fine or both.

LEGAL PROVISION Section 318 :deals with the offence of concealment of birth

by secret disposal of dead body. Either the dead baby is secretly buried or disposed, the perpetrator will be punished for 2 years imprisonment.

Section 309A, the law indicates the act of causing death to a newly born child by the mother who give birth to the child.

The woman in this offence suffers from what is know as “post natal depression” and due to the disturbance of mind, she act or omit to do something which causes the death of the child. The punishment is imprisonment for a term which may extend to 20 years.

Individual: girls will suffer mentally and emotionally and will feel guilty in her entire life.

Society : impact to society image especially to people from other country because majority Malaysia people is Muslim.

Country: our credibility image as Islam country will destroy because of this matter.

CONCLUSION

Parents, teachers, media and public need to provide basic knowledge.

Parents- they need to participate in improving parenting skills, need to control and be aware of their child's outdoor activities and emphasis religious teaching on our children, monitor them carefully and always take care of them.

Teachers/ community agency professional - they are responsible to educate and guide youth

All people must be prepared to take their roles and responsibilities to prevent the issue
