Anthony is one of the found-ing members of Sandbox Develop-ment Consultants. His primary role as Principal is to oversee the Project

Management services business unit.

Prior to the formation of Sandbox, An-thony was a Land Development Project Manager for Beazer Homes – Phoenix Division where he was responsible for west region projects consisting of approxi-mately 6,000 total units in various stages of feasibility, design and/or development. Anthony also has previous experience as an Entitlements Manager for KB Home – Phoenix Division.

Anthony has a Bachelors Degree in De-sign, Major in Housing & Urban Develop-ment from Arizona State University and a Masters in Business Administration from University of Phoenix. Anthony is a Fac-ulty Associate at Arizona State University where he teaches Community Design & Development in the College of Design. He lives in Phoenix with his wife Rocio and son Jude.

EXPERIENCE Some notable projects that Mr. Sumner was involved with while at Beazer Homes include the following: Westpark, ap-proximately 2200 units in Buckeye, AZ. The scope of this project included obtain-ing final plats and engineering plans for multiple phases of the development. Mr. Sumner worked closely with the seller and other consultants to create a water-service area, design and obtain approvals on a wa-ter campus and several remote well sites. Additional coordination was also needed on the CFD, Regional Sewer Solution, ADOT collector road system, offsite water lines and regional park site. Mr. Sumner intimately involved in the Entitlement process for several projects in Surprise and Goodyear. Mr. Sumner was also a regular participant in the regional sewer and water solutions for Goodyear, Surprise (SPA 2), and Buckeye (Sewer Interceptor Line and WWTP expansion). While at Beazer Homes, Mr. Sumner organized an internship program through Arizona State University which enabled Housing students to obtain first-hand knowledge of the Land Development industry while still in school. Participants of this program ultimately earned tuition scholarships and employment opportunities within the industry.

Mr. Sumner’s land development experi-ence prior to his tenure at Beazer Homes included a role as Forward Planner for KB Home. In this capacity, Mr. Sumner was intimately involved in the Due Diligence and Entitlement Management of projects throughout the valley. During this time Mr. Sumner would perform Due Diligence and feasibility analysis on potential projects to identify significant costs or risks prior to obtaining corporate approval. Mr. Sumner was actively involved in the reviewing and awarding of design contracts and supervis-ing the team of consultants on multiple

projects. While in this role, Mr. Sumner paid close attention to detail and became very familiar with the entitlement and product approval processes. In addition to managing projects through the entitle-ment phase, Mr. Sumner was responsible for coordinating the lot fit analysis for all projects, and for a while, obtaining design review approvals for the Architectural Product.

Guy is one of the founding members of Sandbox Development Consultants and has 30 years of local Land Development experi-ence. His primary role as Principal is to oversee the Construc-

tion Management services business unit.

Prior to the formation of Sandbox, Guy was a Land Development Project Manager for Beazer Homes – Phoenix Division where he was responsible for east region projects consisting of approximately 2,500 total units in various stages of feasibility, design and/or development. Guy also has previous experience as a Land Development Project Manager for KB Home – Phoenix Division.

Guy has an Associate Degree of Arts from Rio Salado College and was recognized as Arizona’s Most Outstanding Apprentice upon graduation from the Operating Engi-neers in 1981. Guy is the qualifying party for Sandbox Development Consultants’ Class A Engineering contracting license and also holds a Real Estate License in the State of Arizona. Guy is a Phoenix native and currently resides in Mesa. When he isn’t spending time with his family, he enjoys single-track trail riding in the desert.

Alan has been with Sandbox Develop-ment Consultants since 2005. His primary role is to assist in the Princi-pals as they man-age the Entitlement & Development

processes for our Clients. Alan performs many roles rang-ing from Planning & Drafting work to Site Visits and Budgeting. He is also our in-house IT expert and web-page designer. Alan has Bachelor Degree in Construction Management and a Bachelors Degree in Design: Housing & Urban Development from Arizona State University.

Job duties include contract administration, budget analysis, creating bid spreads, and coordination.

Recent projects completed include entile-ment of Rose Gardens, a 143 acre parcel located in Goodyear, Arizona and assist-ing construciton management at Almarte located in Carefree, Arizona. Alan has worked with Guy Lake in preparing budget analysis for various projects thoughout the Phoenix metro area.

Rocio has been with Sandbox Develop-ment Consultants since 2006. Her primary role as Accounts Coordina-tor is to manage the day-to-day business operations for the

company including accounting, marketing and other office operations. Rocio also acts as a Project Coordinator on various projects. These du-ties include contract administration, budget updates, and tracking invoices, addenda and lien releases.

Recent projects include: Contract Admin-istration on Rose Gardens, 143 acre PAD in Goodyear, AZ and TEN 303 Business Park, a 157 acre Industrial Park also lo-cated in Goodyear, AZ.

Prior to joining Sandbox, Rocio was em-ployed with Apollo Group, parent com-pany of University of Phoenix and Omega Management, a local Land Developer. Risk Assessment: •Thorough review and understanding of development agreements, municipal stipu-lations and entitlement compliance issues; represent the client in resolving outstand-ing issues •On-site assessment and identification of general liability issues; coordination with local police departments regarding no trespassing agreements, project signage installation and perimeter security control measures •Secure incomplete entitlements; re-solve risk by achieving and securing major project milestones •Manage the completion of unfinished land development milestones, including acceptance by local municipalities, utility providers and other authorizing agencies

Site Inspections: •Third party verification and progress report services of on-site development ac-tivities; photo documentation of observed site conditions •Oversight, review and reporting of landscaping maintenance services provided at inactive projects •Identification and reporting of prop-erty damage, theft and criminal damage to client and police. Due Diligence Research: Compile thorough, accurate, and de-tailed summaries of project findings in a timely manner; keeping feasibility expira-tion dates in mind. Assist the client in determining any possible development risks and provide recommendations/ timelines to resolve any findings in question: • Review Feasibility reports (Soils, En-vironmental, Archeological, and Biologi-cal) • Review Title Report, ALTA, Site Con-straints, and Land-Use Restrictions • Research and Analyze Water, Sewer, and Dry-utility solutions

Entitlements: Sandbox Development partners with the Client to manage the Project through the Regulatory Processes:. • Annexation, General Plan Amendment and Re-Zone • Preliminary Plat, Final Plat and Im-provement Plan Approvals • Value Engineering, Easement Negotia-tion and Development Agreements

Pre-Construction Services: Bridge the gap between the entitlement and development of the project by preparing and coordinating development processes in advance. • Coordination with local jurisdictions/agencies in facilitating approval of entitle-ments and plans. • Coordination with engineering and other consultants to complete the plan ap-proval process. • Estimating project development costs. • Project scheduling of land development critical path items. • Dry utility design and contracting coordination.

Contract Administration: Outline project specific scopes and pro-cure bids from professional contractors with the expertise to coordinate and construct the development critical path items per specifi-cations in a timely and efficient manner. • Assemble bid packages with detailed scopes, plans and specifications. • Request competitive bids from quali-fied contractors. • Conduct bid analysis. • Recommend bid award to the Client. • Draft contracts and award bids to the selected contractors. • Monthly job costs/draw reports. • Invoice review and recommendations.

Land Development: Coordinate with contractors and mu-nicipalities to maintain the development schedule and monitor job costs. Deliver the completed site development in a timely and efficient manner. • Coordinate with the engineer and mu-nicipalities in obtaining bonds and permits. • Conduct pre-construction meetings to kick-off critical path development activities. • Scheduling of all surveying and staking activities. • Coordination and problem solving with contractors and municipal inspectors. • Archiving and distribution of all testing and certification data. • Project liaison for all development communication. • Quality control and safety monitoring of contractor activities. • Conduct verification walks and coordi-nate corrections. • Obtain project final acceptance.
