Current power plant mercury emissions are also an implausible cause ofharm,. Power-plant mercury is Ja concern because high levels are found insome non-commercial freshwater fish consumed by sport-fishers and theirfriends and families. But less than one in 1,000 women have blood mercurylevels as high As those associated with even subtle reductions inchildrenO,s neurological health. Furthermore, as EPA concluded, no oneknows where the mercury in fish is coming from. most of it may come frompast emissions that remain in the environment and Are continuallydeposited and reemitted, and/or from areas outside the U.S.where mercuryemissions are much higher. Thus, there is a significant risk thatmandatory reductions in power plant mercury emissions will notsignificantly reduce mrcury levels in freshwater fish.

Because higher incomes allo*Wieople to enhance their overall:Vhealth andsafety, the economic burdens of the Clean Power Act and the Clear SkiesAct are likely to do~more harm than good~for public health.
