The Idea for a World Union of Organizations, Institutions, Real and Legal Persons working for

Persons with DisabilitiesPeople with disabilities constitute the world’s largest minority group. Thisgroup has, until now, lacked a common forum to provide an environment forthe exchange of ideas, technology, ideology, know-how and experiencebetween the disability movements of developing and developed countries;coordination between local, national and regional disability groups; and directadvocacy for the rights of individuals with disabilities.

We firmly believe that the unity of all local, national, regional and internationalOrganizations of Persons with Disabilities which work for the promotion of therights of Persons with Disabilities and base their activities on the principles ofthe United Nations and universal human rights is an indispensable conditionfor the realization of a human society devoid of physical and social disablingbarriers against persons with impairments.

Our idea is guided by the UN Convention on the Rights of Persons withDisabilities, and UN World Programme of Action Concerning DisabledPersons.

The Idea for a World Union of Organizations, Institutions, Real and Legal Persons Working all

together for Persons with Disabilities

To this end, 138 NGOs, Organizations, Institutions, and legal personsfrom 43 countries in addition to hundreds of individuals took the firststep towards the foundation of the World Disability Union at the WorldDisability Symposium and Workshop in Istanbul from March 4 to 6,2011, organized by the World Disability Foundation.

• World Disability Foundation (WDF) is a national umbrellaorganization headquartered in Istanbul with the aim tospearhead the foundation of an international umbrellaorganization for NGOs for disabled persons and bring togetherthe NGOs of the world.

• WDF enshrines the values of Justice, Equal Opportunity,Compassion, Fraternity, Transparency, and Quality for allHumans and Beings.

• Its maxim is "Servicing Humans for a Non-Disabled World of theFuture".

• WDF also undertakes many Enabling Projects includingUniversal Design, Eurasia Spinal Cord Care Center, GeriatricCare Center, Advanced Life Centre, Technical MedicalEquipment Research and Generation Centers, Olympic SportsComplex Without Disabilities, World Handicapped HolidayCamp, Rehabilitation Center for Handicapped Animals.

Strength Through DiversityThe World Disability Union will be based on a strong demographic andorganizational structure. The main strengths of a world union are:

First world union of its kind for persons with disabilities with a wideparticipation of NGOs, Organizations, Institutions, Legal and RealPersons from all corners of the world,Organized action not only for roughly 650 million humans living witha disability, but also for all humans who have the potential tobecome disabled,Organizational Cooperation and Development (Institutionalization),International and National Representative Role,Supervisory Role,Advocacy Role,Media Relations and Impact,Academic Responsibility,Implementation of non-disabled projects,Horizontal spread of information, rights and practices.

Incentive for All Disability Organizations to Participate

World Disability Union is expected to become the single largestorganization for the collaboration of local NGOs, Organizations,Institutions, Legal persons of persons with disabilities and individualswith disabilities, and bridging the gap between different challenges andexpectations in different countries.

NGOs from developed countries are postulated to benefit from a largescale collaboration due to the opportunities for systematic informationexchange, technology trade, demand for new markets for medical andtechnical products, promotion, qualified and inexpensive services,health and disability tourism, new investment fields, common challengesand social responsibility.

NGOs from developing countries are expected to benefit from a worldunion due to the opportunity for achieving the ability to better connecttheir home states with the persons with disabilities, work towards theimplementation of disability rights and projects, and integrate with theworld.

Agenda of the World Disability Symposium and Workshop

The main topics discussed at theWorld Disability Symposium andWorkshop in Istanbul from March 4 to6, 2011 concerned the fundamentals ofthe new world union of NGOsscheduled to be founded in October2011.

The symposium saw discussions onthe details of an action plan to beimplemented internationally andnationally by member NGOs,Organizations, Institutions, Real andLegal Persons; barrier-free projects,and finance models.

Country reports were also presentedat the symposium by many NGOsregarding the status of persons withdisabilities in their home countries. Astark socio-economic difference wasobserved between developed anddeveloping countries.

Disability Law was another themediscussed at the symposium. Theconcept of model regulations wasproposed to become a central goal ofthe Union.

The following set of NGO criteria weredecided at the symposium andworkshops:

•National and International Activities•Sources of Finance•Relation with internationalorganizations•Annual Budget•Organizational Structure•Registered/Recognized NGO in homecountry

Agreed Conclusions of the Symposium and Workshops

The following conclusions were decided by the participating NGOs whodisplayed an intention to become founding members of the WorldDisability Union:

1. A new international Union will be formed by NGOs to join effortsand forces together and form a unique network of the disabilitymovement from countries with different levels of institutional andtechnological development and different levels of participation insocial and work life by persons with disability.

2. The first General Assembly of the new international Union will beheld on 3rd October 2011, to establish the Union.

3. Revised texts of Draft By-Law and Regulations of the Unionaccording to remarks and suggestions made during the Workshopswill be sent to the Participants by April 30, 2011 with the aim ofreceiving further remarks and suggestions.

4. Participants who wish to share their ideas and opinions on drafttexts will send their edits and revisions until May 30, 2011.

5. The English name of the Union will be changed, and a new name(s)will be recommended to participants.

A New Era for Advocacy of Disability Rights

The World Disability Union set out with the goal to serve all personswith disabilities as a truly global and democratic collaboration amongorganizations of persons with disabilities, to fully realize the goals of theglobal movement for the rights of persons with disabilities, and act asthe single largest international umbrella body representative of allpersons with disabilities.

October 3, 2011 will be a milestone in the history of the disabilitymovement, and a step taken by all founding NGOs, Organizations,Institutions, and Real and Legal Persons towards an integrated and“enabled” world.
