The sessions elicited light on the thoughts, strategies and subjects of agriculture and its illustrious occurrence from other sectors especially the oil and gas zone.

Preneet Kaur, Minister of State for External Affairs, asserted, “The

agriculture sector in India, like any other country, is a livelihood for the population.” She added, “It is only by increasing employment generation and production, etc. that we can improve the per capita income and per capita revenue.” Moreover, in 2011-12 the growth rate for agriculture in India was recorded at 3.6% which have to be raised in upcoming years.

"Agriculture land in Asia is under pressure from increasing population and urbanization. As such, there is an opportunity for responsible investment in agriculture by Asian countries in Africa," Agriculture Minister Sharad Pawar said in his address. He made strong points on farm investments in Africa which should be as per the norms laid down by the UN body Food and Agriculture Organization.

The media can be an influential power for transformation in both developed and developing economies. It is competent enough to efficaciously achieve the functions of watchdog, gatekeeper and agenda setter.

Without doubt it can mend governance by educating and nurturing citizen consciousness of social matters, empowering populations to hold their governments to account, curbing corruption, and forming a civic medium for discussion.

But what is the scenario in Africa? What is the standing of media awareness in Africa at present when definite trends in progress towards maturity are steadily being recorded in other parts of the world? Africa is confronted with the challenge to integrate the continent into the information society.

On my meeting with Dr. Richard Sezibera, Secretary General of EAC, he highlighted the critical importance of media by saying “The basis of our government being the opinion of the people, the very first objective should be to keep that right; and were it left to me to decide whether we should have a government without newspapers or newspapers without a government, I should not hesitate a moment to prefer the latter.”

After meeting an official of AUC, who was in India to adopt the Joint Action Plan of the Enhanced Framework for cooperation of the 2nd India-Africa Forum Summit, the official highlighted the importance of media in the country and expressed his desire to further enhance the level of cooperation on this subject.

All the developments taking place in the continent indicate prospects and intimidations with a long-lasting influence on the public, infrastructure, culture, diet, governance and communication with other continents.

It is hence domineering that the continent spends considerably in media studies to allow it to recognize and exploit developing opportunities as well as steer around threats on two levels: continentally and individual country platform.

“We often hear talk about what Africa has to offer while if you look at the statistics on trade and export you always see that Africa is exporting a lot of its raw material but is not producing enough of its own by way of value addition. So when we look at partnerships with India, we need to be very cautious and understand how we can do it in a way that is a win-win partnership”. Enjoying the biggest newspaper market in the world, India having more than 90,000 newspapers and over 700 satellite channels, it can prove to a great platform to spotlight and highlight Africa as a promising and flourishing continent.

Ultimately, developing job-related competencies among the youth and the vulnerable is recognized as crucial to progress in reducing poverty. The development of job-related skills is, therefore, not only part of the country’s human resource strategies but also of their economic-growth and poverty-reduction strategies.

The Local Enterprise and Skills Development Programme (LESDEP), is a specialized employment creation programme that seeks to provide the requisite skills, tools and training for the youth which eventually renders them self-employed.

The late President of Ghana, His Excellency John Evans Atta Mills launched the LESDEP Programme on the 27th April 2011 with the aim of creating jobs and rapid sustainable national development. During the launch, the President stressed on the importance of the initiative as playing a critical role in the Government’s efforts to develop the human resource base of the country, and he was very optimistic that LESDEP would provide the needed support for the Small and Medium Scale Enterprises.

Since its inception, it has received great support from the

Government of Ghana. Under the auspices of the Ministry of Local Government and Rural Development and the Ministry of Finance and Economic Planning, the programme has made significant strides in creating jobs, providing the requisite training and providing tools and machineries for numerous beneficiaries across the country to kick-start their various businesses. In collaboration with the Municipal and District Assemblies, LESDEP has boosted entrepreneurial skills among the youth in alleviating the canker of unemployment in the country and instilling the urgency of self-employment, self-sustenance and youth empowerment.

LESDEP is definitely not superfluous and no mere replication of any other programme. It is a well thought-out, well-planned, a well-equipped programme that will surely create jobs that pay, to enable people be highly skilled to be self-reliant to be able to contribute to the national economy.

Since its inception, LESDEP has created a staggering number of 2 lakhs direct and indirect jobs with a good number of youth benefiting in diverse ways across Ghana from the programme. It has repositioned itself as the pathway to an exciting, new era of business development and entrepreneurship after achieving unparalleled milestones in terms of dispersal of technical and entrepreneurial skills among the youth within the country.

in your representation as the new high commissioner of the republic of rwanda to india, how would you comment on the development of indo-rwandan relations and what is your vision to further develop these ties?

The bilateral relations between India and Rwanda are excellent. There is a lot happening in terms of corporation between the two countries. The Government of India is working with the Government of Rwanda to establish entrepreneurship incubation facilities. We are getting substantive support from EXIM Bank for energy generation program and investment in other areas of infrastructure and agriculture. The trade and investment between the two countries continues to grow.

today, rwanda is the fastest growing economy in east africa. how would you propose to indian investors to invest in your country?

Rapid and optimistic actions taken by the Government have effectively

steered Rwanda towards a steady growth and positive outlook. The World Bank foresees an affirmative outlook for Rwanda, with growth projected at 7 percent in 2013 and 7.5 percent in 2014. Over the last five years, Rwanda has been consistently ranked as a top re-former by the World Bank in doing business.

Rwanda has been ranked as one of the country where there is least incident of corruption, not only in Africa but also in the rest of the world. There is a huge potential in agriculture, infrastructure, tourism, ICT and tele-communication industry.

is the Government ready to bring in certain incentives to further attract fdis?

Stability of business is the foremost incentive offered to investors. Rwanda offers a striking environment to operate in or to run a business from. We have an investor friendly climate by way of simple taxation, development of industrial parks and free trade zone, and creation of stock exchange. It now takes

1 day to start business compared to 45-days average on the African continent, and 13-days for the rich countries to start a business.

What projects is the government planning to come up so as to increase employment opportunities for the youth of rwanda?

Establishment of entrepreneurship incubation facilities is basically to train new and upcoming entrepreneur, provide them skills and technology that will enable them to create their own jobs. We have a target of creating at least 200,000 new farm jobs as a part of the Rwanda’s vision 2020 and we hope that we would be able to hit this target with an increasing rate of economy.

there is a program called lesdep which is also dedicatedly focusing on youth employment. any collaboration with them?

We have signed a MoU with LESDEP. They have been to Rwanda; we have

allocated full-fledged facilities to train our youth to be entrepreneur and provide them with necessary equipments as we have trainees ready to be trained. I hope that this will grow into a big entrepreneurship development program particularly for our youth.

rwanda is most commonly dubbed as ‘the land of a thousand hills’ with fascinating tourist attractions. how do you take this platform to showcase the tremendous tourism pleasure in rwanda?

You have made a very wide point that tourism is one of the biggest revenue generators of the economy. We actually want to increase the volume of Indian tourist to Rwanda. We make it easy for people to visit Rwanda, we are able to issue visa within hours of giving applications. Connectivity to Rwanda by air has become increasingly easy. There are so many airlines flying to Rwanda, so it is easy for people to connect. Along with investment promotion, we are doing a lot of tourism promotion.

Rwanda is one of the countries that have made tremendous progress over the last 10 years, enabling it to transform its economy towards a service - oriented one. In an exclusive interview to Kanchi Batra, Sub-Editor, Indo Africa Times, the High Commissioner of the Republic of Rwanda, H.E.
