The President of India, Pranab Mukherjee inaugurated the Asia-Africa AgriBusiness Forum on February 4, 2014 at FICCI Auditorium, New Delhi. “It could not have been a more opportune time to organize this event as agriculture and agri-business are dominating the global and regional agenda on economic transformation and development in Asia and Africa,” President Pranab said while inaugurating the forum.

President Pranab further added by saying that time has come to translate the woes into business opportunities. “There is a need for both the continents to

overcome the challenges through symbiotic associations,” he alleged.

The forum witnessed the attendance of esteemed personalities having expertise in numerous fields allied to agriculture and technology. The sessions elicited light on the thoughts, strategies and subjects of agriculture and its illustrious occurrence from other sectors especially the oil and gas zone.

Preneet Kaur, Minister of State for External Affairs, asserted, “The

agriculture sector in India, like any other country, is a livelihood for the population.” She added, “It is only by increasing employment generation and production, etc. that we can improve the per capita income and per capita revenue.” Moreover, in 2011-12 the growth rate for agriculture in India was recorded at 3.6% which have to be raised in upcoming years.

"Agriculture land in Asia is under pressure from increasing population and urbanization. As such, there is an opportunity for responsible investment in agriculture by Asian countries in Africa," Agriculture Minister Sharad Pawar said in his address. He made strong points on farm investments in Africa which should be as per the norms laid down by the UN body Food and Agriculture Organization.

Mr. Advait Chaturvedi, Executive Director, Overseas Infrastructure Alliance, when asked about his opinions on the current situation of agriculture, began by quoting, “I am not a businessman, I am a KISAAN.” He added by saying that oil & gas sector and agriculture cannot stand in the same basket

because agriculture provides small outcomes but employs a larger population compared to oil & gas sector.” The session was truly a rare platform having four major banks from both the continents sharing the podium i.e. Asian Development Bank, African Development Bank, NABARD and EXIM Bank of India.

The Ministry of Health and Child Care Head of Epidemiology and Disease Control says the study results will be used to address the problem of malaria in ZIMBABWE and other Southern AFRICAN countries. PORTIA MANANGAZIRA says the selection of ZIMBABWE to conduct the program is a result of the country’s research capacity. She says some of the issues that will be looked into are vector behaviour of the mosquito, human behaviour towards malaria insecticide and drug resistance patterns. ZIMBABWE has managed to reduce the rate of malaria infection, and in 2010 achieved the ABUJA Target of a Malaria Incidence Rate; while it is also is in the process of entering the pre-elimination phase.

This project is one of the biggest investments which the Comorian Government has financed so far, amounting to a total investment of USD 264 million. The healthcare arm of Fortis, SRL Diagnostics with the mission to become the first choice diagnostics provider for customers in all markets they operate is now planning expansion into fast-growing markets of Africa and CIS countries. Enjoying nearly 40% share of the organized diagnostic market in India, it is all set to commence labs and collection centres in countries like Congo, Kenya and Nigeria. Also, it is looking forward for tie-ups in CIS countries. Presently, associated with a local partner will be making an investment in the Democratic Republic of Congo to operate and run five diagnostics labs (radiology and lab medicine). The revenue earned by the diagnostic sector from the East African market estimated to be $80 million in 2009 which is anticipated to rise at 12.4% compounded annually to $183 million by 2016.

Commenting on it, Sanjeev Vashishta, Chief Executive expressed, “At the moment, the company has a capacity utilization of a little over 50 per cent. Expansion of reach through opening more collection points and introducing new tests would help in filling the capacity at a little cost.” Bearing an endeavor to become the largest diagnostics company in India, SRL acquired Piramal Diagnostics for Rs. 600 crores in 2010. The media can be an influential power for transformation in both developed and developing economies. It is competent enough to efficaciously achieve the functions of watchdog, gatekeeper and agenda setter.

Without doubt it can mend governance by educating and nurturing citizen consciousness of social matters, empowering populations to hold their governments to account, curbing corruption, and forming a civic medium for discussion.

But what is the scenario in Africa? After meeting an official of AUC, who was in India to adopt the Joint Action Plan of the Enhanced Framework for cooperation of the 2nd India-Africa Forum Summit, the official highlighted the importance of media in the country and expressed his desire to further enhance the level of cooperation on this subject.

All the developments taking place in the continent indicate prospects and intimidations with a long-lasting influence on the public, infrastructure, culture, diet, governance and communication with other continents.

It is hence domineering that the continent spends considerably in media studies to allow it to recognize and exploit developing opportunities as well as steer around threats on two levels: continentally and individual country platform.

“We often hear talk about what Africa has to offer while if you look at the statistics on trade and export you always see that Africa is exporting a lot of its raw material but is not producing enough of its own by way of value addition. So when we look at partnerships with India, we need to be very cautious and understand how we can do it in a way that is a win-win partnership”. It is generally recognized that the development of relevant skills is an important instrument for improving the productivity of any developing country. Education and skills can open doors to economically and socially rewarding jobs and can help the development of small informal-sector businesses.

Ultimately, developing job-related competencies among the youth and the vulnerable is recognized as crucial to progress in reducing poverty. The development of job-related skills is, therefore, not only part of the country’s human resource strategies but also of their economic-growth and poverty-reduction strategies.

The Local Enterprise and Skills Development Programme (LESDEP), is a specialized employment creation programme that seeks to provide the requisite skills, tools and training for the youth which eventually renders them self-employed.

The late President of Ghana, His Excellency John Evans Atta Mills launched the LESDEP Programme on the 27th April 2011 with the aim of creating jobs and rapid sustainable national development. During the launch, the President stressed on the importance of the initiative as playing a critical role in the Government’s efforts to develop the human resource base of the country, and he was very optimistic that LESDEP would provide the needed support for the Small and Medium Scale Enterprises.

Since its inception, it has received great support from the

Government of Ghana. Under the auspices of the Ministry of Local Government and Rural Development and the Ministry of Finance and Economic Planning, the programme has made significant strides in creating jobs, providing the requisite training and providing tools and machineries for numerous beneficiaries across the country to kick-start their various businesses. In collaboration with the Municipal and District Assemblies, LESDEP has boosted entrepreneurial skills among the youth in alleviating the canker of unemployment in the country and instilling the urgency of self-employment, self-sustenance and youth empowerment.

LESDEP is definitely not superfluous and no mere replication of any other programme. It is a well thought-out, well-planned, a well-equipped programme that will surely create jobs that pay, to enable people be highly skilled to be self-reliant to be able to contribute to the national economy.

Since its inception, LESDEP has created a staggering number of 2 lakhs direct and indirect jobs with a good number of youth benefiting in diverse ways across Ghana from the programme. It has repositioned itself as the pathway to an exciting, new era of business development and entrepreneurship after achieving unparalleled milestones in terms of dispersal of technical and entrepreneurial skills among the youth within the country.

Mr. Timothy D. Mawulawoe is in his sixties and hails from

Launched in 2013, certain changes have been instigated by Africa on my Sleeve Limited to expedite growth and development for designers. Commenting on this, Makanaka Tuwe, founder of Africa on My Sleeve expressed, “The scope and vision of the organization has grown exponentially taking into consideration the needs of designers as well as the transforming socioeconomic climate within the fashion industry. Broadly, two major initiatives have been commenced to open up the doors for the designers to the international fashion kingdom. The first is the annual show presenting a great opportunity for designers to showcase and promote themselves on a sincere platform to attract buyers and gather media attention. The items displayed at the fashion show will be made accessible for purchase via an online store and will be collectively owned by Africa on My Sleeve and the respective designer. Africa on My Sleeve is about celebrating the African culture through fashion.

in your representation as the new high commissioner of the republic of rwanda to india, how would you comment on the development of indo-rwandan relations and what is your vision to further develop these ties?

The bilateral relations between India and Rwanda are excellent. There is a lot happening in terms of corporation between the two countries. The Government of India is working with the Government of Rwanda to establish entrepreneurship incubation facilities. We are getting substantive support from EXIM Bank for energy generation program and investment in other areas of infrastructure and agriculture. The trade and investment between the two countries continues to grow.

today, rwanda is the fastest growing economy in east africa. how would you propose to indian investors to invest in your country?

Rapid and optimistic actions taken by the Government have effectively

steered Rwanda towards a steady growth and positive outlook. The World Bank foresees an affirmative outlook for Rwanda, with growth projected at 7 percent in 2013 and 7.5 percent in 2014. Over the last five years, Rwanda has been consistently ranked as a top re-former by the World Bank in doing business.

Rwanda has been ranked as one of the country where there is least incident of corruption, not only in Africa but also in the rest of the world. There is a huge potential in agriculture, infrastructure, tourism, ICT and tele-communication industry.

is the Government ready to bring in certain incentives to further attract fdis?

Stability of business is the foremost incentive offered to investors. Rwanda offers a striking environment to operate in or to run a business from. We have an investor friendly climate by way of simple taxation, development of industrial parks and free trade zone, and creation of stock exchange. It now takes

1 day to start business compared to 45-days average on the African continent, and 13-days for the rich countries to start a business.

What projects is the government planning to come up so as to increase employment opportunities for the youth of rwanda?

Establishment of entrepreneurship incubation facilities is basically to train new and upcoming entrepreneur, provide them skills and technology that will enable them to create their own jobs. We have a target of creating at least 200,000 new farm jobs as a part of the Rwanda’s vision 2020 and we hope that we would be able to hit this target with an increasing rate of economy.

there is a program called lesdep which is also dedicatedly focusing on youth employment. any collaboration with them?

We have signed a MoU with LESDEP. They have been to Rwanda; we have

allocated full-fledged facilities to train our youth to be entrepreneur and provide them with necessary equipments as we have trainees ready to be trained. I hope that this will grow into a big entrepreneurship development program particularly for our youth.

rwanda is most commonly dubbed as ‘the land of a thousand hills’ with fascinating tourist attractions. how do you take this platform to showcase the tremendous tourism pleasure in rwanda?

You have made a very wide point that tourism is one of the biggest revenue generators of the economy. We actually want to increase the volume of Indian tourist to Rwanda. We make it easy for people to visit Rwanda, we are able to issue visa within hours of giving applications. Connectivity to Rwanda by air has become increasingly easy. There are so many airlines flying to Rwanda, so it is easy for people to connect. Along with investment promotion, we are doing a lot of tourism promotion.

Rwanda is one of the countries that have made tremendous progress over the last 10 years, enabling it to transform its economy towards a service - oriented one. In an exclusive interview to Kanchi Batra, Sub-Editor, Indo Africa Times, the High Commissioner of the Republic of Rwanda, H.E.
