Berlin - Administration - Disparaties

› 3.5 mill inhabitants

› Berlin has the status of City and State (Land)

› 12 Districts (boroughs) as municipalities

› unemployment rate 12 % (twice the national average)

› unemployment rate in some neighbourhoods 25 %

› disparities in educational success within the city

Berlin Neighbourhood Management

› Why Neighbourhood Management (NM) in Berlin

Until 1989 the wall prevented urban sprawl

subsidies kept “old” industries alive

the early 1990 saw rise in unemployment

and segregation

› How is it organized ?

It started in 1999 in 15 neighbourhoods- now 34 neighbourhoods with 400.000 inhabitants.

Neighbourhood Management Teams are contracted by the Senate.

Neighbourhood Councils of residents and institution.

Administrative steering groups

233.5 Mill € invested since 1999, with ERDF, Federal Programme Socially integrative city and Land of Berlin

› What scale is best for area-based interventions? The small Neighbourhood Management areas or the larger Action Areas-plus?

› How can we evaluate and measure the impact of neighbourhood management, knowing that monitoring data is influenced by the general economic situation and the housing market?

›When and how can we end the Neighbourhood Management process? How can we establish sustainable support structures for disadvantaged neighbourhoods?
