It is through their full participation and at a cost that the community and the country can afford to maintain at every stage of their development in the spirit of self-reliance and self-determination. (WHO & UNICEF, 1978)

• Integrating health into all sectors (public policy reforms);
• Pursuing collaborative models of policy dialogue (leadership reforms); and
• Increasing stakeholder participation.
ELEMENTS OF PRIMARY HEALTH CARE• Health education• Food supply and proper nutrition.• Maternal and child health including family planning. • Safe drinking water and sanitation.• Expanded Programme on Immunization (EPI)• Prevention and control of endemic disease• Appropriate treatment of common diseases, injuries and accidents.
• Provision of essential drugs.
