• Slow progress towards decentralization, - relationship between the state and citizen is still based on a notion of power and top-down

• Absent democratic traditions of public involvement in local decision-making and development processes

• Low capacity of local civil servants.

• Largely unreformed system of public services

• Wide-spread expectation that the government is responsible for addressing all public needs

Institutional and Social Context

Worsening demographic trends death rates for newborns are higher in rural areas (10.6% and 9.3%

correspondently) death rate is higher in rural population than urban areas (20 % and 15%

correspondently)

Poverty and unemployment among the rural population

Poverty level is more than twice that of large cities

Decreased living standards in rural areas• 269 villages with the population from 500 to 1000 people do

not have health posts,• Inhabitants of almost 1200 villages of AR Crimea and 13

oblasts do not have regular access to drinking water

to support youth inclusion in Ukraine and to foster democratic reforms and youth civic engagement

Community Based Approach to Local Development (CBA) supports communities in all regions of Ukraine in

covering the most urgent developmental needs through self-organization, capacity building, and implementation of small-scale community initiatives

In total, over 2005-2011 UNDP Ukraine: • Assisted 2 000 communities

• Supported the implementation of 1 700 community projects

• Provided training to more than 10 000 local officials, teachers, medical workers

• Supported development of Draft law “On the Bodies of Self-Organisation of Population” ( endorsed by Parliament in a first reading)

• Partnership with key line Ministries established, policy dialogue initiated

• Curricula on sustainable development for universities developed and implemented by the Academy of Municipal Management

As a result:

Mindset of population is changing towards more active position in the local development

Local authorities are applying our approach on the basis of local resources

Central line ministries are using the experience of our local partners as a model for national replication

Rapid Expansion - Ensuring Quality of the Process

Initial method was adjusted to the Ukrainian context

Systematic analysis of the experience in Crimea, Chernobyl affected territories and in pilot municipalities, adjustment to the changing environment

Outcome evaluation 2006 Over 3,000 individuals trained in principles of

community development Comprehensive manuals developed to support

the consistency of the approach

Despite attempts at central level reform, there remain numerous policy and legal obstacles to the self-governance and sustainable development

Comprehensive capacity development programme on the local level is required to ensure sustainability of services and methodology

Changes in perception require a lot of time and resources

Challenges

Lessons Learned Work with communities provide a window not only for

horizontal (geographical) expansion, but also for vertical scale up

Specific elements of ABD projects could be easily transformed and tailored to local needs, although facilities for that should be in place

Gradual integration of community-based approach into local decision making practices ensures sustainability of results

In the period of political instability assistance on the grass root level helps to keep the momentum of reforms

What’s next”? Work with all levels of government to ensure sustainable results

Advocate for policy reforms in local governance and public services delivery on the basis of experience of implementation of community led projects

Comprehensive capacity development programme on the local level Bringing climate change mitigation considerations into the agenda of

local governments Development and implementation of local strategies on

improving energy efficiency Strong linkages with Focus 5 Programme

Building up on the partnership with municipalities Institutionalization of community led approach

Opportunities

“Channel” changes and best practices in the area of environment, ecology, good governance, gender to very broad audience, which might be very difficult to reach otherwise.

Power to bring policy solutions from basic, community level to the policy level.

Bring policy changes to the grass-roots level Assistance package to each region should be further

developed to reflect its specific needs
