1961 census: Population of 97 M, 2.3% growth rate. Pop doubles

every 30 years.

1969: Indonesian woman had on average 5.6 children

Indonesian Dream is a home with many children

Providing a strong Institutional Base

Establish in 1970: Badan Koordinasi Keluarga Berecana Nasional ( BKKBN or Family

Planning Co-ordinating Board)

Simple motto: “two children are enough” • ( dua anak cukup)

The heart of the strategy is not the basic concept of family but simply the size

Focused on Java and Bali island because 66% of the entire population live in

these islands

Women’s Group • brought family planning

message to women across the nation

Family Welfare Movement and Volunteer Group • Many volunteered to work in

health centers

Community Group: The Balinese Banjar• a prominent and large Men’s

group in Bali supported the program

Village Leadership and Acceptors Groups • Village leaders and their wives also

participated in the program by facilitating family planning meetings and distribution of contraceptives
