The conversion of an existing fast service restaurant into the new prototype restaurant for the Popeye’s chain required the structure and the site to be brought into current accessibility standards. In this situation, this required the complete regrading of the parking stalls and accessible route and a small exterior addition McDonald’s Restaurants USA, LLC, Various Locations throughout Georgia, Alabama, South Carolina, and Tennessee TYLI has been the primary consultant for McDonald’s USA, LLC southeast region for multiple years running, and has been the sole accessibility compliance specialist throughout this time. With over 700 stores in the region, we have helped the corporation as well as the individual owners and operators develop compliance plans and workable solutions for their accessibility needs. Clayton State University, Morrow, Georgia A sprawling campus with over 6,000 students spread out over 163 acres, an extensive campus wide accessibility study was completed for all facilities including exterior gathering spaces and routes between buildings. Camino Del Sur Bridge over Lusardi Creek, San Diego, California TYLI provided construction inspection, field engineering, and technical support services for the Camino Del Sur Bridge over Lusardi Creek to the City of San Diego and Black Mountain Ranch. The bridge utilizes parallel, prestressed concrete structures to span 728 ft over Lusardi Creek Canyon and the San Diego aqueduct. The main span of 316 ft is the longest of its type ever constructed in San Diego County. Sidney Lanier Bridge, Brunswick, Georgia TYLI performed on-site construction support services and supervised day-to-day construction activities for this 2,500-ft-long cable-stayed bridge crossing the Brunswick River. The bridge was competitively bid against a steel design and TYLI’s design was the winning concrete alternate. Construction costs for the bridge were well within the allotted budget. Ft. Lauderdale Airport, Ft. Lauderdale, Florida TYLI’s construction management team worked on-site and coordinated with the FAA and airport and airline operations staff to chair weekly construction coordination meetings, prepare meeting minutes, receive and distribute the contractor’s shop drawings, verify quantities of work-in-place, and review and process monthly pay applications. The team also conducted construction inspections and observed construction materials testing. The Chicago Skyway Toll Bridge System Westbound Deck Reconstruction, Chicago, Illinois TYLI provided construction engineering and inspection services for the reconstruction of the 6,400-ft-long Commercial Avenue and 100th Street viaducts and the Calumet River Bridge structures. The construction management team developed load transfer procedures and monitoring plans for all complex superstructure load transfer operations and member replacements. David Kreitzer Lake Hodges Bicycle Pedestrian Bridge, TYLI developed the concept, provided initial planning studies through detailed design, and performed resident engineering and inspection services during construction of the Lake Hodges crossing, the world’s longest stress-ribbon bridge. The construction of the project presented many challenges, including endangered species, SWPPP requirements, and unusual construction techniques. Harbor Drive Pedestrian Bridge, San Diego, California The Centre City Development Corporation of San Diego retained TYLI to provide construction management, technical inspection, field engineering, and technical support services throughout the construction phase of this landmark pedestrian bridge that spans from San Diego’s new ballpark, over several sets of train tracks and a busy downtown thoroughfare, to the convention center and the San Diego Bay. This complex project has required the review and coordination of hundreds of technical submittals, shop drawings, and RFIs, along with close coordination between the contractor, owner, BNSF, MTS, the Coaster, and SDIV. In addition, TYLI developed a comprehensive work program that included community participation, pedestrian traffic studies, conceptual design development, environmental clearance, railroad coordination, urban design, public art, right-of-way engineering, preparation of final design, plans, specifications and estimates (PS&E), contractor outreach, permitting, and design support. Compartment C Pump Station, Hendry County, Florida TYLI performed construction oversight and management services for a new 8,800- acre stormwater treatment facility that included a 1,630-cfs pump station. TYLI on- site representatives documented the construction; responded to RFIs, RFPs, change orders, field orders, and value engineering submittals; reviewed and modified construction schedules; administered project controls; wrote milestone reports; and performed contract closeouts, commissioning, and payment applications. Erie County Public Safety Campus, Buffalo, New York This $33M modern high-rise building was developed to house several municipal agencies, including state-of-the-art 911 Emergency Communications Center and a County Emergency Operations Command Center. This resulted in an “Essential Facility” classification under NYS Building Code, triggering more extensive analysis and additional code requirements. FRA recommended extensive passive and active fire detection, fire suppression, and life safety features for these unique occupancies. Rochester Institute of Technology Gordon Field House and Activity Center, Henrietta, New York FRA performed municipal plan review and approval of this project on behalf of the Town of Henrietta under our ongoing consultant agreement for plan review, construction approval and code consulting services. The 160,000-square foot, $25M structure is actually an addition to a series of buildings now known as the Student Life Complex. Due to the maximum occupant load capacity of approximately 8,000 people, special life and fire safety features were required. When this client came to FRA, several buildings at their ski resort were not being designed or constructed in compliance with NYS building codes. Despite work orders being stopped, the client had continued to build, and was now faced with criminal charges, among other problems. By providing compliant alternative design recommendations and negotiating a compromise with local officials on our client’s behalf, the property owners were able to avoid severe legal penalties, resume construction, rehire 35 workers, and open for business the following season. New York Wine and Culinary Center, Canandaigua, New York An educational showcase for New York’s food and wine industries, the New York Wine and Culinary Center facilities house classrooms, gallery space, a retail store, and gathering/assembly spaces. FRA completed a plan review report to accompany the contractor’s permit application packages. Our team was able to identify compliance issues, including incorrect construction classification and missing sprinkler systems, early in the design phase, saving the client time and money. Al Anbar Judicial Complex (Ramadi Rule of Law), Iraq FRA provided design review services in accordance with the international building code for this project, which involved the construction of a judicial complex on the site of the former Saddam Hussein family compound. Vast differences in building use and operation, resulting from cultural and security requirements, presented many challenges during this project. For instance, as a water supply for sprinkler systems is not always available, emergency window exits were provided in each occupied area. I-4 Lake Ivanhoe Pedestrian Bridge, Orlando, Florida TYLI provided preliminary and final design services for the new pedestrian bridge over Lake Ivanhoe. The bridge and trails encompass 2,500 feet and complete the loop around this lake, providing connectivity within the larger Urban Trail System of Orlando. TYLI conducted a type selection process that narrowed five concepts down to one, culminating in an arch bridge design. Crooked River Bridge, Terrebonne, Oregon The grandeur of the Crooked River gorge coupled with the adjacent, historic McCullough Bridges demanded a careful consideration of architecture and bridge type. Listening to citizen groups and the Owner, and keeping in mind the unique site constraints, TYLI came up with a cost-effective, landmark structure, proving that context sensitive designs needn’t come with a high price tag. Stewart Street Bridge, Dayton, Ohio TYLI provided context sensitive solutions for the replacement of this historic bridge that crosses the Little Miami River in downtown Dayton. The five-span arch bridge, which was originally constructed in 1911, is a vital transportation corridor for Dayton residents, businesses, and visitors. It also features a man- made flood diversion channel. Olympia-Yashiro Friendship Bridge, Olympia, Washington The City of Olympia needed a flexible, creative consultant who would embrace the community’s vision and values. For this project, a high degree of collaboration between engineer, architect, and public artist was required to design an aesthetically pleasing yet functional bridge that promoted alternative modes of transportation. Lowry Avenue Bridge, Hennepin County, Minnesota It all comes down to understanding the requirements of a project and tackling them early on. Hennepin County Department of Transportation called upon TYLI to lead this headline-grabbing project, the management of which would stand up to the scrutiny of Minneapolis residents. The resulting bridge promises to North Torrey Pines Road Bridge, San Diego, California TYLI used the pristine setting of Los Pensaquitos Lagoon as inspiration for the design of a superlative structure that blended beautifully into the natural environment. Emphasizing aesthetic treatments that were compatible with the color and shape of the surrounding bluffs, TYLI engineers brought their design before a planning group that voted unanimously in favor of a haunched box girder bridge. BART Silicon Valley Berryessa Extension, Santa Clara County, CaliforniaTYLI is providing design services for Phase 1 of the $2.3B, 10-mile Bay Area Rapid Transit (BART) line extension from Fremont to San Jose. For this $800M contract, our Scheduling Team is developing a design schedule that will tie into the nearly 8,000-activity project schedule. The internal design schedule will utilize “hold points” for design approvals, deliverable milestones, design package coordination, and QC activities to ensure coordination with the JV team.

Willamette River Bridge, Eugene, OregonIn addition to bridge and civil design, TYLI provided design scheduling for this $150M, CM/CG contract, the largest project ever delivered by ODOT and the first using this contract type. TYLI developed and maintained a cost-loaded schedule, and completed significant modifications to the baseline design schedule to accommodate the contractor’s construction schedule.

Sellwood Bridge, Multnomah County, OregonFor the Type, Size, and Location (TS&L) phase, the Scheduling Team developed 14 construction schedules, one for each design alternative. They included construction activities logically tied to form a fully functional construction schedule. During design, the team created and maintained a multipurpose schedule with over 1,000 activities. TYLI played a crucial role in meeting the very aggressive timeline of this signature structure.

ACCELER8 Program: Everglades Restoration, Hendry County, FloridaTYLI is providing construction management (including schedule and cost control analysis) of areas requiring storm water improvements for the SFWMD. TYLI used Primavera P3e/c to create individual schedules for each area and merged them into a master schedule that is updated monthly and cost loaded with design, land acquisition, permitting, and construction budgets. TYLI’s schedule-related tasks run parallel with the Construction Management/Construction Inspection Service team.

Indian River Bridge, Sussex County, Delaware TYLI provided scheduling review and analysis for this $150M Design-Build project. We reviewed monthly schedule updates, revisions, and completed forensic analysis of the construction contractor’s schedule using Primavera P6, including review and analysis for multiple baseline schedule revisions, weather extensions, stop work orders, and force majeure events (Hurricane Irene).

OR 43: Willamette River Bridge Construction Scheduling, Oregon City, Oregon This complex bridge rehabilitation endeavor was experiencing numerous changes to the scope of work as a result of unforeseen field conditions. The Agency committed to having the bridge open for traffic by September 15, 2012. TYLI’s Scheduling Team was not brought on board until eight months after the construction contractor was given Notice to Proceed. To meet or exceed the needs of the owner, TYLI provided both a thorough review of the construction contractor’s CPM schedule, as well as an assessment for meeting the critical path. Our review showed the arrangement of activities in the contemporaneous schedule would not provide an acceptable course to meeting the deadline. TYLI schedulers participated in real time sessions with the client and the construction contractor to develop a modified schedule that would lead to meeting the critical “Bridge Open to Traffic” milestone.

Since 1954, T.Y. Lin International (TYLI) has provided cutting-edge work in

design, construction, and other industry-related services. Our growth into

scheduling services, both internally and externally, is no exception to this

trend. Since 2009, our Scheduling Team of dedicated schedulers and a

cadre of support personnel have provided intricate scheduling services for a

number of clients on several notable projects. Our CPM services include: initial

schedule development for both construction- and design-related activities;

forensic schedule creations and analysis from contemporaneous project

documentation; providing clients with Time Impact Analysis (TIA), providing

compensatory claims analysis based upon schedule impacts; and providing

routine monitoring and maintenance of schedules for clients who need

assistance with CPM-based schedules. We also provide Project Controls metrics

for resource- and cost-loaded schedules, including Resource Usage Analysis

and Reports, Cost Flow Reports, Earned Value Charts and Reports, Claims/

Change Order Tracking Assistance, and many other tailored report services.

Achieving Milestones

Portland-Milwaukie Light Rail Transit (PMLRT) Bridge, Portland, Oregon The 1,720-foot-long bridge is a hybrid between a traditional cable-stayed layout and an extradosed bridge, with two towers and two landside piers. Once constructed, the PMLRT Bridge will be the nation’s largest transit bridge for only light rail trains, pedestrians, and bicycles. The TYLI Scheduling Team created the project CPM design schedule including resource loading for manpower, activity cost loading, and quality control capture activities for key deliverable submittals.

Anacostia Riverwalk Trail, Washington, DCTYLI’s planning and design for this 16-mile, multi-use Riverwalk Trail follows both Anacostia National Park and City property along the eastern and western banks of the Anacostia River, providing bicyclists and pedestrians with access to the waterfront, and creating connections with adjacent neighborhoods and transit stations.

Erie Canal Aqueduct, Erie, New YorkTYLI created a master plan for the Historic Erie Canal Aqueduct and surrounding Broad Street corridor. Historic interpretation, establishment of a niche canal district, creative reuse strategies, phased public improvements, and incentivizing private investments were the primary goals of the project. TYLI’s master plan is envisioned to act as a catalyst, resurrecting the Erie Canal Aqueduct of 1842 to a place of prominence and public gathering in the community.

Chicago Department of Transportation Bicycle Program, Chicago, IllinoisTYLI is responsible for managing the planning and engineering component of the City of Chicago’s successful Bicycle Program. TYLI has helped Chicago, a national model for integrating bicycling as an integrated mode of transportation, to expand its network of on-street bike lanes and shared lanes totaling more than 140 miles to date.

Hamilton Train Station Parking Deck, Mercer County, New JerseyA 2,000-space commuter parking deck adjacent to New Jersey Transit’s Hamilton train station serves as the cornerstone for a transit-oriented redevelopment project that incorporates a “Smart Growth” plan. The plan addresses increasing ridership while at the same time promotes the area’s economic revitalization. TYLI provided a complete range of services that included civil and traffic engineering as well as site plan preparation.

Miami Intermodal Center—Miami International Airport Automated People Mover, Miami, FloridaTYLI’s design and construction administration of a new Automated People Mover (APM) connecting the Miami Intermodal Center to Miami International Airport’s landside terminal pedestrian bridges and parking garage structures, will serve as a transportation hub for highway, transit, and rail systems. The APM includes two new elevated stations and a 1.2-mile-long guideway structure.

I-580 Corridor, Eastern Alameda County, CaliforniaThe I-580 Corridor is a vital transportation link connecting the San Francisco Bay Area with the Tri-Valley and the Central Valley areas. As a result of rapid growth, this 10-mile freeway ranks among the most congested corridors in the region. This corridor accommodates Bay Area Rapid Transit’s (BART) extension in the median of the freeway, and uses advanced technologies and real-time system management techniques to balance traffic flows and speed. TYLI’s planning and detailed design of a full multi-modal solution for this corridor included widening eastbound I-580 to five lanes, providing for BART trains in the corridor median, creating high-occupancy-vehicle and auxiliary lanes, and adding a high-occupancy toll lane. Additionally, TYLI created an integrated transportation management plan for the deployment of Intelligent Transportation Systems at targeted locations along I-580. The resulting improvements significantly facilitated mobility for both people and goods by reducing congestion and providing transit links to passengers.

Sustainable & Practical

Solutions Sustainable Freight Strategy, Portland, Oregon TYLI is creating a sustainable freight strategy with the Bureau of Transportation that incorporates access to alternative-fuel and electricity facilities. Our strategy identi-fies options for shippers and carriers to efficiently move goods in a dense, mixed-use environment, and is supported by research we are conducting on sustainable equipment and practices. We are also reporting on the experiences of five cities seeking to reduce their carbon footprint associated with freight movements.

Bridges at Lancer Park, Farmville, VirginiaThe Longwood University Real Estate Foundation retained the design-build team of TYLI and English Construction Company to engineer and construct two new bridges and associated approaches and ramps. The project included close coordination with the Owner and the Town of Farmville. The project also included a presentation of the design concept before the Art and Architecture Review Board (AARB).

Second Tacoma Narrows Bridge, Tacoma, WashingtonTYLI provided design review, design specifications, and construction cost estimating for the $450 million Second Tacoma Narrows Bridge. TYLI developed a complete means and methods for construction and a complete cost-based construction estimate. This “bottom-up” cost estimate was far more elaborate than the traditional engineering cost estimate, and paralleled the process of a general contractor for bidding major works.

Palmetto Expressway DB-Finance, Miami, FloridaThe team of TYLI, Condotte American-Demoya Construction JV, and BCC Engineering was awarded this project involving three miles of expressway and three interchanges. The scope included widening the mainline in each direction, adding auxiliary lanes, and improving the interchanges along the mainline and interchange ramps. The team reduced the maximum bid price to $177 million, saving over $50 million and reducing construction time by 1,300 calendar days!

I-15 Corridor Reconstruction, Salt Lake City, UtahTYLI served as the structural consultant for this $1.6 billion reconstruction of I-15. Seventeen miles of freeway and 144 bridges were designed, removed, and rebuilt in less than five years. The bridges of various spans, types, and geometric configurations included Single-Point Urban Interchanges (SPUI), overpasses, double overhang overpasses, viaducts, and flyovers. TYLI engineers designed seven overpasses and one ramp approximately three months ahead of schedule.

Yadkin River Bridge, Davie-Forsyth Counties, North CarolinaNCDOT contracted with the design-build team of English Construction and TYLI to replace this major river crossing. The project is 0.7 miles and includes the design and construction of an 1150-foot, four-lane bridge and the demolition of the existing two-lane structure. TYLI provided design management and structure design services. The team analyzed five types of structures, resulting in the choice of a precast concrete bridge.

Elk Creek to Hardscrabble Creek, Drain and Elkton, Oregon Design-builder partners TYLI and Slayden Construction Group worked together to design and construct five replacement bridges between the towns of Elkton and Drain along highway OR 38. TYLI’s design incorporated use of the rapid bridge construction technique in which two of the five structures were built adjacent to the existing structures, and then “slid” into place on permanent supports. Time it took to deploy? One weekend.

QualityUS 20 Pioneer Mountain to Eddyville, Eddyville, OregonThe $129 million project involved realigning 8 miles of rural US 20 and constructing eight new and one replacement structures. The replacement bridge design accommodated a fast-track change-out using a 36-hour road closure to minimize traffic disruption. TYLI managed a multi-disciplinary group of sub-consultants and performed all bridge designs as well as Quality Assurance and Control of roadway designs, and construction engineering services.

Church Street Parking Garage, Saratoga Springs, NY Encompassing approximately 72,000 square feet, this 230-space open parking garage features a uniquely designed exterior comprised of pre-cast panels with arches and stained brick to complement the City’s historic Central Business District. A design-build project, TYLI’s responsibilities included site design, structural design, code review and fire protection.

University of Rochester Medical Center Parking Garage, Rochester, NY Performed under the Construction Manager at Risk project delivery system, TYLI served as prime consultant for this seven-level, 685-space addition to an existing parking garage. Our team completed the design development and construction document phases of this fast-track project within seven weeks. The addition was designed to match the existing structure, and consists of cast-in-place, post-tensioned concrete slabs and beams supported by concrete columns on spread footings.

South Avenue Parking Garage, Rochester, NY After three levels of this garage’s exit helix ramp collapsed, TYLI was tasked with preparing design alternatives for its reconstruction. Our design team introduced the idea of using the situation to transform the garage’s location into a more vibrant intersection consistent with the City’s vision for downtown, as well as proposing that the garage could function without the exit helix ramp if relatively minor changes were made to its existing structure — saving the City the $1M cost of rebuilding the helix.

Cayuga Green Revitalization Project, Ithaca, NYTYLI provided the structural and site design for this new 1,400-space, cast-in-place, post-tensioned parking structure, as well as the relocation of a regional transit facility to the ground level of the garage. Constructed under a newly adopted New York State Building Code, the TYLI team incorporated a complete seismic analysis in the lateral force restraint system design, as well as using a 3-D STAAD model in order to fully understand the structure’s response to a seismic event. This design-build project was sponsored by the City of Ithaca and was progressed using the Construction Manager at Risk project delivery system.

Faith Village, Brighton, NYThis 70-acre church campus is being developed to include a 3,500-seat sanctuary, K-12 school, senior living facility, parsonage, family life center, and full athletic fields. In addition to completing and submitting SEQRA documentation to the Town, FRA is responsible for the survey, site engineering, site layout, and traffic analysis, as well as conducting community involvement initiatives.

Town of York Comprehensive Plan Update, York, NYThe Town of York selected FRA to complete their comprehensive plan update as they tried to balance the pressures of increased development, while preserving the rural character of the community. Specific issues that were explored included the impact of demographic changes, infrastructure investments, development pressures and patterns, and the need to protect open space and environmental assets. A transportation assessment was also completed, focused on improving safety, access, and function of major roadways.

New York State Access Management Studies for NYSDOT, Statewide, NYFRA was awarded a two-year term contract to assist the New York State Department of Transportation in developing studies that would minimize the transportation impacts of development, and more closely link transportation improvements and operations to local economic and quality-of-life objectives. The results and recommendations of these studies are being used to revise municipal planning documents and to advance the preliminary design of local transportation system improvements.

Historic Erie Canal Aqueduct & Broad Street Corridor Master Plan, Rochester, NY FRA is leading master planning efforts for the Broad Street Corridor, which matches the original alignment of the Erie Canal, and the corridor’s major focal point: the Erie Canal Aqueduct of 1842. The master plan will serve as a catalyst for reinvestment and development in the west side of downtown, and will assess alternatives for resurrecting the Erie Canal Aqueduct to a place of prominence and importance in the community. Historic interpretation, preservation standards, and creative mitigation and reuse strategies are primary goals of the project.

Routes 5 & 20 Corridor Study, Canandaigua to Lima, NYThis scenic corridor serves the needs of truckers, tourists, pedestrians, and area residents. FRA’s role for the planning study included developing a vision for the corridor and identifying access and traffic management techniques that would minimize safety hazards while maximizing roadway function. These recommendations were presented in a format suitable for adoption by municipalities. As a result, the corridor was awarded a NYS Council on the Arts grant to implement the recommendations outlined in the study.

Caiyuanba Bridge, Chongqing, ChinaLocated in the “Bridge Capital of China,” the world’s longest basket-handle arch bridge was designed with an eye toward aesthetics. A pair of steel boxes forms the arches, giving the bridge its slender appearance, while the arch ribs incline inward, making the bridge seem lightweight. Its combined beauty and functionality (carrying both highway and rail traffic on it’s double-deck truss) led the owner to hail the design as a perfect blend of form and function.

Illinois High Speed Rail Engineering, Springfield, Illinois The Illinois High Speed Rail project was the first of the American Recovery and Reinvestment Act rail corridors to initiate actual construction. TYLI served as an extension of railroad staff, assisting the Union Pacific Railroad with project management activities to deal with many of the implementation challenges including construction monitoring, construction staging, and quality management.

Tren Eléctrico, Lima, PerúTYLI provided a seismic engineering evaluation for the Tren Eléctrico (Electric Train), Lima-Callao Line 1. Our team conducted several checks of existing bridge modules and a check of the recently constructed elevated viaduct guideway which runs along a north-south alignment over two medians in downtown Lima. The guideway will eventually cross a major freeway.

Taiwan High Speed Rail, TaiwanFor this Build-Operate-Transfer mega-project, TYLI performed the preliminary and final designs for 25 elevated bridges representing a total length of approximately 30km. Undaunted by the project’s magnitude and complexity, engineers designed an energy-dissipating locking system to limit the bridge superstructure displacement to within five mm under train braking and acceleration forces.

Tempe Town Lake Transit, Tempe, ArizonaThis award-winning design borrows from the old rail bridge but adds modern touches that no one could have imagined in 1912. TYLI designed for the City of Tempe an iconic gateway that complements the Union Pacific Railroad bridge and incorporates LED lighting activated by the trains crossing the structure.

Bay Area Rapid Transit, San Francisco and Oakland, California TYLI led the seismic retrofit design of five Bay Area Rapid Transit (BART) stations in San Francisco and Oakland including Glen Park, MacArthur, Church Street, 12th Street, and 19th Street stations. This project is the 13th of 14 contracts issued for the BART Earthquake Safety Program, a $1.3 billion effort to upgrade vulnerable portions of the original BART system.

Mission Valley East/West, San Diego, CaliforniaTYLI participated in both the preliminary engineering (PE) and final design (PS&E) phases of this 5.9-mile light rail extension for the Metropolitan Transit Development Board in San Diego, California. The line includes a total of 12,000 linear feet of double-track, elevated guideway carried on bridge structures at seven separate bridge sites. Two of the sites include crossings of Interstate 8, which carries an average of over 250,000 vehicles per day.

Maritime Development Alternative Study, Oakland, CaliforniaThe Port of Oakland’s Vision 2000 Program implemented construction of two fully modern marine terminals, the Middle Harbor Road Realignment, the Joint Intermodal Terminal (JIT), the creation of Middle Harbor Shoreline Park (MHSP), and channel dredging. TYLI was the roadway planning and traffic analysis consultant for this endeavor.

Port of Miami Cruise Terminals D & E, Miami, FloridaTYLI was responsible for performing a cost analysis of the complete proposed engineering designs to determine possible alternatives. The purpose was to optimize the design in relation to short-term capital cost, as well as long-term costs such as those for maintenance and energy. The firm produced alternatives to the proposed design with a consequential savings of over $2.7M.

Intermodal Cargo Transfer Facility (ICTF), Port Everglades, FloridaTYLI prepared a Phase I Environmental Site Assessment (ESA), evaluated potential wetland involvement, and investigated the requirements necessary for permits for the ICTF project. Following the Phase I ESA, a limited Phase 2 Baseline Assessment was performed to evaluate subsurface conditions (soil and groundwater) and establish pre-existing conditions prior to development of the site.

Port of Miami Government Cut Utilities Relocation, Miami, FloridaTYLI was responsible for the development of an Environmental Compliance Plan for the replacement of a 20-inch water main and a 54-inch sewer force main beneath the Government Cut Channel near the Port of Miami. The work was to be performed within the Biscayne Bay Aquatic Preserve (Outstanding Florida Waters) to facilitate the dredging of the Government Cut project to accommodate the new cargo shipping capacity.

Sears Island Marine Dry Cargo Terminal, Searsport, MaineTYLI served as the prime engineering consultant to the Maine Department of Transportation for planning and design of the proposed Sears Island Marine Dry Cargo Terminal in Searsport, Maine. Facilities designed by TYLI include roadways, railroad sidings, storage areas, stormwater drainage systems, utility services (sewers and water mains), and an office/maintenance building.

Port of Miami Tunnel, Miami, Florida The Port of Miami Tunnel Project (US $1.5 Billion) consists of three components: a tunnel connection between Watson Island and the Port of Miami, connections to the Port of Miami roadway system, and a widening of the MacArthur Causeway bridge. The tunnel structure is 3,900 feet in length and is composed of two 36-foot-diameter tunnels, connecting Watson Island and the Port of Miami beneath the main shipping channel in the Biscayne Bay Aquatic Preserve. TYLI served as a technical advisor for the Florida Department of Transportation and is currently providing oversight on the construction engineering activities.

San Francisco-Oakland Bay Bridge Self-Anchored Suspension Span, Oakland, CaliforniaTYLI, in a joint venture with Moffatt & Nichol, is currently providing complete design services for the replacement of the 2.1-mile eastern span of the Bay Bridge between San Francisco and Oakland. From conceptual and final design through construction support services, TYLI has been involved in all phases of developing the world’s longest single-tower, self-anchored suspension bridge.

San Francisco-Oakland Bay Bridge Eyebar Repair, Oakland, CaliforniaCaltrans maintenance discovered a cracked eyebar on the San Francisco-Oakland Bay Bridge during an inspection in 2009 and immediately launched an emergency repair effort, followed by the design of a permanent retrofit. The Bay Area Toll Authority asked TYLI to provide an independent review of the Caltrans design for the eyebar retrofit, which resulted in TYLI becoming intimately familiar with the 1,400-foot-span cantilever truss.

Hoover Dam Bypass, Clark & Mohave Counties, Nevada & ColoradoThe challenge? Design a bridge that complements the neighboring Hoover Dam. TYLI engineers prevailed with a visually stunning concrete composite arch span that crosses the rugged Black Canyon without overwhelming its famous other half, creating a perfect match of form, function, and site unity. It is the longest concrete arch bridge in the U.S. as well as the first hybrid bridge of its kind, combining a composite steel deck with a segmental concrete arch and spandrels.

San Francisco-Oakland Bay Bridge Oakland Touchdown Detour, Oakland, CaliforniaThe Oakland Touchdown Detour project involves the realignment of the existing San Francisco-Oakland Bay Bridge at the Oakland Mole to make way for the construction of the eastbound portion of the new bridge. The TYLI Team was retained to assist Caltrans with preliminary concepts. Once the plan was approved, TYLI was selected to be the prime structural designer for the project.

Lowry Avenue Bridge Replacement, Hennepin County, MinnesotaWith the existing bridge already closed, TYLI was awarded a contract for final design to deliver a revitalizing, aesthetically designed structure to serve as a cornerstone for the re-birth of the community’s key corridor, and fast. Achieving those goals required assembling a team with the tools and the aptitude to get the job done quickly, but done right. 3D models of complex concepts and integrated details were created throughout the design process. This was vital to identify contractibility issues & reslove conflicts early, saving time & money for the client.

San Francisco-Oakland Bay Bridge East Tie-In Structure, Oakland, CaliforniaThe East Tie-In Structure is part of the South-South Detour (SSD). The project involved detailed design and construction support of the roll-in/roll-out of a double deck, 300-foot-long bridge truss at a height of 150 feet. Now in operation, the structure enables motorists to travel freely while construction takes place on the new Yerba Buena Island Transition Structures connecting the existing double deck configuration of the Yerba Buena Island tunnel to the new bridge. For this project, TYLI supported Caltrans in active and continuous coordination with multiple agencies including the Metropolitan Transportation Agency, U.S. Coast Guard, Federal Highway Administration, and San Francisco City Council as well as a dozen different consultant firms.

Construction Million Dollar Bridge, Cordova, AlaskaOriginally constructed in 1911, the Million Dollar Bridge had been in need of complete restoration and retrofitting for decades, when the Alaska Department of Transportation and Public Facilities retained TYLI’s services in 2001 to develop a retrofit scheme and final design for restoring the bridge to its former glory and ensuring its use for future generations of Alaskans. The bridge is listed on the National Register of Historic Places.

Reconstruction of Apshawa Dam and Butler Reservoir, West Milford, New JerseyApshawa Lake has one main earthen dam with a concrete core and spillway and two auxiliary overflow dams. The Lake and surrounding areas are part of an overall countywide park preserve including a public beach. TYLI was selected to design a new spillway and low flow outlet to better control the lake elevation and to bring the county a sustainable, low maintenance and affordable design.

Berkshire Valley Road, Morris County, Jefferson, New JerseyBerkshire Valley Road was experiencing constant flooding due to a inadequate drainage system conveying flow from upstream Lake Swannanoa dam. TYLI designed an environmentally friendly system of culverts and channels consisting of structural and non-structural elements to alleviate flooding and maintain a friendly ecosystem.

US 158 Kathryn Crosby Bridge over the Yadkin River, Davie-Forsyth Counties, North CarolinaNorth Carolina DOT (NCDOT) contracted TYLI to replace this major river crossing. During the bid process, TYLI performed hydraulic analysis and discovered we were able to lower the bridge three to four feet which saved NCDOT a substantial amount in construction costs. TYLI was subsequently awarded the project design and construction support.

FEMA Flood Studies, Commonwealth of Puerto Rico and the US Virgin Islands Through a five-year ID/IQ contract with the Federal Emergency Management Agency (FEMA), Region II, TYLI was awarded several task orders to perform updated hydraulic studies and generate new Digital Flood Insurance Rate Maps (DFIRM) for the commonwealth of Puerto Rico and the US Virgin Islands. TYLI studied hundreds of miles of riverine and coastal environs using detailed hydrologic and hydraulic modeling and created hundreds of new DFIRM panels. Wave run-up models from tropical storms and hurricanes were simulated to determine the impacts on the islands. Existing levees were also analyzed and inspected in conjunction with the US Army Corps of Engineers, (USACE) Jacksonville district. The new panels were adopted by the respective governments and are currently in use.

Delaware River Flood Study & Floodplain Map Delineation, New JerseyTYLI provided the Federal Emergency Management Agency (FEMA), states and local governments, insurance agencies and the public with updated flood insurance studies and DFIRM maps. TYLI was also awarded a contract to perform a complete hydraulic study of 126 miles of the Delaware River from the state borders of NY, NJ and PA to Trenton, New Jersey. The study was completed and adopted by FEMA, NJDEP, USACE, state and other federal and local agencies.

Rehabilitation of Movable Dam 10 at Lock 14 on the Mohawk River/Barge Canal, Canajoharie, New YorkNY State Thruway Authority (NYSTA) contracted TYLI to provide inspection and structural analysis along with preparation of a detailed Cofferdam Impact Analysis to determine the flooding impact to upstream communities. A detailed HEC-RAS model was developed of the river which included the lock, dam and lake to determine impacts on adjacent properties.

I-95/Scotch Road Interchange, Mercer County, New JerseyFor this major interchange in New Jersey, TYLI conducted studies for flood alleviation, including water spread calculation, design of retention and detention basins for water quality, flood routing calculation, backwater analysis, floodplain delineation and state permits. An environmental assessment was also performed, as well as preparation of wetland mitigation plans and soil erosion and sediment control measures.

New Doha International Airport, Doha, State of Qatar: have worked at over 150 airports on four continents providing planning, design and construction management services.

M.W. Boudreaux Memorial Visitor Center, Mark Twain Lake, Missouri, USA: provided A/E services from concept to completion for the United States Army Corps of Engineers.
