Housekeeping items
The purpose of this meeting is to take public comments on proposed
service changes effective Monday, May 4, 2015.
Silence all cell phones.
Be considerate of meeting attendees and COTA staff.
When it is your turn to make a comment or ask a question about
COTA’s service changes, remain at your seat and we will call upon
you.
Comments and questions are limited to two minutes per person.
Participants are encouraged to complete comment cards.
Ask one question at a time so the appropriate COTA staff member
may address your comment.

Transit System Review (TSR) - Background
The Transit System Review (TSR) took a complete view of the
existing COTA bus system. A Proposed Bus Network Plan and
Downtown Operations Plan were developed to better meet the
current and future needs of the community.
The TSR’s goal is to improve the effectiveness and continued
expansion of COTA's bus network, downtown operations and
technologies to meet the needs of growing and changing land uses in
central Ohio.
The proposed bus network improves the frequency of buses,
simplifies alignments and connects new locations with service seven
days a week.

Transit System Review (TSR) - Implementation
In November, the COTA Board of Trustees accepted the TSR Final
Report from IBI Group Inc. and adopted a transit network framework
that allocates seventy (70) percent of bus service to high-ridership
lines and thirty (30) percent of bus service to coverage lines.
Implementation of the TSR is proposed to occur in two phases,
Phase I and Phase II, starting in January 2015 and concluding in
September 2017.
Updated maps of the proposed network and Downtown operations
are available online.
COTA will continue to solicit public input throughout the
implementation process.

COTA is continually evaluating bus travel times in order to
better adhere to scheduled times.
The following lines are proposed to have travel times adjusted
to improve on-time performance:

Line 6 Sullivant Ave (All Days)
Service is proposed to be
realigned to travel north on
Georgesville Road, east on
West Broad Street, then south
into the Hollywood Casino.
Service would follow the same
route in the opposite direction.
Service frequency may be
adjusted slightly if this change
is implemented.

Line 10 E Broad (All Days)
Alignment adjustments are proposed to make Line 10 service more
simple and direct.
Service is proposed to be realigned so that all trips east of Hamilton
Road travel through the Mount Carmel East campus in both directions.
Most service that currently travels off of East Broad Street is proposed
for discontinuation.

Line 10 E Broad (Weekday)
Additional trips are proposed between Hamilton Road and the
Limited Brands Logistics Center at a frequency of 60 minutes or
better.
Line 10 E Broad (Saturday)
New service is proposed between Hamilton Road and the
Limited Brands Logistics Center at a frequency of 60 minutes or
better. Service is currently proposed to operate between
approximately 8 a.m. and 11 p.m.
Line 10 E Broad (Sunday)
New service is proposed between Hamilton Road and the
Limited Brands Logistics Center at a frequency of 60 minutes or
better. Service is currently proposed to operate between
approximately 9 a.m. and 9 p.m.

Trips that serve Pinewood Road,
South Yearling Road, Mayflower
Boulevard, Seigman Street, East
Mound Street, Pierce Avenue, East
Main Street, and Bernhard Road are
proposed for discontinuation.
Line 10 E Broad (All Days)
Trips that serve South Hamilton
Road, East Main Street, Ross Road,
and Langley Avenue are proposed for
discontinuation. Alternate service is
available on South Hamilton Road via
Line #89 Hamilton Road.

Trips that serve Reynoldsburg-
New Albany Road and North Brice
Road near the Eastpointe
Shopping Center are proposed for
discontinuation. The shopping
center would still be accessible via
stops on East Broad Street.
Line 10 E Broad (All Days)
Service around Mount Carmel East
Hospital is proposed to be
realigned so that all buses
operating east of Hamilton Road
travel through the Mount Carmel
campus in both directions.

Line 10 W Broad (All Days)
More frequent service to Westwoods Park & Ride is proposed on all
days. All trips on all days would end at Westwoods Park & Ride.
Alignment adjustments are proposed to make Line 10 service more
simple and direct.
Most deviations off of West Broad Street are
proposed for discontinuation.

Road, Beacon Hill Road, and
Sturbridge Road. Service would
instead operate on West Broad
Street.
Service is proposed to be

Trips that serve South Murray Hill
Road, Sullivant Avenue, and
Westwoods Boulevard are
proposed to be discontinued.

Alignments traveling out of Downtown are proposed to be
modified. Service would access I-71 via East Long Street and
Elijah Pierce Avenue.
Travel times may be adjusted if these changes are implemented.

Bus Stop Service Improvement Project
A public comment period about the proposed
changes will be held from February 9 through
February 27, 2015.
Maps of all proposed changes, and a list of all
affected stops will be available online at:

Commuter Bulletins about proposed changes
will be posted at all affected bus stops during the
week of January 26.

COTA update
COTA.com website is being revised.
The renovated COTA Transit Terminal, located at 25 E. Rich St., is
now open, and the North Terminal, located at 33 W. Spring St., is
projected to re-open in February 2015 as the Spring Street Terminal.
Next Generation Plan
Consultant (Nelson/Nygaard) and COTA staff began work on the
plan in December 2014
Plan should be completed by April 2016
Public involvement is planned for 2015, including an interactive
website and public meetings
