Monitoring and Evaluation (M&E) of Africa RISING
What did we learn in 2014?
Beliyou Haile, IFPRI
Africa RISING Learning Event, Arusha, Tanzania, 11-12 November 2014
Resources for M Limited (human) resources…overworked Interruptions in staff…survey residents
Compiling/aggregating FtF indicators data through PMMT Insufficient PMMT training…more trainings Poor internet connectivity…offline data entry Internet connectivity but missing/incomplete
data…we need your help!
Lessons learned – Monitoring (M)
2
Customs and sustainability indicators Custom…is your project monitoring some of
them? Which ones? SI…discussions are ongoing The PMMT is ready to accommodate such
indicators
Lessons learned – Monitoring (M)
3
Baseline evaluation surveys Tradeoff between survey content, timing, local
capacity, data quality, survey cost… Lots of capacity building (content, CAPI, survey
planning and implementation) Further adaptation of the survey tool (post Malawi) Employed more resources than expected
Lessons learned – Evaluation (E)
4
Baseline evaluation surveys Survey sample composition: AR beneficiaries,
non-beneficiaries in AR sites, and control Count of AR beneficiaries (individuals vs.
households) Household listing and verification(e.g., wife takes last
name of spouse as first name) Given the random selection of non-beneficiaries in
AR action sites, need to purge AR beneficiaries from full list of farmers
Lessons learned – Evaluation (E)
5
Baseline evaluation surveys Had to move onto the ‘next survey’ quickly
(unable to clean, document, etc.)…‘some’ time in between surveys
Data for all AR countries are ready to be used, just ask us
Lessons learned – Evaluation (E)
