Safe systems approach

• Design the road system to expect and accommodate human error, because it is inevitable that road users make mistakes and sometimes violate the law (and crashes occur)

tailor environment (road, vehicle) to human characteristics

• prepare road user for traffic tasks (training, education) • beware: not all training is beneficial -> e.g. skid training !

• In a crash, interaction between vehicle – roadway – human body must be managed so that serious injury likelihood is minimized, if not eliminated

• Enforcement is no isolated activity but integral part of the system

Conclusions & recommendations (1)

• No dedicated road safety research programme yet – i.e. backed by sustainable funding sources and

carried out by dedicated research staff

• The current project is good example to start capacity building and professional exchange but needs to be expanded to include all aspects of road safety.

• The feasibility of establishing a dedicated and independent road safety research institute needs to be further explored.

Rabat, 24 October 2014

Page 13: Improving road safety in Morocco

Improving road safety in Morocco 13

Conclusions & recommendations (2)

• A comprehensive information platform is advised– crashes– vehicles– drivers– enforcement– traffic (e.g. speed, volumes)

• Establish a central unit/agency responsible for data collection, validation and quality control

• Improve data exchange between e.g. – DTRSR, CNEH, CNPAC, CNER,

Police and GendarmeRabat, 24 October 2014

Page 14: Improving road safety in Morocco

Examples of specific activities

• Develop a comprehensive strategy based on harder targets, both in terms of crashes and intermediate outcomes

• Initiate studies for checking the crash registration rates

• Develop systems to link hospital data with crash data to control for under-registration and validate severity

• Set targets and programmes for addressing high risk locations

• Develop an integrated quality control system for road design (audit guidelines; courses etc)

• Driving examns on random route (normal driving) Rabat, 24 October 2014
