Housing Development CenterComprehensive Development Services

Support our clients in financing, constructing and preserving projects Produced or rehabilitated 2,500 affordable homeownership and

rental housing units since 1993 More than 750 units, totaling almost $120 million, under development

Asset Management Services Provide in-depth knowledge and effective strategies to train and

support nonprofit clients through the challenges of owning and managing affordable housing and related community services facilities.

Program and Policy Development

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

Program and Policy Development Provide technical analysis, research, and program development

services to inform regulatory and policy changes in the affordable housing industry.

We support nonprofit-led initiatives and governmental program and policy development to ensure the success of community based housing and service delivery systems.

The HDC Community Fund, Related nonprofit Community Development Financial Institution,

provides feasibility, predevelopment and acquisition loans to get projects going.

Process

• Early assembly of development team

• Charrettes

• Focus on energy

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

• Focus on energy and water conservation

• Extensive energy modeling

Page 12: Craig Kelley, Housing Development Center

Site Location

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

Page 13: Craig Kelley, Housing Development Center

Site Strategies• Constructed bike turning lane

• Secure bicycle parking for up to 120 bicycles

• Pedestrian improvements on all 3 street frontages will benefit both residents and Rose Garden Arena event-goers.

• Stormwater swales for pretreatment of

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

• Stormwater swales for pretreatment of right of way stormwater

Page 14: Craig Kelley, Housing Development Center

Energy Conservation – Envelope

• Large west exposure of windows. Concern about solar heat gain and cost of cooling.

• Explored exterior shading but were cost prohibitive

• Installed new window glazing with solar heat gain reducing film

• White TPO roofing to reduce

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

• White TPO roofing to reduce cooling load and urban heat island effect

• Insulation to code only on roofing. Higher than code insulation would have increased cooling load more than savings on heating load.

Page 15: Craig Kelley, Housing Development Center

Energy Conservation – HVAC• Heat pumps (PTHPs)

with remote thermostats, occupancy sensors, and central controller for residential heating & cooling

• High efficiency cooling for commercial space

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

• High efficiency cooling for commercial space

• High efficiency central water heaters for domestic hot water

• Modeled ductless split system but payback too long

Page 16: Craig Kelley, Housing Development Center

Energy Conservation – Lighting & Appliances

• Energy Star appliances

• Energy Star lighting

• Energy Star rated equipment for

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

commercial kitchen and laundry

• Occupancy sensors for commercial lighting

Page 17: Craig Kelley, Housing Development Center

Energy - Renewables

• 80 kW solar thermal system

• Existing solar hot water heating system at building formerly used to heat pool

• System is 3rd largest in the state and will provide 28% of the

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

provide 28% of the total hot water for the building.

• The equivalent of producing 2,500 gallons of hot water per day or enough to take over 150 showers

Page 18: Craig Kelley, Housing Development Center

Water conservation

• 1.5 GPM faucets

• 2.0 GPM showerheads

• Front loading

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

• Front loading laundry

• Efficient irrigation and low water landscaping

Page 19: Craig Kelley, Housing Development Center

• Construction waste management

 90% construction waste recycling

Some waste source-separated. Balance is commingled and separated by hauler

• Local & regional materials to reduce

Materials

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

• Local & regional materials to reduce transportation impact

• Interior durability – No carpet

• Detailing to prevent bed bugs. Custom steel frame beds

Page 20: Craig Kelley, Housing Development Center

Indoor Environmental Quality

• Low VOC paints & finishes

• Continuous bath ventilation for residential units

• Ultraviolet air purifier for Hooper dorms

HOUSING DEVELOPMENT CENTERBuilding and Sustaining Affordable Housing

dorms

• Could not add vented range hoods because of cost, code issues with new shafts or soffits.

Page 21: Craig Kelley, Housing Development Center

Lessons Learned• Select team members who share goals and are willing to put in extra time necessary to achieve them

• Adaptive reuse/preservation saves significant financial and environmental resources over new construction

• Existing building conditions can limit options regarding solar design, ventilation, HVAC systems

• Energy modeling can provide surprising information – Reduced amount of insulation due to heat retention

•It helps to start with a really ugly building because anything is a major improvement

improvement
