What’s a Total Cost Model?A TCM is a spreadsheet consisting of:
A projected, detailed bill of materials
for the hardware.
Estimated direct labor to make the product.
Estimated indirect costs (overhead) that will be allocated to
the product.The TCM exactly replicates how the product's
total cost of goods sold will be calculated and used in the
organization's enterprise system.

industrial equipment communications module made in
low volume Line items with part numbers are
existing parts and assemblies. Those marked TBD must be developed.
Direct labor estimates cover assembly, test, and packaging.
Factory overhead is allocated to the final product as a function of direct labor hours.

What is “Certainty of Estimate”?
CoE (certainty of estimate) measures the accuracy of the projected cost.
100% CoE: the cost is known with certainty.
75% CoE: the value could vary +/- 25%.
CoE values are estimated by subject matter experts during project pre-
planning.
Weighted averages are used to calculate CoE for cost categories and the entire
assembly. 7

When should a TCM be prepared?
A Total Cost Model should be prepared before major resources are committed
to the product development project.
In organizations that use stage gate processes, the TCM should be part of
the Feasibility study that develops the Business Case for the project.

RisksIt identifies tasks – for example, the project plan must include steps to specify, procure and test this
power supply.
It highlights important cost risks – with a CoE of only 70%, the new Communications Board could
be as much as $ 25.50 over target cost.
More important, with an only 70%average CoE on labor, there could be as much as .36 hours of
added Direct Labor. In turn, that adds $ 48.60 in overhead allocations!
This increases overall cost by 20%.

How TCM Improves Project Reporting and Control
Update the TCM weekly, using inputs from those assigned ownership of each task.
Have project contributors brief the entire team on important updates and changes.
Summarize the TCM in periodic updates to management, stakeholders and sponsors.
If one set of costs start to drift above target, work
with the team to see if other costs can be reduced.
Project teams using a TCM find themselves focusing on total cost.
In turn, team members take ownership of both their individual
tasks and the entire project.
