Past Performance Accomplishments

Hostile Control Tactics is a consulting firm with expertise in domestic and international high risk security. We are recognized world-wide, as a tier-one provider of military and law enforcement tactical training services.

HCT has trained, mobilized and deployed certified security professionals for international humanitarian, high threat security and peace-keeping missions around the globe. Our clients include multi-national corporations, governments and private security firms serving the United States government.

The mission of Hostile Control Tactics (HCT) is to provide our clients with veteran military, law enforcement, and intelligence specialist with the expertise, field operational experience, and temperament to meet domestic and foreign operational requirements.

Our core staff consists of multi-talented special operations soldiers, law enforcement tactical professionals, and former members of the intelligence community. Since 2005, Hostile Control Tactics has assisted some of the largest firms in the private security industry with their international PSD recruiting and mobilization efforts. Between March of 2005 and January 2007, Hostile Control Tactics has;

Recruited qualified former military and law enforcement personnel for high threat overseas security operations.

Conducted US DoD compliant anti-terrorist force protection (ATFP), and PSD convoy security training at our 192 acre training facility in Fort Lee, Virginia.

Established satellite tactical training facilities in; Fiji, Sarajevo-Bosnia, Australia, and Africa. Each facility is exclusively dedicated to serving the needs of federal contractors engaged in overseas PSD-DSS security operations.

Hostile Control Tactics has recruited, trained, and co-deployed approximately three hundred (300) multi-national civilian security contractors into Iraq, Afghanistan and regions of Africa.

Through wholesale vendor agreements, HCT supplies security personnel with high quality individual tactical equipment to include; body armor, tactical vests, Kevlar©

helmets, pistol holsters, hydration systems, tactical communications radios, first aid kits, and ‘head-to-boot’ individual tactical kits. We have successfully managed all mobilization and demobilization responsibilities to include; pre-deployment background investigations of personnel, adherence to all U.S. Government, Coalition and Iraqi laws and regulations associated with operations in Iraq especially regarding weapons, badges, licensing, registration and compliance.

Featured below are significant clients and projects that HCT participated in specifically connected to US government overseas convoy i.e. protective security detail operations.

DynCorp International:

In October of 2005, Andy Frick-Director of Operations for CSC-DynCorp International, accompanied by Clyde Crawford-Deputy Director of Operations visited the corporate headquarters of HCT, toured the tactical training grounds, interviewed senior instructors, and met with HCT management. Upon conclusion of that meeting, DynCorp agreed to hire vetted and certified HCT security personnel for various overseas security missions.

HCT protective security specialist have deployed to both Iraq and Afghanistan.

In March of 2006, Hostile Control Tactics was requested by DynCorp International to assist in training and co-deploying qualified security personnel and instructors for the Liberia Security Sector Reform Program (SSR). This is a $35 million project

managed by the US Department of State to help rebuild the nation of Liberia as they struggle to recover from more than a decade of civil war.

At present (2007), HCT is still called upon by DynCorp International to provide training services and mobilization assistance for the Liberia SSR project.

Explosive Ordinance Disposal Technologies Inc.:

In July of 2006, EODT Inc., of Lenoir, Tennessee invited HCT to recruit, train and co-deploy a multi-national team of qualified protective security specialist to work at Camp Victory – Iraq serving the US Army Corps of Engineers.

Beyond the scope of training a ten (10) man PSD team for this assignment, HCT compiled all necessary pre-deployment documents as required by DoDI 3020.41, performed criminal background investigations, conducted medical and health assessment screening on DD Form 2795, secured multiple travel visas from Santiago-Chile, Fiji and Amman-Jordan, coordinated all mobilization and travel itineraries.

As of March 2007, HCT alumni are still on assignment conducting mobile convoy protective security missions for the US Army Corps of Engineers.

MVM Inc.

In February of 2005, HCT began working with MVM Inc., a well respected DC based security firm providing contract diplomatic security services to the State Department at various international posts.

John Hickman-Director of Operations for MVM agreed to engage HCT as a training vendor in providing high threat diplomatic security services personnel.

Wilson Executive Protection & Olive Security Inc.

Ken Wilson-CEO and President of Wilson Executive Protection Services, New York has been a loyal client of HCT for several years. In cooperation with Olive Security Inc., Ken Wilson contacted HCT to locate and identify qualified security personnel to assist in Hurricane Katrina security operations.

HCT is proud to have deployed a six man security team into New Orleans, Louisiana to assist in Hurricane Katrina relief efforts and security operations.

Republic of Fiji Military:

In February of 2006, Hostile Control Tactics accepted and invitation to visit Suva-Fiji to train soldiers of the RFMF.

Between February and June 2006, HCT trained approximately three hundred (300) Fijian soldiers in the techniques and principles of diplomatic security services to thereafter deploy with a number of international security firms.

As a direct result of HCT training activities in Fiji, four reputable security firms, Global Risk Strategies, ArmorGroup/ITI, Control Risks Group, and DynCorp International sought to hire HCT trained Fijians.

HCT is currently in negotiations with the Training and Productivity Authority of Fiji (TPAF) to license our PSS-PSD training curriculum for resale purposes.

Staff & Teaming Agreements Hostile Control Tactics is pleased to announce that we have entered into solid teaming agreements with several outstanding organizations that have agreed to provide their best efforts, resources and talents in the implementation and delivery of services should we become a contract award recipient on this projects. Our partners include Phillips Defense Consultants, led by former Deputy Undersecretary of Defense (AT&L), Major General John F. Phillips (retired). John F. Phillips joined our management team in a Senior Advisor capacity. General Phillips is fully committed to the successful management of our federal contracting efforts. As Deputy Undersecretary of Defense, John was the principle advisor to the US Secretary of Defense in matters pertaining to the acquisition (purchasing) of protection technologies acquired from the private sector. In this role, he established a major precedent by implementing outsourcing and privatization programs for the Federal government.

He also served as Vice President of Government Services for Honeywell, where he

oversaw major Federal-sector projects. He was personally responsible for capturing a $1.7 billion satellite network control contract, the largest single aftermarket contract award in the company's history. John left Honeywell to focus on his own company, Government Solutions Group. He partnered with Home Depot Inc. He

launched Home Depot into Federal contracting generating over $100 million in the first 12 months of operations.

During his thirty years of military service, General Phillips managed an organization of 850,000 military and civilian personnel with a budget of $114 billion. In this role he established a major precedent by implementing outsourcing and privatization programs for the Federal government.

Gen. Phillips served for more than 27 years in the United States Air Force. A fighter pilot with over 3,000 flying hours, 300 of those in combat, he was Commander, McClellan AFB, California. Gen. Phillips holds a B.S. degree in biology and chemistry from Jarvis Christian College in Hawkins, Texas, and an M.S. degree in Logistics Management from the Air Force Institute of Technology.

HCT’s newest partner is, Sector One Security Solutions. Sector One is managed by a retired US Marine Corps logistics expert, Kenneth L. Sanford, who brings over twenty years of military logistics and recruiting experience to bear. He earned numerous awards and commendations for outstanding service in logistics and personnel management. At the onset of 1990, Operation Desert Shield, Gunnery Sergeant Sanford planned, organized and successfully deployed the first US Marine Corps infantry units into Saudi Arabia in preparation combat actions. We are fortunate that he is intimately familiar with US government pre-deployment requirements as they relate to civilian personnel assisting military forces in combat operations. Ken brought his talents to DynCorp International in 2004. There, he managed recruiting activities for DynCorp’s $2 billion share of the State Department’s Worldwide Personal Protective Services (WPPS) High Threat Operations program. He successfully deployed over five hundred civilian security personnel into Iraq State Department missions.
