The Treaties
• the EU is founded on four treaties:• the treaty establishing the European Coal and Steel
Community (ECSC), which was signed on 18 April 1951 in Paris, came into force 1952 and expired on 23th July 2002
• the treaty establishing the European Economic Community (EEC), which was signed on 25 March 1957 in Rome and came into force 1st January 1958
• the treaty establishing the European Atomic Energy Community (EURATOM), which was signed in Rome along with the EEC treaty
• the treaty on European Union (EU), which was signed in Maastricht on 7 February 1992 and came into force on 1 November 1993

The Treaties
• the treaties have been amended each time new member states have joined
• almost every 10 years the treaties have been amended to reform the EU institutions and give them new areas of responsibility
• the Single European Act (1987) amended the EEC treaty and paved the way for completing the single market
• the treaties of Amsterdam (1999) and Nice (2003) further amended the other treaties, especially streamlining the EU‘s institutional system so it works effectively after the wave of new member states which joined the EU after 2004

The Institutions – the European Parliament
• the European Parliament is the directly elected legislative arm of the EU
• parliamentary elections are held every five years and every EU citizen who is registered as a voter is entitled to vote
• the Parliament expresses the democatic will of the Unions citizens and represents their interests in
dicussions with the other EU institutions

The Institutions – the European Parliament
the Parliament has three main roles:
• it shares with the Council the power to legislate. The fact that it is a directly elected body helps guarantee the democratic legitimacy of European law
• it exercises democratic supervision over all EU institutions and in particular the Commission. It has the power to reject the nomination of Commissioners and it has the right to censure the Commission as a whole
• it shares with the Council authority over the EU budget and can therefore influence EU spending

The Institutions – the Council of the EU
• the Councils is the EU‘s main decision making body• it shares with the Parliament the power to legislate• it represents the member states, its meetings are
attended by one minister from each of the EU‘s national governments
• the Presidency rotates every six months (actual Germany)
• which ministers attend which meetings depends on the subjects of the agenda
• each minister in the Council is empowered to commit his/her country

The Institutions – the Council of the EU
the Council has six key responsibilities:
• to pass European laws• to co-ordinate the broad economic policies of the
member states• to conclude international agreements between the EU
and one ore more states or international organisations• to approve the EU‘s budget, jointly with the Parliament• to develop the EU‘s common foreign & security policy• to co-ordinate cooperation between the national courts
and police forces in criminal matters

The Institutions – the European Commission
• the European Commission is the executive arm of the EU and the driving force within the EU‘s institutional system
• it has 27 members, one „Commissioner“ of each member state (President Jose Manuel Barroso)
• the Commission President-designate, in discussion with the member state governments, chooses the members of the Commission
• the Commission remains answerable to the Parliament, which has the power to dismis it by adopting a motion of censure

• the Commissions staff is organised into 36 departments, known as „Directorates Generales“ (DGs) and „Services“
• each DG is responsible for a particular policy area and is headed by a Director General
• it is the DGs that actualy device and draft the Commission‘ s legislative proposals
• the DG responsible for research is the

FP7 – 7th Framework Programme (2007 – 2013)
• since 1984 the research funding of the EU is implemented through so called Framework Programmes
• the COM has the right to propose legislation, also for implementing new Framework Programmes
• the legal justification to implement new Framework Programmes is laid down in the Treaty of the European Community (Art. 163-173):
the goal of strengthening the scientific and technological bases of industry and the international competitiveness of the EC
the implementation of a multiannual framework programme for research
the framework programme shall be implemented through specific programmes developed within each activity
