Summary of CGIAR new

ideas notes

ISPC Meeting. CIFOR, Bogor March 29-April 1, 2015

Background & Objectives

http://ispc.cgiar.org

Call for Ideas Notes from CRPs and CGIAR Centres as part of the revision process of the SRF.

Objective: give an indication of research pathways towards IDOs and sub-IDOs. A qualitative overview of which sub-IDOs are viewed as priorities by CGIAR, and contribute to the framing of a future call for CRPs.

ISPC: • map Ideas Notes against the RF (SLOs, IDOs and sub-IDOs); how the

Ideas Notes will address the SLOs

• analyse Ideas Notes sub-IDOs for frequency of targeting and for feasibility and likely priority for the CGIAR

Collation & analysis http://ispc.cgiar.org

149 Ideas Notes submitted by all 15 CRPs + Genebanks program + CGIAR Centres Bioversity, ICARDA, IFPRI, IITA and ILRI.

numbers of Notes submitted by CRPs ranged from 2 to 13 and from CGIAR Centres from 1 to 18.

coverage of Flagship Projects was variable among CRPs. All, some or no FPs were linked to Ideas Notes.

variation in numbers of Notes from CRPs and CGIAR Centres must be taken into account in any analysis of sub-IDOs; coverage not even

Ideas Notes and analysis help revising the RF?

31 Ideas include either or both Women and youth and Capacity Building as integral components and/or included relevant IDOs/sub-IDOs.

Enhanced innovation capacity; Increased gender equality and social inclusion; Improved capacity of women and youth to participate at farm and institutional levels; Gender equitable control of productive assets, livelihood opportunities; and Improved enabling environment that enhances adaptive capacities of local communities.

26 Ideas Notes target cross-cutting IDOs/sub-IDOs on climate change

Enabling environment for low emissions agriculture; Increased mitigation of CC, Reduced GHGs and increased C sequestration; Reduced agricultural impact on environmental health. 11 Notes were entitled “Climate-Smart Agriculture”.

What’s

important?

What’s new?

http://ispc.cgiar.org

Genetic gain through breeding

Sustainable NRM and Resilience

Improving and scaling-out Seed Systems

Characterisation and use of Genetic Diversity (crop, livestock and fish

breeding programs)

Sustainable Intensification & Management of Ag. and Aquatic Systems

Gender, Diversity and Social Equity: in many Ideas Notes (part of CRPs)

Adoption and diffusion of technologies: including new approaches to

measuring and increasing effectiveness of adoption and diffusion of technologies.

Enabling Policy Environment and Agricultural Performance: including

foresight, impact analysis and policy support, innovation systems, capacity development, etc.

Priority areas

Some major emerging ideas

http://ispc.cgiar.org

Value Chain innovation and transformation (16 Ideas Notes): • An important component of many CRPs. - Contribution to SLO 1 and SLO2. • The transition of CRPs to restructuring their research to target value chains has been

relatively smooth and enthusiastically accepted by researchers.

Nutrition, dietary diversification and health (18 Ideas Notes): • Activities include biofortified crops, nutritious and healthy food systems, nutrient dense

maize, rice, root and tuber crops, grain legumes, nutri-cereals, animal source food and nutrition, consumption of fish by women and children and diversifying diets and food systems.

• In general not new activities for the CGIAR. What is new is the equal emphasis given to nutrition and health and food security.

Climate-Smart Agriculture (11 Ideas Notes): • Activities on adaptation and mitigation of CC are part of many CRPs not just CCAFS. • include: adaptation and mitigation using trees and forests, reduced GHGE from rice and

livestock, climate-proof fish VC, C sequestration, CS villages, CS advisory services, safety nets and low emission Ag policies.

Additional emerging areas

http://ispc.cgiar.org

Food safety and health: • Activities include awareness and targeting food safety in animal products and horticultural

systems, mitigating aflatoxin risk and improving water quality for environmental health. • Small but important component of IDO on improved food & nutritional security for health.

Animal health: • focus on pro-poor Value Chain approach (CRP 3.7), priority to delivery of health solutions. • CGIAR has experience in developing research-based solutions to L&F health problems

(e.g. diagnostic tools and vaccines).

Institutional innovation and reform: • R4D platforms, tools & modelling scenarios, implementing theory of change, reforming

public sector and encouraging private sector investment in ag research, etc.

Additional topics (FTA, IFPRI-PIM): • Landscape Approaches and Environmental Services ; Energy, Transport and Food Security ;

Agricultural mechanization ; Labour Markets ; Agro Insurance using remote sensing ; International Trade and Food Security.

Conclusions – discussion points

http://ispc.cgiar.org

Ideas Notes covers all the SLOs and IDOs in the SRF. (34 Notes targeted all SLOs and 53 targeted two SLOs)- integration vs. focus ?

Improving food security has been long been a target of CGIAR and was expected to be the highest priority – shifting the IDO on agricultural productivity makes all the difference

“Reduced poverty” at a high frequency, merits some scrutiny – Focus of Science Forum 2016

All CGIAR “comparative advantage” areas are there – need for clarity on issues of integration, cross-cutting themes and role of systems research vs. commodity, NRM and policy research.

Major emerging areas Health & Nutrition, Value Chains, CSA, ES, etc. How to integrate these areas in the portfolio? Challenges of geographical focus, Targets and Indicators (links with SDGs)?

How are-we going to contribute to Malabo?
