a- Challenges: • Complex and Multidisciplinary mission • Multi countries (but National security is a priority) • Needs flexibility and scalability to face emergencies • Multi domain (land, sea, air) • Resource demanding, with continuity • Sustainable Performance (to do more with less)

2) The contribution of E-GNSS:

• Increased accuracy • Provides safety related features (continuity,

availability, integrity, time to alarm in case protection levels are violated)

• Historical archive of data for investigation and post event checks/validation

• Security data access can be ruled by position/time with high accuracy

2) The contribution E-GNSS: “service oriented frame”

• EC and ESA initiatives are in place to complement the core EGNOS/Galileo infrastructures with service oriented facilities and centres:

– EGNOS Service Centre (ESSP in Torrejon, fully operational)

– GNSS Security Monitoring Centre (GSMC, under preparation)

– GNSS Service Centre (GSC, procurement running)

– Time and Geodesy Service providers (TSP and GRSP, next procurement)

– Galileo Reference Centre (under definition)

– Galileo Search and Rescue (under preparation)

3) Telespazio and E-GNSS

EGNOS GALILEO

• Telespazio first EGNOS test bed on Mediterranean area on 1997;

• Key partner of ESSP for EGNOS Service Provision 2014-2021 for infrastructure maintenance, ILS and support to EGNOS adoption

• Primary user of EGNOS EDAS for SATNAV added value services

• Providers of SATNAV application and services for aviation, road, rail, maritime and assets tracking and tracing

• Lead the EC GNSS Euro-Mediterranean cooperation initiatives

• Various patents on EGNOS based innovative applicaitons

• With Spaceopal, joint Telespazio/DLR GfR company, operates Galileo System since 2010;

• Major R&D projects on EGNOS and Galileo integrated innovative services including integrated services with EO and TLC

• Telespazio hosts and managed the Galileo Control Centre in Fucino

• Key player on Galileo PRS with SELEX SE for receivers and associated services and security procedures

• Involved on all the most important E-GNSS support facilities

• Developer of Galileo System Simulator Facility, Constellation Simulator and AIV/Training tools

• Target: satellite based operation and management of local low rail traffic

lines and contributes to the adoption of EGNOS as a precursor and to the

introduction of Galileo in the rail safety related domain.

• The overall expected result is the full specification, applied technology and

live demonstration on the Brasov – Zarnesti line operated by RCCF-TRANS

(Romania)

4) Way forward and conclusions • E-GNSS are essential assets for homeland security and

emergency management • EGNOS and Galileo may contribute to the

harmonization and standardization of European integrated emergency services for all the geo/time located data requiring security safety and accuracy

• EC/ESA have to further promote E-GNSS as backbone PVT services for European: • Define standards • Improve harmonization and interoperability • Introduce incentivation schemes

4) Way forward and conclusions • EC/ESA have to further promote E-GNSS as backbone

PVT services for European emergency management: • Define standards • Improve harmonization and interoperability • Introduce mandatory positioning reporting for

critical applications

• EGNOS and Galileo may contribute to the harmonization and standardization of European integrated emergency services for all the geo/time located data requiring security safety and accuracy
