INTRODUCTION
CONSOLIDATED RISK SOLUTIONS
Founded in 2002, Consolidated Risk Solutions (CR Solutions or CRS) was created to provide wrap-up administration services to brokers, owners and contractors who did not have their own in-house capabilities. Since its inception CRS has been dedicated to continually improving the wrap-up environment for all participants and parties involved, beginning with its own people.
CRS’ hiring philosophy has been to recruit from local universities, specifically targeting their Risk Management & Insurance graduates. All new hires are placed in an entry level position and learn the CRS methods from ground up. As they grow, employees are tracked to specific industry specialties including particular project types and national regions. Our employees are encouraged to continue their education through monthly office “lunch-and-learns”, attendance at local lectures and speaking engagements, and by obtaining industry relevant designations. Aside from the commitment to education, CRS also advocates teamwork within the organization and throughout the community. CRS staff regularly assists one another with large projects and time sensitive tasks, and each quarter we all roll up our sleeves and spend the day volunteering for a local non-profit group.
Of course CRS would not exist without its clients, and it is for our clients that we continually strive to perform beyond expectations in providing effective, efficient and quality service. We aim to lead in innovative ways to enhance our clients’ wrap-up experience; though this is sometimes accomplished through technology it is more often achieved through our personal touch
and attention to the details. We take the time to get to know our clients so that we may anticipate their needs and provide answers prior to the questions being asked. We maintain complete and accurate records throughout the construction of the project and for years after the project’s completion. It is because of this dedication that we are able to boast %100 client retention and would be confident providing any one of them as a reference to our capabilities.
Through years of experience CRS has recognized that we have many more clients than those who pay our bills; in addition to the program sponsor we also view trade contractors, subcontractors, carriers, and the owner or general contractor (whichever is not the program sponsor) as our clients. This view has inspired us to create tools that produce efficiencies and ease of use for all. We have developed specific reports that carriers use when performing audits or verifying enrollments, we built a subcontractor portal where subs can enter their enrollment and payroll information online, and we generate a quarterly newsletter containing informative articles and instructional videos that assist the community as a whole.
It is CR Solutions’ mission to be the best wrap-up administration group in the country and to provide the most innovative solutions to information management in the industry. We believe that we have achieved this today and will continuously work to retain this success.

Immediately upon being advised of a contract award CR Solutions will contact the contractor with a request for Enrollment Information. The following information will be collected…
CR Solutions utilizes an online system for enrollment. Once a contractor is awarded, CRS will forward that contractor a web link. The contractor will access that link and continue to an easy 10 step process to complete the required information for enrollment. This process will generate an email for easy and quick enrollment with the wrap-up carrier.
Contractors should not be allowed to initiate work until all of the required information is provided to CRS. It is possible to complete enrollment in a very short period of time with minimal information. CRS will help contractors through this process so that there is no delay to the start of work.
CRS will issue evidence of coverage and certificates of insurance to each eligible contractor after receipt and review of enrollment information.
The CCIP/OCIP insurer will agree to issue and forward individual contractor/subcontractor policies within thirty days after receipt of enrollment information on a new contractor. CRS will forward policies to the address of the contractor or subcontractor.

CRS can negotiate the insurance credits directly with each contractor to determine the total costs of insurance built into each bid. CRS will also analyze bid enrollment forms prior to the award to determine if the insurance credits are adequate for each particular contractor. CRS can provide the Owner benchmark percentages for an acceptable insurance credit for each trade as well.
CRS negotiates insurance credits using the highest standards found in the industry. We have regional experts who understand this process and verify all

CRS will collect and track insurance credits as identified by each
participating contractor. Regardless of the identification method chosen, CRS will not collect contractor policy information to verify the adequacy of the provided amount; the number(s)
will simply be tracked in CRS’ RMIS (CR Insight).

Evaluating Contractor Credits
CRS will collect rating/declaration pages and other policy information
from each contractor of every tier. This can be done either prior to or after
award. CRS will verify, using this policy information, that the insurance credit (either alternate or deduct) identified
by the contractor, either at time of bid or during enrollment process, is either equal to or greater than what the contractor would have otherwise paid for their own insurance. CRS will
notify program sponsor and/or sponsor representative of any variances between
the contractor’s offered credit and the CRS calculated credit. Program sponsor
and/or sponsor representative will be responsible for notifying CRS of the
final credit amount agreed upon with the contractor. CRS will not be involved in the discussions that lead to this final
agreed upon amount.

Insurance Credit Negotiations

The insurance market is hardening; this means that insurance costs are increasing. Because of this uptick in insurance costs, CCIP/OCIP credits will also increase. A CCIP/OCIP can take advantage of the increasing cost of insurance for contractors.
Because many contractors participating in this CCIP/OCIP may have multiple contracts, the following services will be provided for each additional contract after the initial enrollment.

SUCCESSIVE CONTRACTS FOR ENROLLED CONTRACTORS
THE FIRST STEP in the online enrollment process requires contractor to enter their Federal ID. Since contractor is already known to us much of their standard company information will pre-fill. Contractor will still need to enter specific contract information including start date, payroll and insurance credit.
CRS WILL VERIFY CONTRACTOR provided

calculation on file or, if expired, by requesting new
rates and negotiating a new calculation.
CRS WILL NOTIFY carrier of additional contract and
send, to Contractor, a project specific CCIP/OCIP certificate

CRS will determine what contractors remain active on the projects and issue a renewal package to each subcontractor.
When requested by either the Insurer or contractor, CRS will schedule formal review sessions with contractors or subcontractors before anniversary date. The purpose of these meetings will be to review loss

• Each contractor/subcontractor for whom insuranceis provided under the WRAP-UP program must maintain complete records of project site payroll and prepare monthly payroll reports.
• Each contractor will be responsible for seeing thateach of their subcontractors completes and forwardsa report each month. Failure to do so may result insuspension of contract payment.
• The reports will show, by classification of work, forthe previous calendar month, WC payroll for all

• A pre-audit call by CRS’s representative before thecontractor or subcontractor is actively engaged inoperations at the project site. This also will assurethat the contractor is familiar with the self-reportingform and understands procedures for propercompletion.

CR Solutions has developed a Construction Risk Management Information System, called CR Insight, which outperforms anything available to Wrap-up Sponsors in the marketplace today. Furthermore, we intend to live up to that statement for years to come. With the combined effort of our entire team, our Technology Director, Rebecca Osborne, endeavors to make continual changes and improvements to the Software to assure that our approach is always at least one step ahead of any RMIS solutions available in the marketplace today.
RMIS SERVICESAND CAPABILITIES
CR-Insight is an internet based risk management system that offers a broad range of functionality to the construction industry. While the primary focus is Wrap-Up administration, the application is designed to allow the user to utilize the program to manage a broader range of construction risk management risks whether it is used by an Owner, Contractor, Broker, or Insurer.
Information is tracked by each individual construction contract, thereby allowing the user to then aggregate the data related to each contract at various levels, whether that be a bid package, individual phase, project, wrap-up, or sponsor level.
Additionally, there are several benchmarking capabilities that can be user defined. Examples of those are contractor classifications, construction division, line item budget classification, contract types and many others. This allows the user to leverage historical information on future projects.
Information retrieval is very flexible. Reports and correspondence are generated through an XML translator, which allows for output to several different sources. Our standard reports and correspondence currently are produced through Microsoft Word and Excel. Additionally, the capability to “bridge” the information contained in the application to other existing software systems that the user may be currently utilizing does exist.
GENERAL OVERVIEW…As an internet based program, the data and application exists in a “hosted” environment. This provides the necessary performance and security features that are demanded in today’s current technology environment. The system is available 24 hours a day / 7 days a week through a secure internet site that is hosted and maintained by specialty technology vendors. The system is designed to optimize speed over the internet and has various security options available. Data is backed up daily and is replicated on various servers throughout the U.S. A help desk is provided that is staffed with both technology and Wrap-Up experts.
Each licensee receives their own “instance” of the program. An instance is simply described as a new database in which they can input their own relevant information. Each instance allows the licensee to customize the program to suit their individual needs.
In conclusion, CR-Insight is a state of the art Wrap-Up management system that has proven to be a competitive product in the Wrap-Up marketplace. The program is supported by both Construction Risk Management specialists, backed by some of the best technology vendors in the industry.

At each contractor and subcontractor level, the estimated and actual insurance cost is tracked in detail.
Having two calculators allows the user to view the original insurance cost in detail when comparing it to the final insurance cost.
The actual insurance credit will pull in the current payroll to date and thereby provide a running insurance credit as the project progresses.
The payroll estimates are tracked by WC Code and can pull automatically in to the GL, Comp Ops and XS sections of the calculator.
The calculator also allows the user to enter a variety of fees and credits as necessary.
FUNCTIONALITY…As a brief example, some of CR-Insight’s features include:
CR-Insight’s system is very flexible in allowing for the contractual hierarchy of each project to be visually reflected in the system. The browse menu allows the user to view their projects in an organized logical layout that is easy to navigate. A sponsor can have multiple Wrap-Ups, Wrap-Ups can have multiple projects, Projects can have any number of subsets thereafter, which might be used for phases, contract divisions, etc. Once at the contract level, each contract can have multiple sub-tiers at any level.
FLEXIBLE STRUCTURE TO ORGANIZE THE WRAP-UP:
Each entity and its general information is only input one time (name, address, contacts, Federal IDs, EMRs, Risk IDs, Certificates of Insurance, etc). When the specific contractor, broker or insurer is available via a select box throughout the software, all additional information that was originally entered is associated with the single selection of the name. This offers data input resource efficiency as well as a tremendously valuable tool for future benchmarking. Any project specific information related to each entity can be aggregated across various contracts and projects giving the user the ability to sort information on a global basis to analyze past performance factors.

This product is available via mobile platform (smartphones, tablets, etc.) allowing onsite users (such asthe gate security and project management) to havereal time data on who is allowed onsite.
As a contractor comes on site, the security personenters their name into the app to check to see thatthey are compliant and therefore allowed onsite.

Contractor is NOT allowed onsite. Either the contractor is not enrolled OR not
in the system. If the contractor is in the system, an email is automatically sent
to the contractor providing the relevant CRS contact and the info needed to
resolve the issue. If the contractor is not in the system, the contractor’s email address is entered into the app, & an email is then sent that indicates the project, and the CRS contacts for the
contractor to contact.
