Once upon a time

We had national design policy which said:

‘Design is aesthetics, is not a planning matter, and refusals could lead to award of costs’

That was in the 1980’sAnd we built..............

Then design was about more than looks

1997 - PPG1 updated following ‘Quality in Town and Country’

‘Design is about relationship between buildings and spaces. Good design is an aim of planning and should be encouraged everywhere’

We started to build.....

PPS1 took matters further

2005 - said ‘good design is indivisible from good planning opportunities should be taken to improve way

places work for people.’ Referenced ‘By Design’ (written after PPG1)

By Design First ‘official’ design guidance?

The two pages that always seemed to fall out

Next the NPPF

2012 – continued much of PPS1 design wording but maybe trumped by economic benefits and viability?

NPPF Design bit summed up

Change to Improve. Lasts. Local Identity. Human Experience, Function, Attractiveness.

Inside, Outside, Private, Public. Optimise Potential. Safe. Accessible. Mixed.

‘concentrate on guiding: Scale, Density, Massing, Height, Landscape, Layout, Materials, Access’

‘Avoid unnecessary prescription... Don’t

stifle innovation’

Use Early Engagement,

Design Review, Codes.
