INVITATION TO BID

The National Economic and Development Authority (NEDA) Caraga, Butuan City,

through its Bids and Awards Committee (BAC), invites all prospective bidders to apply for

eligibility and subsequently bid for the:

a. Name of Project : Construction of RDC-NEDA Caraga Building

b. Contract Location : J.P. Rosales Avenue, Butuan City

c. Approved Budget for the Contract : Php47,813,183.98

d. Minimum Required Bid Security : In the amount and acceptable form,

as stated in Section 27.2 of the Revised IRR

e. Contract Duration : 300 Calendar Days

f. Bid Document Fee : PhP20,000.00

The significant times and deadlines of procurement activities are shown below:

1. Issuance of Bidding Documents September 2-23, 2013before 2:00 PM

2. Pre-Bid Conference September 10, 2013 @ 10:00 AM

3. Deadline of Submission of Bids September 23, 2013 @ 2:00 PM

4. Opening of Bids September 23, 2013 @ 2:00 PM

Procurement will be conducted through open competitive bidding procedure in

accordance with R.A. 9184 and its Revised Implementing Rules and Regulations.

To bid for this contract, a contractor must submit a Letter of Intent (LOI) and must meet

the following major criteria: (a) Filipino citizen or 75% Filipino-owned partnership, corporation,

cooperative, or joint venture with PCAB License applicable to the type and cost of this contract,

(b)completion of similar contract costing at least 50% of Approved Budget for the Contract

(ABC) within the last 10 years, and (c) Net financial Contracting Capacity at least equal to ABC,

or credit line commitment for at least 10% of ABC. The BAC will use non-discretionary pass/fail

criteria in the eligibility check and preliminary examination of bids.

The BAC will issue hard copies of Bidding Documents (BDs) at NEDA Caraga, J.

Rosales Avenue, Butuan City, upon payment of a non-refundable fee stated above. Prospective

bidders that will download the BDs from the NEDA website shall pay the said fees on or before

the submission of their bid Documents. Bid must be accompanied by a bid security, in the

amount and acceptable form, as stated in section 27.2 of the Revised IRR of R.A. 9184.

Prospective bidders shall submit their duly accomplished forms as specified in the BDs in

two (2) separate sealed bid envelopes to the BAC Chairperson. The first envelope shall contain

the technical component of the bid, which shall include the eligibility requirements. The second

envelope shall contain the financial component of the bid. Contract will be awarded to the

Lowest Calculated Responsive Bid as Determined in the bid evaluation and the post-

qualification. Bids will be opened in the presence of the Bidders’ or their representatives who

choose to attend at the aforementioned address. Eligibility Documents and Bid proposals

submitted after the deadline shall not be accepted.

Interested Bidders may obtain further information from the NEDA Caraga at the address

given below during office hours. The NEDA Caraga reserves the right to accept or reject any Bid

and to annul the Bidding process anytime before Contract award, without incurring any liability

to the affected Bidder/s.
