PROJECT IMPLEMENTING PARTNERS
Demand for the technology/innovation : Unhygienic, unsafe roast techniques and poor environment
Demand for the technology/innovation: Roadside Vendors Exposure of roasted meat to contaminants (Physical and Airborne)
Multilevel Meat Roasting Stove
Structure Design of HYQUASSEE Meat Roasting
Stove
PROJECT INTERVENTION
PROGRESS AND PERFORMANCE OF THE PROJECTS (TARGETS VS ACTUAL)
Result Targets (Regional)
Actual (Uganda)Result 1: Generation of Demand Driven Agricultural Technologies and Innovations enhanced
1.1: Number of dairy and meat value addition technologies /innovations identified
Sixteen (16) technologies/innovations to be identified
•Thirty eight (38) technologies identified and categorized •Eight (8) technologies/ innovations were validated and pilot tested
1.1: Number of Gender responsive technologies made available for pilot testing
4 5
Result 2: Promote enabling policies for enhancing value addition in the dairy & meat sub-sectors
Number of policy constraints to exploiting market opportunities of meat and dairy products identified and documented
-
Number of policy options that ehance access to use of resources by men , wome, youth recommended to polivy makers
Four (4) policy constraints

Result Targets (Regional)
Actual (Uganda)
Result 3: Strengthened Capacity for implementing agricultural research for development in ECA sub region
Number of stakeholders who have acquired knowledge and skills through short term trainings
Five hundred (500) value chain actors have acquired knowledge and skills for exploiting market opportunities of dairy and meat products
One hundred and eighty (199) value chain actors: sensitized and trained 18 mid career Grads. (through ToT)181 VCAs (117 :M, 64:F)
Number of VCAs trained on identified capacity building needs
200 83 meat and milk VCAs
Number of VCAs benefiting from logistical support of technologies/innovation for VA, Processing, & marketing
60 80
EXPERIENCES IN USING THE M&E TOOLS
How AFID was implementing M&E activities ( baseline, data collection, reporting etc)?
1st: After ASARECA M&E training AFID committed to institutionalize M&E by setting up a function under Project Management Unit (addendum to Project Implementation & project development fns)
2nd: Customized and Produced copies of Indicator Protocol Worksheets ( for every Result’s indicators)
3rd : Every activity progress report was mandated to fill in the IP worksheet as annex
4th : M&E feedback would inform the next activity (reference to concerns and recommendations for progress)
BENEFITS OF M&E
Streamed lined reporting
Enhanced consciousness in project members-every time they questioned the indicators (both progress and result indicators)
Improved quality of reporting to across wide stakeholders (snapshots, activity reports, technical and financial)
Field Briefs for World Bank Team
Use of M&E Field Notes
M&E: CHALLENGES FACED Operationalising activity words: To work out
measurable parameters E.g. Promotion ; what parameters will measure to
promotion????Participation ; as a Process or output or
outcome?Farmers connected /benefited
/accessing to e.g. Research, markets , policy
Regional harmonisation of indicators and progress markers
Making M&E a priority across partners (diverse profile): No PMPs, IPS and M&E reports
RECOMMENDATIONS AS A WAY FORWARD
During inception meetings , ASARECA M&E should attend or make it imperative for the project team to submit an M&E Plan (revised in relation to Inception)
Put in place a mechanism for follow-up at implementation level in addition to getting feedback from PMs
Develop and circulate a Glossary of terms
ANY FOLLOW-UP?, By ASARECA
There has been no follow-up, No official feedback report from ASARECA
BUT informal feedback pointed out that the WB Review
team was impressed by the advancement
Indicators for increasing UptakeObserved: A number of roadside meat roasters
from different spots in Urban and peri urban, have fabricated the stove but these efforts are not documented/followed up
HOW YOU CARRIED OUT DATA QUALITY ASSESSMENTS (DQA)
We developed a policy (operational) for activity implementation
We had a Statistician on the team
Not much was done because the process is participatory, yet AFID lacked a team to support the M&E staff. Diversity in project activities made it
difficult to monitor data quality
THANK YOU.
