Principles of Aadhaar
One-time standardized Aadhaar enrollment establishes uniqueness of resident via ‘biometric de-duplication’
• Only one Aadhaar number per eligible individual
Online Authentication is provided by UIDAI• Demographic Data (Name, Address, DOB, Gender)• Biometric Data (Fingerprint)
Aadhaar :subject to online authentication is proof of ID
Aadhaar enrollment / Update = KYC
Aadhaar No. Issued, stored in Auth. Server

• G.O.M.S. No.1, dt.29.1.2010 - Empowered Committee constituted for UID Project • G.O.M.S. No.2, dt.29.1.2010 - State Level Implementation Committee constituted • MoU signed between UIDAI and Government of Andhra Pradesh on 10.3.2010• G.O.M.S.No.9, dt.29.8.2009 - Planning Department has been designated as the Nodal Department• PoC Studies conducted in Medak and Krishna Districts in March and April 2010 on technical, process-related and behavioural aspects of the Project

• Empowered Committee under the Chief Minister and the UID Implementation Committee under the Chief Secretary met and took decision to guide the Project in AP• Decisions include:
• Finalisation of KYR+ fields• F & CS and Rural Development Departments as Registrars• F & CS Department as Registrar for Phase I• Enrol 35 lakh residents as part of existing Conract• Enrolment of 3 crore residents in AP as part of Phase I of the UID
Project• Issue RFQ to Firms empanelled by the UIDAI• Saturation of 7 Districts – Hyderabad, Adilabad, Rangareddy, East
Godavari, Srikakulam, Chittoor, Anantpur

• Rs 50/- per enrolment would be reimbursed for every successful Aadhaar generated in the State
This money is used for• Paying the enrolment agency• IEC activities• Printing of enrolment forms (for KYR & KYR+)• Storage of documents produced for PoI/PoA/DoB
• Plan of Action for IEC worked out in consultation with the Commissioner, I & PR and the IEC resource of UIDAI• Rs. 126.10 crores allocated by 13th Finance Commission to AP over the period 2010-11 to 2014-15 to incentivize BPL families for enrolment into the UID scheme

UID Project – Coverage of residents
• Coverage of the residents and utility of Aadhaar is contingent on
• State / UT Governments making Aadhaar mandatory for delivery of services• Use of Aadhaar to cleanse the databases across Departments• Use of Aadhaar to link up multiple databases within the State and beyond• Use of the Authentication Infrastructure created by the UIDAI• Routing of direct benefits to residents and payments in various schemes
through the Aadhaar-enabled Bank Accounts• Procedure for selection of enrolment agencies• Quality of training• IEC plan and execution
