Costa Rica has very little Risk, for both expats and their property. 120 Americans were killed in Mexico in 2012 while only 2 were killed in Costa Rica in the same year.
Costa Rica one of the oldest democracies in the Americas and there is little social dissent, economic or political turmoil. The US is their largest trade partner. Direct foreign investment in Costa Rica is a major economic force.
