• The territory of Region Liguria• Orography: high mountains and limited coastal areas

• High density of inhabitants above all living in coastal areas (density: 1000 inh/ km²)

• Highest mountains on the west side: until 2700–3000 m

WHY THE PROJECT IQMULUS?

• Climate: mild, mediterranean, but rainy above all in inlands, during autumn but also spring

• Problem: Forests (mostly private, 87%) and are abandoned• Territory are not managed (No Maintenance of slopes)• Hydrogeological risk increases

In 1880, it was 230.000 ha

Strong and fast rain (530 mm in 6 hours), floods of 3 rivers, slopes, rivers of water, mud and trunks until the sea (Vernazza town)

Damages: 12 deaths; Economic damages: 1bilion €

WHY IQMULUS PROJECT?

In such a situation, Region Liguria and other Local Bodies developed many policies and actions in order to prevent the hydrogeological risks

HOW?1. to know better the territory, make better weather forecasts, the start

up of alert system for civil protection KNOWLEDGE: the gathering of environmental information (available

to citizen according to Inspire Directive)

1. to plan better (or help the Municipalities to plan – i.e. in civil protection)

LAWS AND PLANNING2. to give right AUTHORIZATIONS (i.e for new projects and buildings)

(ie, Env. Impact Assessment of projects or plans…)3. COMUNICATION TO CITIZENS of good behaviour and “governance”

policies (also supporting other LB as municipalities)

Could heterogeneous/big data be used in an integrated way?

Use case: weather data management for the hydro risk prevention

• ARPAL and RL will foresee in a better way how much time is needed for the filling of a hydro-basin

• More reliable alerts• Municipal plans more reliable and applicable• Reduced risk for Citizens and things

REGIONE LIGURIA IN IQMULUS

• Region Liguria states the alert state, gives maps to municipalities of flood and other kind of risks, manages the damages indemnities

• Regional Agency of Environmental Protection in Liguria (ARPAL), instituted by RL 39/1995 and RL 20/2006:• Public Body (legal autonomy), financed by Region Liguria, and has also the

competences:• Check the application of environmental laws• Participation to emergercy plans• Monitoring the state of environment

• CFMI – CIVIL PROTECION: hydrologic area, in support to Region Liguria with the service of weather forecast

• DATASIEL• In house agency, participated and financed by Region Liguria• The only operative centre highly specialized into the implementation of

the SIIR The Informative System of Region Liguria, instituted by the RL 42/2006

LOCAL AND NATIONAL USER GROUP

Regione Liguria is the hub for a local user group connecting other Local but also National Bodies

• Municipalities: first level responsibility of civil protection, competences in civil protection planning

• Provinces, Regions: second third levels (they help municipalities) • National Civil Protection Department: it acts in weighty events also

through prefectures• other LB interested to Knowledge and data:

• Research institutes (University of Genoa, CIMA foundation, GSIG…)• National Institute for the Research on Environment and its Regional

Agencies (as ARPAL …)• Ministry of Environment

THE ROLE OF REGION LIGURIA IN IQMULUS

WP1: Region Liguria will provide information for the testing of the platform + information about the state of the art of the Regional Integrative Information System (SIIR)

WP 7: contribution and participation to the establishment of the model, final evaluation of the tested informative platform; effectiveness analisys of the coherence of this platform with SIIR

WP 8 dissemination: participation to the required events of project dissemination

WP 9: Indications for the implementation of a marketable platform for public regional system, in order to make platform sustainable
