ATLANTIC TREATY ASSOCIATION

Since 1954, ATA has facilitated international security dialogue across 36

countries throughout Europe and North America. For six decades, we

have promoted the values of the North Atlantic Treaty by engaging sen-

ior policy experts, young professionals and journalist in a meaningful

transatlantic debate on security and defence issues related to the Alli-

ance. The Secretariat of ATA, based in Brussels, facilitates coordination

between ATA chapters and the Brussels-based political, military and dip-

lomatic establishments.

ATLANTIC COUNCIL OF GEORGIA Atlantic Council of Georgia (ACG) was founded in 1996 and represents an

umbrella organization that brings together Georgian NGOs working on

Euro-Atlantic integration issues, for better facilitation, through joint

efforts, with the aim of ensuring the country’s NATO integration process,

and supporting NATO missions and values. Being a non-profit legal entity

under Georgian law, ACG conducts its activities in full accordance with

the Georgian Constitution, acting legislation and international norms.

ATA PRESIDENT FOREWORD

The beginning of the 21st century led us to an

interconnected world where dependence on one

another has become a global imperative for our se-

curity. This has allowed us to share our resources

and expertise while also making us vulnerable to

various shared threats, committing us to take collec-

tive responsibility for the security of our citizens,

allies and partners.

Nowhere is this better illustrated than in today’s global energy

sector.

In today’s energy world, a disproportionate amount of the supply

comes from non-democratic countries, resulting in an increasing array of

compromises in foreign and domestic policy. Despite efforts by many na-

tions to reform their energy infrastructures and cope with today’s grow-

ing demand, single energy producing nations continue to use their oil

and gas reserves as political tool.

Taking into consideration these trends, it becomes obvious that en-

ergy security also finds itself as a national priority. Threats such as: ter-

rorist attacks, cyber-attacks, sabotage and natural disasters have gradual-

ly increased over the years, confirming the need for Western energy con-

sumers to combine their efforts and sync their policies in a manner that

will ensure greater security, new supply chains and alternative sources

that will protect our economies and societies from international energy

crises.

It is crucial to realise that not only local authorities or political and military institutions are responsible for global energy security. A wide spectrum of non-governmental actors play a fundamental role in pro-moting security and raising awareness. In order to explain security, we need a comprehensive approach that encompasses all actors in the field.

This is why the Atlantic Treaty Association (ATA) pursues both a top-down approach from our governments and highest authorities, as well as a bottom-up approach from grass-roots organisations, civil societies and community leaders.

Effective and long-lasting energy security can only be achieved with

a common understanding that this is a necessity in our lives. Therefore,

our role is to promote confidence and trust between nations, govern-

ments, peoples and security institutions such as NATO. This can only be

done by improving the understanding of the need for security for every-

one. Military efforts must be supplemented by non-military structures

and the society. Therefore, we advocate for a hand-in-hand approach in

order to maximise the benefits to all nations.

We encourage increased dialogue and understanding of the need

for energy security so key stakeholders can find their way to an effective

international effort that will bring greater stability and security in our

world. In the interlinked world of today, partnerships matter more than

ever before, whether they are political, economic or military.

We trust that this ATA - NATO SPS workshop on ‘The Protection of

Critical Energy Infrastructure Against Emerging Security Challenges’ will

serve as the ideal forum for all those gathered to build the knowledge,

skills and network needed for addressing today’s international energy

concerns.

PANEL 1 Critical Infrastructure Protection With A Focus On Energy Security: The International Framework, Existing Criteria and Impact on Society This session aims to rationalize the existing international criteria to identify and designate energy infrastructure as critical and contribute to a common approach by public authorities. EU legislation on Critical Infrastructure Protection (CIP) will be analyzed considering the most common threats and available response mechanisms. Conclusions - Findings of the ARW, Best Practices and Recom-mendations The central aim of the conclusion panel is to collect the most con-crete best practices of critical energy infrastructure protection (CEIP), which will be discussed during the workshop. These findings are to be consolidated in a dedicated publication, which shall be handed to the NATO Industrial Resources and Communications Ser-vices Group (IRCSG)/NATO Operations Division. Ms. Teona AKUBARDIA Deputy Head of the National Security Council Secretary Ms. Akubardia is the Deputy Head of the National Security Council of Georgia, as well as a Reasearcher at the Atlantic Council of Georgia. She was previously Member of the Board of the Civil Council on Defence and Security (2008-2014), and Head of the Council at the Georgian Develop-ment Research Institute. From 2005 to 2008, Ms. Akubar-dia was Project Coordinator of the NGO Georgia for NATO.

He holds a PhD in History of Diplomacy and International Relations from Tbilisi Iv. Javakhishvili State University.

Ms. Caroline BAYLON Research Associate in Science, Technology and Cyber Security, International Security Department, Chatham House Technology, Chatham House Caroline Baylon is the Research Associate in Science, Tech-nology, and Cyber Security in the International Security Department at Chatham House, where she specializes in cyber security, internet governance, and the science and technology aspects of international security. Caroline’s re-search has covered a range of topics from national cyber

security strategies, critical infrastructure protection, cyber warfare, and cyber crime to privacy, net neutrality, and public-private partnerships. Prior to joining Chatham House, Caroline served as vice president of the Center for Strategic De-cision Research, a think tank on global security in Paris, France. Caroline holds a Master of Science in Social Science of the Internet from Balliol College, University of Oxford and a Bachelor of Arts in Economics from Stanford University.

Mr. Matthew BRYZA Former US Ambassador to Azerbaijan

Matthew Bryza is a nonresident senior fellow with the At-lantic Council's Dinu Patriciu Eurasia Center. He is the di-rector of the International Center for Defence studies in Tallinn, Estonia. Ambassador Bryza just completed a twen-ty-three-year career as a US diplomat. His most recent as-signment was as US ambassador to Azerbaijan from Febru-ary 2011 to January 2012. From 2005 to 2009, Ambassador Bryza served as deputy assistant secretary of state for Europe and Eurasia, with responsibility for the South Caucasus, Turkey, Greece, Cyprus, and Eurasian ener-gy. Ambassador Bryza simultaneously served as the US co-chair of the OSCE's Minsk Group mediating the Nagorno-Karabakh conflict, and as US mediator of the Cyprus, South Ossetia, and Abkhazia conflicts. Ambassador Bryza served in the White House as director for European and European affairs on the National Security Council staff (2001-2005). Previous assignments include deputy to the special advisor to the president and secretary of state on Caspian Energy, and po-litical officer at the US missions to Russia (1995-97) and Poland (1989-91).

Mr. Mesut Hakki CASIN Professor of International Relations,

Ozyegin University

Prof. Caşın, after obtaining a Master’s Degree in Law, served as an officer in the Turkish Air. In 1999, he retired from Turkish General Staff. He completed his doctorate degree on “International Security and Disarmament” at Istanbul University. He continued his education with American Con-stitution Law training in Texas San Antonio College. He was accepted to the Bar Council of America’s International Law and Law of Air Space Departments. He became Associate Professorship in 2002, then in 2008 he re-ceived full Professorship degree with "International Terrorism". He is still giving lectures on international relations and international law in Turkey. Lt. Col. Antonio Colella is currently the Head of the Security Of-fice for the Italian Army. He is also the Advisor on Cyber Secu-rity at the Italian Atlantic Committee. He holds degrees in Stra-tegic Science, Political Science and a Postgraduate Qualifica-tion in Criminology and Forensic Sciences, Information Securi-

ty Management and Cybercrime IT Criminal Law. He also got the Certification as ISO/EAC 27001 Lead Auditor and International Information System Investigator (IISFA). Lt. Col. Mr. Mario d’Agostini is Secretary of the division Electricity and Drinkable Water within the Federal Office for National Eco-nomic Supply (FONES) and is the Swiss national representa-tive in Industrial Resources and Communication Services

Group [IRCSG, Industry] within Partnership for peace (NATO). Mr. Mario d’Agos-tini is in charge of the crisis measures in the electricity field, especially in case of shortages, and works in close contact with the crisis organisation of the Swiss electricity branch. He is also involved in education and training activities and in the programme for Critical Infrastructure Protection in the electricity sub sector. Mr. Dhima is the Albanian Minister of Economy, Trade and Energy. He pursued his studies at Tirana University in Phys-ics and became a Doctor in Geophysics. From 1979 to 1999, he was engaged as a specialist and leader of various levels in the petroleum enterprises and scientific institutions. He was appointed to various managerial positions for the hydrocarbon sector in the Min-istry responsible for energy sector in 1999. During the last years, he has leaded the working teams on several important petroleum projects, and for the prepara-tion of the petroleum legal and institutional framework, until becoming Head of Petroleum and Mining Policies Sector at the Ministry of Economy, Trade and En-ergy.

Mr. Ilia ELOSHVILI Deputy Minister of Energy, Georgia Prior to his appointment in the Ministry, Ilia Eloshvili was deputy chief of party in USAID funded project – “Tetra Tech Inc”. From 2008 to 2010 he was deputy CEO of “Millennium Challenge Georgia” (MCG). Mr. Eloshvili has been a general director of “Wissol Gas Distribution, ltd” and deputy gen-eral director of “Wissol Petroleum, ltd” in 2007-2008 years. Previously, he was employed as a central west and west re-gion director in “United Energy Distribution Company/PA Consulting Group”, where, in 2006, he received an award in

the International Platinum and Gold nominations for the transform of the electric-ity distribution company state-owned by Georgia. Mr. Eloshvili holds a B.A. in Business Administration from the Utrecht Business School, University of Profes-sional Education. He participated in number of professional certificate programs, among them in “Association of US Marine Corps Engineers”, where he received a certification of Quality Control Specialist.

Mr. Julijus GRUBLIAUSKAS Energy Security Officer at NATO Mr. Julijus Grubliauskas is a staff officer at NATO Headquar-ters (Brussels). Currently, he works in the Energy Security Section, which is part of NATO Emerging Security Challeng-es Division. His responsibilities include conducting energy security analysis and developing NATO's role in the field of energy security. Previously he worked in NATO Political Af-

fairs and Security Policy Division, where he focused on defence economics and economic security. Prior to joining NATO's International Staff in 2009, Mr. Grubliauskas worked as an energy security analyst at the Lithuanian Intelligence Service (2006-2009), conducted research and lectured at Vilnius University (2007-2 008), and wrote articles on international relations and energy security for the Centre for Geopolitical Studies (2005-2006).

LTC Nicolas Henry graduated from French Army academy of Saint-Cyr in 1993 with a master of sciences and from artil-lery academy in 1994, air defense artillery specialty. He held various positions in French Army. In 2003 LTC Henry joined the French Joint Fuel support service (Service des Essences des Arme es, SEA) as operation and logistic officer in a regional command and was in charge of Army and Air Forces fuel support. During this period he was for 6 month responsible of NATO Kosovo Forces fuel support in NATO KFOR HQ Pristina. In 2006, LTC Henry was appointed as pipeline and buck fuel storages infrastructure engineer in the NATO Center Europe Pipeline Management Agency (NSPA – CEPS). Later in his carrier, he was head of equipment and head of infrastructure department in the SEA Headquarter in Paris and performed various expertise missions in particular in Africa countries. In August 2013, LTC N. Henry was assigned as Deputy Director/Chief of Staff of NATO Energy Security Center of Excellence (NATO ENSEC COE)

Dr. Nadedja KOMENDANTOVA Coordinator of Risk Governance Group Risk, Policy and Vulnerability Program - International Institute for Applied Systems Analysis - IIASA Dr. Nadejda Komendantova is senior research scholar at the International Institute for Applied Systems Analysis (IIASA), Risk, Policy and Vulnerability Program. She is also leading the theme of Governance in Transition. Nadejda has currently fi-nalised a three-year project for the European Commission

MATRIX on Multi-Risk and Multi-Hazards Assessment and Governance. Currently she is leading the scientific evaluation for the Intelligent Energy Program Project BESTGRID on public acceptance and other human factors for deployment of elec-tricity transmission grids in Europe. He cumulates more than twenty-five years of success in demanding leadership and management positions in private business and the U.S. mili-tary. He retired from the U.S. Army where he was Lieuten-

ant Colonel in 2004 after gaining expertise on U.S. international security pro-grams providing equipment and training, in order to become Partner at Access Central Asia LLC, a consulting firm in defense and security projects in Central Asia.

Mr. Cyril LEROY Senior Programme Officer at the Office of the Coordinator of OSCE Economic and Environmental Activities Cyril Leroy is a French citizen, he holds the position of Senior Programme Officer in Energy Security at the Office of the Co-coordinator of OSCE Economic and Environmental Activities. Within the OSCE, the mandate on energy security includes i.e..

a continued focus on addressing threats to critical energy infrastructure. Before joining the OSCE, Cyril was Head of the Energy Modeling Department within Creative Energy Engineering, a sustainability consultancy based in Hong Kong. Mr. Manolis is the International Projects Deputy Division Head of DEPA S.A, the Public Gas Corporation of Greece. He first joined DEPA in 1998, where he worked in the Finance Divi-sion, focusing mainly on the planning and monitoring of the EU funding mechanisms for the co-funding of projects. From 2004 up to 2007 Mr. Manolis held the position of Procurement Department Head, carrying out all Project tenders related to EU co-financed Operational Pro-grams. In 2007 he was appointed Manager in the Greece - Italy Interconnector Project (IGI –Poseidon S.A.), the new offshore pipeline that will connect the Greek and Italian natural gas transportation systems, where he also holds the position of the Deputy Development Director.In his duties as International Pro-jects Deputy Division Head, Mr. Manolis is involved in the development of the In-terconnector between Greece and Bulgaria (IGB Interconnector) Furthermore, since 2013 Mr. Manolis is a member of the Board of Directors of the Athens Gas Distribution Company.

Hovhannes Nikoghosyan, Ph.D., is an Adviser to Director at the Information and Public Relations Centre – a think-tank operating under the Administration of the President of the Republic of Armenia – since July 2010. Dr Nikoghosyan has been Magdalena Yesil Visiting Scholar at Sanford School of Public Policy, Duke University, from August 2012 to June 2013. Mr. Nikoghosyan is also a recent graduate of Advanced Certificate Program from the Fletcher School of Law and Diplomacy, Tufts University (2014). Dr Nikoghosyan has been a Visiting Lecturer at the Russian-Armenian (Slavonic) University since 2010, teaching international conflicts, security and human rights. Mr. Frederick POLLACK Senior Analyst—Energy Security at NATO Intelligence Fusion Centre Fred Pollack has served as the Senior Energy Analyst at the Intelligence Fusion Centre in support of NATO at Moles-worth, England, since August 2008. As the senior analyst, he is responsible for all energy assessments produced amongst the 200 analysts at the IFC. Fred is provides advice

to senior military and civilian commanders on energy and energy security mat-ters pertaining to the NATO Alliance, members of the Euro-Atlantic Partnership Council, the Mediterranean Dialogue countries and other states of inter-est. Within the sphere of energy, the principal areas of investigation are centered upon gas, oil and electricity. He also maintains knowledge and sources of infor-mation for nuclear and alternative fuel issues. In connection with these activities, Fred fulfills official engagements and speaking tours in Alliance and Partners countries. During his tenure at the IFC, he has written and presented papers to the NATO intelligence community and NATO Economic Committee.

Mr. Proseku is currently the Head of the Electric Department at InfraTransProject. He started his career as Electrical Engi-neer at Pashaliman in Albania. From 1997 to 2005, he worked for the Institute for Research and Design for Defence in Tirana, where he held various positions such as designer,

head of Installation department, head of management department, head of mod-ernization department, and deputy director. In 2005, Mr. Proseku retired from the Army where he reached the rank of Colonel, and began to work for the Con-sulting Engineer Company InfraTransProject Ltd, as Head of Electrical Engineer-ing department. Mr. Proseku is also a member of the Albanian National Society for Weapon and Ammunition Destruction, member of the Albanian Maritime Society as Manager for Environment and Technology.

Mr. Theile runs his own consulting business. He is the chair-man of the supervisory board of Leichtwerk AG, a company specialized in numeric analyses and advanced composite structures, and a Board Member of the Deutsche Atlantische Gesellschaft (German Atlantic Council). His prime activities include technological and strategic questions, as well as IT driven transformation in armed forces and other areas. He is a former chairman of the Technical Committee of EDIG (European Defence Industries Group), and was the German industrial Focal Point (R&D) for the six nations Framework Agreement (LOI). He was a Member of the ASD (Aerospace and Defence Indus-tries Association of Europe) Defence Commission. He started his professional ca-reer as an assistant professor in space research, followed by senior management positions in industry with stints in France and the USA. H.E. Mr Nikoloz VASHAKIDZE Former President of Georgian International Oil Corporation, Former First Deputy Minister of Foreign Affairs, Founder of Society Iveria H.E. Vashakidze was the First Deputy Minister of Foreign Affairs of Georgia since 2010, a position he had already held from 2007 to 2008. Before then, he held the position of Deputy Minister of Defense. He previously was the Director

of the Georgian Institute for Russian Studies and of the Georgian International Energy Corporation. He was president of the Georgian International Oil Corpora-tion (2004-2007). He was also Deputy Director then Director of the Department of Political-Military Affairs at the Ministry of Foreign Affairs of Georgia. H.E. is a doctor in Technical Sciences and holds a Master in International Relations.

Mr Birbo is the Executive Director of the Atlantic Council of Albania. He was previously Advisor to the President of the Republic of Albania (2002-2007), and Head of Department for Security Policy and Director of the Defence College (200-2002). Mr. Birbo held several positions within the Ministry of Defence of Albania from 1985 to 2000. Mr. Birbo was re-leased from the Army in 2006, where he had reached the

rank of Colonel. He was also commander in various units of the Armed Forces from 1976 to 1987, after studying at the Military University of Tirana. Mr. Birbo is also the author of "Issues of security and defense in international law", "NATO Standards”, co-author of the "National Strategy of the Republic of Albania", pub-lished in 2000. He was decorated with the Order of "Military Service" Class III, Class II, Class I; the Medal of Gratitude 2003; and with the Golden Medal of Na-tional Defence of France.

Theodossis Georgiou is the Chairman of the Greek Associa-tion for Atlantic and European Cooperation. He is a Lawyer. Furthermore, he is a Member of the Board of Regents of the Fund for American Studies and Co-Chairman of the Interna-tional Institute for Political and Economic Studies. On Octo-ber 7, 1997 Mr. Georgiou was elected President of ATA, and remained in office until November 2000. Moreover, he is the President of the Eurodefense – Greece, Member of the Executive Board of AWEPA and Responsible for the Greek group and Member of the Board of Directors of IFES (International Foundation for Elec-tion Systems), Washington DC and IFES Ltd, London. In the past he was the Di-rector of the Office for the Minister of Interior Affairs Mr. Kostis Stefanopoulos (1974-1976), Member of the Greek Delegation to the European Communities, in Brussels (1976-1979 during the negotiations period), Secretary General of the Council of Economic and Social Policy (ECOSOC). Ms. Nino Gogoladze is the National Programme Manager for the OSCE High Commissioner on National Minorities. In this role she works closely with government and civil society organisations to ensure that national minorities are sufficiently represented in Georgia. Prior to this role Nino worked as a National Anti-Trafficking Officer for the OSCE Mission to Georgia. She has also worked for the UN Population Fund, facilitating high-level dialogue and coordinating programmes to support greater gender equality in Georgia.

Mr. Mohammad-Avvali holds a dual Master of Arts degree in International Relations and European Studies from the European University Viadrina in Frank-furt/Oder, Germany and the Bilgi University Istanbul, Turkey.

Mr. Irakli MCHEDLISHVILI Head of Civil Council on Defense and Security

Mr. Mchedlishvili is the Head if the Civil Council on Defense and Security, a position he holds since 2005. Before the, he was a board member of the Caucasus Institute for Peace, De-mocracy and Development, of which he is also the co-founder. From 2002 to 2004, Mr. Mchedlishvili was Co-Chair at the Cri-sis Management in Southern Caucasus Study Group, Partner-

ship for Peace Consortium (PfPC) of Defense Academies and Security Studies In-stitutes.

Mr. Tengiz PKHALADZE

Advisor to the President on Foreign and Security Issues

Mr. Pkhaladze is currently the Advisor to the President of Georgia on Foreign and Security Issues, as well as guest professor at Ilia State University and member of the Atlan-tic Council of the USA, and member of the Royal Institute of International Affairs – Chatham House. He was previ-ously the Chairman at the International Centre for Geopo-litical Studies. Mr. Pkhaladze was Deputy Director at the Department of Asia, Af-rica and Pacific Countries, then Senior Advisor at the Department of Russian Fed-eration Affairs, at the Ministry of Foreign Affairs of Georgia. From 1998 to 2003, he was Consul at the Embassy of Georgia to the Azerbaijan Republic. Mr. Pkhaladze held many other positions in different Georgian institutions and asso-ciations.

Mr. Andrew ROBERTSON Emergency Policy Division—International Energy

Agency (IEA)

Mr. Robertson joined the IEA as an Energy Analyst in Octo-ber 2011. He is responsible for managing the Internation-al Energy Agency (IEA) Emergency Response Review pro-cess in relation to seven IEA Member countries for which he is Desk Officer. Mr. Robertson is also responsible for leading the development and implementation of a set of best practices for short-term electricity security policies for use during Emergency Response Reviews, and for monitoring and reporting on Member country compliance with the 90-day oil stocks obligation. Prior to joining the IEA Andrew worked from the New Zealand Ministry of Economic Development as a Senior International Energy Ad-visor. There he was responsible for managing the New Zealand government’s in-ternational energy relationships and acting as the Ministry’s official liaison with key international energy organisations including the IEA.
