Highlights of MPD - 2021

he Master Plan for Delhi (MPD)-2021, notified by the Central Government states that

while it may not be possible to make an accurate forecast, the expectation is that the Tpopulation of Delhi may range between 230 to 240 lakh in the year 2021, and also that

the requirement of land, provision of infrastructure and transportation, etc. should be planned

for the projected population of 236 lakh. The major strategies provided in MPD-2021 to meet the

requirement of housing in the National Capital Territory of Delhi include:

PRIVATE SECTOR PARTICIPATIONThe land pooling policy of Delhi Development Authority (DDA) promises to radically change the way land is acquired and developed in the Capital. Named ‘policy on public-private-partnership in land assembly and development in Delhi’, it will allow the entry of the private sector in this zone.

EMPHASIS ON GROUP HOUSINGThis policy aims to promote the cooperative living style to ensure the optimal utilization of land.

REMOVING UNNECESSARY CONTROLSNow government has decided to remove unnecessary controls (like height) for optimum utilization of land and to facilitate creation of ‘signature’ projects. Enhancement of ground coverage, FAR and height for all categories of residential plots is on the cards.

FARM HOUSE POLICYUnder MPD-2021 the Delhi Development Authority has approved one-acre of land for constructing country homes (Farm Houses) in the new development zones. Villages which are located on the periphery of the Capital are identified as low density residential areas. There are 27 villages in this category and it was declared that it will be developed as an integrated urbanized area.

RECREATIONAL AREAS & OTHER FACILITIESCoverage to be to the extent of 15-20% of the total land use. This could motivate contemporary projects affording better amenities and 'green cover' to be developed. Elaborate provisions have been made for the Development of community / facility centres along major transport corridors and networks, Integrated Freight Complexes and wholesale Markets, Provisions for service and repair activities etc.

TRANSPORTATION• MRTS - Both Road and rail based. Greater

efficiencies and benefits through a Unified Metro Transport Authority

• Restructuring of existing transportation network through expressways, elevated roads, arterial roads, distributor roads and relief roads. Planning and development of new roads in and around Delhi will decongest Delhi roads and aid smooth flow of traffic.

• Provision for introducing cycle tracks, pedestrian and disabled friendly features in arterial and sub-arterial roads.

• Development of multi-level and underground parking space.

Development Plan (Zone-P-II)

s per Master Plan for Delhi-2021 P-2 zone covers an area of 8194 ha. The zone is located Ain northern part of Delhi, bounded by

NCTD/Haryana boundary in the north, River Yamuna towards the east, Outer Ring Road (90m R/W) towards the south and NH-1 in the west. The area has good access to water at a depth of between 50 and 90 feet due to close proximity to the river Yamuna.

Covering an area of 397.81 Ha, the Integrated Freight Complex is a major economic and employment generation center that will create white collared jobs. MPD-2021 anticipates that the work force in Narela sub city will work out to be about 6.2 lakh. The major projects/facilities taken up earlier includes Bhalaswa Lake Complex for 92ha, Govt. Hospital (Burari) 4.6ha, Wholesale Fruit &Vegetable market (DAMB) 28.58ha (70.62 Acre).

About 2135 ha. of land is proposed for new residential development which is proposed to be developed with various types of housing as per the provision of MPD-2021. About 226 ha. of land has been proposed for Industries use, Hi-Tech/Electronic Industry along NH-1 to provide city level specialized industry and to enhance the visual quality on NH-1 entry corridor. About351 ha. of land has been proposed for Sewage Treatment Plant (2 nos.), 220 KV Substation (3 Nos.), 66 KV Substation (30 Nos.), One Grid Station (400 KV), One Water Treatment Plant (20 ha.).

About 941 ha. of land has been proposed under Recreational Use, out of which, a recreational complex with a lake, 9 hole golf course and other facilities is provided in Bhalswa Lake complex, The green cover in this Zone is to be provided 20% of the total land 941

ha. is in the form of district parks, city parks, community parks, roads side green etc. comprising along 15% of the total urban land area.

The zone has multi modal transport system that includes Metro line / corridors on East-West diversion and North-South diversion passing through the heart of the sub-city that would ensure high level of Public Transport linkages with the main city and other sub-cities. All the metro stations would have non-motorized/ pedestrian linkages to make a favorable condition for the metro users.

To achieve a unique urban design following areas of significance have been identified: -

III. Specialized Institute / IT Complex corridor along with NH-1

IV. City Park Complex

V. Bhalswa Lake Complex – covering about 102 ha. Land is proposed to be developed as an integrated tourist complex/city park, along-with lake (22 ha.), amusement park (12 ha.), commercial (8Ha), residential (12 ha.), and recreational (46.0 ha.) along with other facilities, amenities and utilities

VII. Super tall building with Heliport/Helipad facility: This zone is suitable for such development being far away from Air Funnel.

Development Plan (Zone-N)

s per Master Plan for Delhi-2021, N zone

covers an area of 13975 ha. The zone is Asituated in the North West Delhi and is

bounded by Rohini Sector 36, 37/ 100 mt wide road

boundary of Zone 'M' in south-west, Western

Yamuna Canal/Narela Project in north-east, Rohtak

Railway line/Zone 'L' in south and National capital

of Delhi/Haryana State boundary in the west and

north-west side.

Zonal plan released by DDA have 989 Ha proposed for

Industry by DSIDC for which land has already been

acquired and visible boundary walls have been

constructed. As per the MPD-2021, the Urbanizable

areas are proposed to be planned for an overall

population of 15 lakhs by 2021.

The main source of water supply is the Western

Yamuna Canal which is in the north eastern side of

Zone-N.The area adjoining the canal of north of the

Bawana town has been ear marked for utility. In the

Zonal plan, 18% of the urbanisable area of the zone

has been kept under the green/recreational activities.

This will include the city park/dist. Park and

community park Green / Recreational area.

The major road network of 100m, 80m, 60m and 45m

ROW. The proposed radial roads have been taken

asthe extension of the roads in Rohini Ph.IV & V in

zone-M. 30M and 24M roads are also provided. A

freight terminal has been proposed adjacent to the

proposed intra city node so that an integrated traffic

circulation system is worked out considering

requirement of the long distance/intercity freight

movement bringing goods from outside the city and

intercity movement of goods to the wholesale market

and other part of the sub-city. All the road owing

agencies shall get road development plan prepared

for 30 mt & above R/W roads shown in MPD-2021

along with inter-change details of intersection falling

in the alignment showing location of bus stop, metro

station and pedestrian linkage for smooth change

over from one mode to another.

The Multi-Modal Transport System includes Metro

line/corridors that would ensure high level of public

transport linkages with the main city and other sub-

cities. All the metro stations would have non-

motorized/pedestrian linkages to make a favorable

condition for the metro users. Public transport route

would generally follow the major arterial/sub arterial

roads, which have been carefully planned to make the

public transport system assessable in 0.5-1km walking

distance.

Urban design aspect shall be considered at

appropriate places. Corridor of heritage buildings and

the urban form exercise shall be taken up while

preparing detailed plans for the following:

• Green corridors along existing drains.

• Specialized institutes and commercial centers.

• City park complex.

• Facility corridor.

• Super tall building with Heliport/Helipad facility.

Development Plan (Zone-L)s per Master Plan for Delhi-2021, L zone covers an area of 21933 ha. The zone is situated in the ASouth West Delhi and is bounded by Delhi

Rohtak Railway line in the North, existing H T line and zone 'K' mainly comprising of Dwarka Sub-City, in the East and the National capital territory of Delhi boundary on its southern and western sides.

The other USPs of the area is its close proximity to the IGI Airport, the Gurgaon Business District, 186 acre golf course, a world class tourist complex, Dwarka Expressway, AIIMS II, the forthcoming second diplomatic enclave, KMP Expressway etc.

It is proposed that zone should be planned for 20 lakh populations in view of constraint of physical infrastructure. The employment generation in this zone shall be mainly in the form of the Trade and

Commerce, whole sale markets and Hi-tech industries.

As per the Master Plan, 15% of the Urbanizable area of the zone is to be kept under the green/ recreational activities. This will include the City Park/ District Park and Community Park.

In zone L a new road network has been proposed consisting of major road of 80m road r/w of length about 19km on the southern side of the 400KV tower line. 60 m road of length 27 km and 45 m ROW road of length 151km 30m ROW road of length 12km.

Along the important main movement corridor i.e. MRTS corridor, major roads, i.e. 80 m and 60 m wide road, Urban Design aspect shall be considered at appropriate places. The tall buildings and the urban form shall be worked out in preparation of detailed plans.

Master Plan of Delhi as notified by the Government of India is a detatiled document. In its introdction, the document says :

1. Delhi, the focus of the socio-economic and poltical life of India, a symbol of ancient values and aspirations and capital of the largest democracy, is assuming increasing eminence among the great cities of the world. Growing at an unpreedented pace, the city needs to be able to integrate its elegant part as well as the modern developments into an organic whole, which demands a purposeful transformation of the

socio-economic, natural and build environment. The city will be a prome mover and nerve centre of ideas and actions, the seat of national governance and a centre of business, culture, education and sports.

2. Apart from critical issues such as land, physical infrastructure, transport, ecology and environment, housing, socio-cultural and other institutional facilities, the corner stone for making Delhi a world-class city is the planning process itself and related aspects of governance and management. This needs a co-ordinated and integrated approach amongst.

S.O.- (E) whereas extensive modification which the Central Government proposed to make in the Master Plan for Delhi keeping in view the perspective for Delhi for the year 2021 and growing new dimensions in urban development, were published wide Public Notice in the Gazette of India Extraordinary S.O. No. 318 (E) dated 16th March, 2005 by the Delhi Development Authority inviting objection / suggestions as required by sub-section (3) of Section 11-A of the Delhi Development Act, 1957 (61 if 1957), with in ninety days from the date of the said notice.2. Whereas, the objection/suggestions received with regard to the said public notice have been considered by a Board of Enquiry set up by the Delhi Development Authority and also by the Delhi Development Authority,

and the Central Government has, after cerefully considering all aspects of the matter, decided to extensively modify the Master Plan for Delhi.3. Now, therefore, in exercise of the powers conferred by sub-section (2) of Section 11-A of the said Act, the Central Government hereby approves the Master Plan for Delhi with the perspective for the year 2021, as an extensive modification to the Master Plan for Delhi with Perspective for the year 2001, as notified vide Ministry of Urban Development Notification S.O. No. 606 (E) dated 1.8.1990 along with all the amendments carried out till date there in. The said Master Plan for Delhi with perspective for the 2021 as notified here in shall come into effect from the date of publication of this Notification in the Gazette of India.
