Floating on top of the greenish pool – a mixture of 70% water from the Dead Sea and 30% water from the Red Sea – is a white scum of algae. This is Pool No 9, dated March 2003. Next to it is Pool No 8, with exactly the same proportions of Dead Sea and Red Sea waters, created a year ago. Here the colour of the water is red. No one knows why the two pools are different, but both environmentalists and industrialists are worried. The reason behind the experimental mixing pools at the Dead Sea Works industrial complex, located at the southern end of the lowest point on land, is an ambitious and controversial proposal to build a conduit to pump water from the Red Sea to the Dead Sea in order to revitalise the latter’s shrinking dimensions. It attracts hordes of tourists wanting to float in its waters and bathe in its restorative mud. But the level of the Dead Sea has dropped 25m in the past 50 years and it is continuing to recede at the rate of a metre a year. North of the Dead Sea Works is Ein Gedi, a historic oasis where a luxury spa was originally built on the sea’s edge. Now, guests have to be transported one and a half kilometres to reach the sea. Further north, an abandoned restaurant, built on what was Lido Beach, is marooned inland. Where once the sea lapped almost at the feet of diners, there is now a vast expanse of rock and sand. The gradual disappearance of the Dead Sea has alarmed environmentalists, industrialists and tourist authorities for years. It has been caused mainly by three countries – Israel, Jordan and Syria – diverting an astonishing 98% of its source, the once-surging Jordan river, to provide water for their citizens. (Another impact has been to deny much-needed water to Palestinian communities and businesses in the West Bank). Industry is also to blame: the waters of the Dead Sea have been pumped into evaporation ponds to allow the extraction of minerals. Now the World Bank is conducting a study into the feasibility of taking water through tunnels, pipes and canals from the Red Sea to replenish the Dead Sea. Public hearings into the “Red-Dead Conduit” are being held this week. The plan, estimated to cost around $15bn (£10bn), is enthusiastically backed by the Israeli and Jordanian governments. But both environmentalists and industry – usually in fierce opposition to one another – are deeply concerned about the consequences. The Dead Sea Works, which extracts potash, bromine, magnesium and salt from the unique waters, has been experimentally mixing the seas for several years. It doesn’t like what it has seen. “No one can answer for sure what the response of nature to the mixing will be,” Dr Joseph Lati, in charge of the experiment, says cautiously. “We have to go very carefully with this project until we know more about the biological and chemical effects. There might be micro-impacts that we don’t know about until they hit us.” The red colour of Pool No 8 is due to the blooming of bacteria, he explains. The algae indicates that the mixing on a large scale would encourage the growth of living organisms in a sea with no life. The World Bank study is considering a number of options, all of which involve massive construction in ecologically delicate areas of desert between the two seas. That in itself would be disruptive to biodiversity and costly, but the inclusion of two stretches of canal under one of the options would attract further development along their banks. Both the Dead Sea Works and a coalition of environmentalists led by Friends of the Earth Middle East fear the study is being rushed and alternatives are not being properly considered. The governments behind the plan are pushing the study towards “certain results”, claims Gidon Bromberg, Israeli director of Friends of the Earth Middle East. “They are paying lip service to alternative options. The public consultations are a box-ticking exercise.” The World Bank says nothing has been decided. “This is a big idea to address a big problem, namely the dying of the Dead Sea,” says Alex McPhail. “We are still in the middle of a comprehensive and integrated evaluation of the proposed project.” Bromberg is critical of the Dead Sea Works, despite its anxieties over the conduit scheme. “We have a common interest in not destroying the Dead Sea. But we know where our interests diverge.” The company is only concerned with its commercial interests, he claims, and whether a change in the chemical composition of Dead Sea waters would impact on its mineral extraction business – which has been a big contributor to the problem. Bromberg says the conduit plan ignores the root cause of the dwindling Dead Sea. If Israel, Jordan and Syria halved the amount of water they diverted from the Jordan river, the Dead Sea would stabilise, he says. That would require ending the free supply of water to agriculture and asking some fundamental questions: “Do we need to grow bananas in the middle of the desert? Do we need to flush our toilets with clean drinking water?” The Dead Sea will never completely disappear, says Bromberg. Fresh water continues to seep into the sea from the earth below it, and as the sea continues to drop the rate of evaporation is slowing. “At some point the amount of water coming in will equal the evaporation,” says Bromberg, leading to the sea’s stabilisation. What does this horde of slaves, Of traitors and conjured kings want? For whom are these ignobletrammels , these long-prepared irons? La Marseillaise While Jews are fleeing Paris due toMuslim violence and harassment,R o b e r t H a r o u s h , a n I s r a e l ibusinessman, decided to fund thereconstruction of a mosque in order tobuild a “bridge of peace”. Theshortage of mosques in Paris, is ofcourse almost as grave as the surplusof intact cars that need burning. Andthe City of Lights needs more darkmosques, the way Baghdad needsmore IED’s. A Jew funding a mosqueto promote peace, is as irrational ashis printing up a 100,000 copies ofMein Kampf in 1939 to promotetolerance. Feeding hate does not bringpeace. And for over a thousand years,the Koran has been the Mein Kampfof the Muslim world, teaching hatetoward Jew and Christian, and theMosque has been the rallying pointfor its hateful teachings. Robert isn’t the first gullible infidelto try and build bridges of peace. Butthe problem is that when you build abridge, you had better have a goodidea of what you will find on theother side. Building bridges withpeople whose sole use for bridges isto cross them in order to kill you, isnothing but an elaborate form ofsuicide. Turkey’s Thug in Chief, Erdogan,was quite explicit about the role ofthe mosque in Islam, saying; “ Themosques are our barracks, the domesour helmets, the minarets ourbayonets and the fai thful oursoldiers.” At the time the poemlanded Erdogan in a Turkish prison.But t ime and enough fai thfulmustered from the barracks ofmosques helped propel him to power.Where he has wasted little timepushing an Islamist agenda, whichincludes the persecution of non-Muslims and the growing escalationof hostilities with Israel. Paris does have a barracks shortage,at least according to Dalil Boubakeur,of the Paris Mosque, who wants toabolish that whole pesky Separationof Religion and State thing in France,until the French taxpayers have paidfor as many mosques as there arechurches. Unlike Robert Haroush,Dalil Boubakeur who once said, “The West has dug its grave with itsown teeth”, at least does know whathe’s after. He wants more barracks.Which are useful things to have, ifyou’re fighting a war. And if theWest is willing to dig its grave bypaying for them, so much the better. But this raises the obvious questionof why anyone would want to pay to

renovate someone else’s barracks.Even if the people in them didn’thave any hostile intent toward you atthe moment. And most especially ifthey do. Even a pacifist doesn’t buybullets for his enemy’s gun. That actof folly is reserved not for those whowill not fight, but for those who donot even understand that there is afight. If former conflicts could bedivided up into those who were forand those who were against, a sizablenumber of the present targets of theClash of Civilizations insist onbelieving that nothing at all is goingon. War, what war? We’re havingcoffee here. The bridgebuilders of peace wouldlike very much to shift the Clash ofCivilizations into an Accommodationof Civilizations, turning a conflictinto a nice culture fair in which theFrench learn about Moroccanweaving techniques, North AfricanMuslim immigrants learn the rules ofa Republic, and everyone livestogether happily ever after. All thatrequires is some accommodation onboth sides. A recognition of the newreality. That the mosque belongs inParis as much as the church does. Oras former French President andMayor or Paris, Jacques Chirac put it;“ The roots of Europe are equallyMuslim and Christian.” The problem with this lovelyexpression of tolerance, is that thissort of accommodation only runs oneway. The Muslim countries of theMidd le Eas t a re no t eage r lyproclaiming that their roots areequally Muslim and Christian. It israther hard to find a Muslim countrywhere Christians actually are equal,or have any serious prospect of beingso. In Egypt, the Copts are apersecuted minority. In the WestBank, the handover of Bethlehem toMuslim rule has seen the localChristian community begin to vanish.

In Malaysia, churches are beingburned for presuming to use Allah tomean god (which Muslims in theWest assure us is exactly what Allahmeans). While Christians in theMuslim world remain a persecutedminority. While Jews who once fledMuslim countries for Europe, are nowin turn being forced into a second-stage exodus from countries such asFrance who have developed a sizableMuslim population. Against thisbackground, the true crisis is revealedto be a grave shortage of Parisianmosques. While the Muslim world is notprepared to concede equality to theChristian or the Jew– both are eagerto make him equal partners in theirsocieties. Not because Muslims haveshown themselves eager and fit to bepartners, but precisely because theyhave shown themselves to be not.This is not as much of a paradox as itseems to be. Suppose a businessman walks intothe Credit Lyonnais bank seeking aloan of 100,000 Euros. The bank willcarefully examine whether he is alegitimate credit risk. They willdemand to see all sorts of papers anddocuments to show that he can betrusted. And then the bank will offer aloan with a high interest rate. Orperhaps the loan officer will shrug,and wish him better luck finding themoney somewhere else. But now suppose that a robber fromthe street comes into the bank, armedand wearing a sizable bomb strappedto his chest, and demanding 100,000Euros. No one will ask him fordocuments or proof that he is creditworthy. He is not at all credit worthy.And that is exactly the point. Butinstead the Bank President himselfwill step out, and try to negotiate withhim. He will not send him packing,the way he did the legit imatebusinessman. Instead he will offer

him a deal. Take 50,000 Euros. Halfof what he is asking for. Interest free.No questions asked. Just as Chiracoffered to agree that the roots ofEurope are equally Muslim andChristian. Robbers have a way of getting whatthey want. Whether they are robbingbanks or entire countries. The normallaws of citizens do not apply to them.Through violence they make theirown laws. And the society on whichthey have been inflicted eithervigorously defends itself againstthem, or seeks to negotiate some formof compromise with them. How does one compromise with abank robber? Offer him half of whathe wants. Israel did that. Now it’sdone to offering the robbers 90percent of what they want. Therobbers however continue to hold outfor more. Which is reasonablebehavior for robbers. It is nothowever reasonable behavior forbank managers to invest money intrying to appease the robbers, ratherthan in guards and alarm systems. Butif one is more afraid of violence, thanof losing what one has, such acompromise seems eminen t lyreasonable . There are two reasons why onewould fear violence. Personal safetyand moral confidence. The formersuffers from physical cowardice. Thelatter from moral cowardice. Butphysical cowardice is much moresevere an affliction than moralcowardice. For physical cowardicehas its limits, but moral cowardicehas no limits whatsoever. Thephysical coward is afraid, so long ashe is in danger. The moral coward isafraid regardless of whether he is indanger or not. He stays up worryingover things that have nothing to dowith him. He is afflicted with spectersof guilt and phantoms of moraluncertainty. The physical cowardknows that he has rights, but is afraidto defend them. The moral cowardwill not defend his rights because hedoes not believe that he has any. Thatis why the physical coward fears bankrobbers, but the moral cowardwelcomes them. To the moralcoward, the bank robber is a moralfo rce because in a wor ld o funcertainties, he is decisively certainabout what he wants. This is the power of the primitive. Tothe civilized man of little faith, thesavage seems moral because of hissimplicity. The savage has no doubts.He does not concern himself over theproper balance between religion andstate. He does not worry himself overwhether there is a god or not, and ifhis commands are moral or not. Hesimply says, The mosques are ourbarracks, the domes our helmets, theminarets our bayonets and the faithfulour soldiers.” And to the moralcoward, such simplicity is bothre f resh ing and unanswerab le .

Tiny Minority of Extremists Update,and an update on this story. “TheTrouble with Dr. Zakir Naik,” bySadanand Dhume in the Wall StreetJournal, June 20: If you’re looking for a snapshot ofIndia’s hapless response to radicalIslam, then look no further thanBombay-based cleric Dr. Zakir Naik.In India, the 44-year-old Dr. Naik–amedical doctor by training and atelevangelist by vocation–is a widelyrespected figure, feted by newspapersand gushed over by televisionanchors. The British, however, wantno part of him. On Friday, the newlyelected Conservative-led governmentannounced that it would not allow Dr.Naik to enter Britain to deliver aseries of lectures. According to HomeS e c r e t a r y T h e r e s a M a y , t h etelevangelist has made “numerouscomments” that are evidence of his“unacceptable behavior.” The good doctor’s views run thegamut from nutty to vile, so it’s hardto pinpoint which of them has landedhim in trouble. For instance, thoughDr. Naik has condemned terrorism, attimes he also appears to condone it.

“If he [Osama bin Laden] is fightingthe enemies of Islam, I am for him,”he said in a widely watched 2007YouTube diatribe. “If he is terrorizingthe terrorists, if he is terrorizingAmerica the terrorist, the biggestterrorist, I am with him. EveryMuslim should be a terrorist.” Dr. Naik recommends the deathpenalty for homosexuals and forapostasy from the faith, which helikens to wartime treason. He calls forIndia to be ruled by the medievaltenets of Shariah law. He supports aban on the construction of non-Muslim places of worship in Muslimlands and the Taliban’s bombing ofthe Bamiyan Buddhas. He saysrevealing clothes make Westernwomen “more susceptible to rape.”Not surprisingly, Dr. Naik believesthat Jews “control America” and arethe “strongest in enmity to Muslims.” That last bit, of course, is from theQur’an: “Strongest among men inenmity to the believers wilt thou findthe Jews…” (5:82). Of course, every faith has its share ofcranks; and, arguably, India has morethan its share. But it’s impossible torelegate Dr. Naik to Indian Islam’sfringe. Earlier this year, the IndianExpress listed him as the country’s89th most powerful person, ahead ofNobel Laureate economist AmartyaSen, eminent lawyer and formerattorney general Soli Sorabjee, andformer Indian Premier League cricketcommissioner Lalit Modi. Dr. Naik’ssatellite TV channel, Peace TV,claims a global viewership of up to50 million people in 125 countries.

On YouTube, a search for Dr. Naikturns up more than 36,000 hits. Nobody accuses Dr. Naik of directinvolvement in terrorism, but thosereportedly drawn to his messageinclude Najibullah Zazi, the Afghan-American arrested last year forplanning suicide attacks on the NewYork subway; Rahil Sheikh, accusedof involvement in a series of trainbombings in Bombay in 2006; andKafeel Ahmed, the Bangalore manfatally injured in a failed suicideattack on Glasgow airport in 2007. Nonetheless, when the doctorappears on a mainstream Indian newschannel, his interviewers tend to bedeferential. Senior journalist andpresenter Shekhar Gupta breathlesslyintroduced his guest last year as a“rock star of televangelism” whoteaches “modern Islam” and “his owninterpretation of all the faiths aroundt h e w o r l d . ” A h a n d f u l o fjournalists–among them PraveenSwami of the Hindu, and the grandold man of Indian letters, KhushwantSingh–have questioned Dr. Naik’sviews, but most take his carefullycrafted image of moderation at facevalue. [...] Finally, unlike Hindu bigots, such asthe World Hindu Council’s PraveenTogadia, whose fiercest critics tend tobe fellow Hindus, radical Muslims golargely unchallenged. The vastmajority of Indian Muslims remainmoderate, but their leaders are oftenfundamentalists and the communityhas done a poor job of policing itsown ranks. Moreover, most of India’spurportedly secular intelligentsia

remains loath to criticize Islam, evenin its most radical form, lest this beinterpreted as sympathy for Hindunationalism….
