Experts of the Skolkovo Foundation

Experts  are  key  figures  in  the  opera4on  process  of  the  Skolkovo  Founda4on:  

Expert  opinion  on  the  compliance  of  the  applica4on  with  the  requirements  of  the  Founda4on  is  a  deciding  factor  in  awarding  the  par4cipant  status  to  a  project.  

Feedback  forms  filled  out  by  experts  when  evalua4ng  Grant  Memoranda  or  reports  of  Grant  Recipients  provide  a  frame  of  reference  for  members  of  the  Grant  CommiGee  in  making  their  decision  on  the  advisability  and  the  amount  of  funding  to  be  awarded.  

External  examina4on  of  innova4on  projects  is  a  standard  interna4onal  prac4ce  ac4vely  promoted  by  the  Skolkovo  Founda4on

Who may become an expert with the Foundation and what requirements they must meet

An  expert  is  an  individual  who  provides  the  Skolkovo  Founda4on  with  paid  services  consis4ng  of  examina4on  of  innova4on  projects.  An  expert  is  a  leading  professional  from  research,  engineering  or  business  community  in  his  or  her  focus  area  who  is  able  to  translate  the  demand  and  the  current  trends  of  the  market  into  the  Founda4on’s  ecosystem.  Founda4on  employees  and  members  of  the  Grant  CommiGee  may  not  act  as  experts.

Experience  of  working  in  a  hi-­‐tech  company  in  execu4ve  posi4on  for  at  least  three  years  over  the  past  ten  years  or  in  private  venture  funds  for  at  least  three  years  over  the  past  ten  years.  

At  least  five  years  of  experience  in  research  posi4ons  in  scien4fic  /  research  /  academic  Russian  or  foreign  ins4tu4ons  (or  as  a  research  editor  in  leading  global  research  magazines)  

At  least  five  years  of  experience  in  execu4ve  posi4ons  in  R&D  or  process  engineering  sectors  in  Russian  or  foreign  industrial  or  service  companies  over  the  past  ten  years.

Advantages of participating in the Skolkovo Project

 The  amount  of  funding  depends  on  the  stage  of  the  Project:  Pre-­‐seed  stage:  up  to  RUB  5  mln  Seed  stage:  up  to  RUB  30  mln  Early  stage:  up  to  RUB  150  mln  Advanced  stage:  up  to  RUB  300  mln    

En4tlements  of  the  

Par4cipant  status:  

A  Grant  is  interest-­‐free  non-­‐repayable  funds  provided  by  the  Founda4on  for  a  specific  purpose.  

Grant  applica4ons  are  subject  to  comprehensive  due  diligence  by  both  internal  offices  and  external  experts  of  the  Founda4on.  

The  final  decision  on  gran4ng  the  funds  and  approving  the  final  report  on  the  use  of  the  funds  is  made  by  the  members  of  the  Founda4on’s  Grant  CommiGee.

Key differences between types of examination

Examina4on  of  a  status  applica4on

The  invita4on  to  examine  an  applica4on  is  sent  directly  to  the  expert’s  personal  account  without  involving  the  Founda4on’s  managers  

Examina4on  4meframe:  10  days  

Single  acceptance  of  services  act  once  a  month  

Remunera4on:    RUB  10,000  

The  invita4on  to  do  an  examina4on    is  sent  by  a  Founda4on  manager  

Examina4on  4meframe:  15/20  days  

Separate  acceptance  of  services  act  for  each  examina4on  

Remunera4on:    RUB  35,000  

The  key  difference  with  grant  applica4on  examina4on  is  that  the  laGer  involve  a  more  in-­‐depth  examina4on  of  project  materials  with  the  expert  giving  an  informed  opinion  on  the  following  aspects  of  the  project:

How to become an expert of the Foundation

The  pool  of  experts  (expert  community)  of  the  Founda4on  is  a  community  of  professionals  with  unique  skills  in  informa4on,  nuclear,  energy  efficiency,  space  or  biomedical  technologies.  

The  Founda4on  imposes  strict  requirements  on  the  experts  in  terms  of  exper4se  and  experience  as  they  will  be  called  upon  to  give  competent  professional  opinions  to  startups  on  how  to  get  improve  their  business  and  grow  in  the  global  market.

Experts’ responsibility

The  experts’  work  is  assessed  by  both  Founda4on  offices  and  members  of  the  Grant  CommiGee.  Based  on  their  assessment,  the  expert  may  be  included  in  the  Grant  CommiGee  or  excluded  from  the  pool  of  experts.  

Good  faith  

• By  agreeing  to  evaluate  a  project  the  expert  undertakes  to  do  a  complete  examina4on.  • In  the  event  of  force  majeure  that  delays  the  examina4on,  the  expert  must  no4fy  a  representa4ve  of  the  Founda4on.  

Impar4ality  

• The  expert’s  opinion  must  be  fair  and  impar4al.  • The  expert  must  immediately  no4fy  the  Founda4on  of  any    vested  interest  that  he/she  may  have  in  the  outcome  of  the  project  and  refuse  to  evaluate  the  project.  

• The  expert  may  not  directly  communicate  with  the  applicant.  The  expert  may  ask  any  ques4ons  and  request  clarifica4on  through  the  Founda4on.  

Quality  

• The  expert  opinion  is  a  key  document  that  underpins  the  decision  on  whether  or  not  to  award  the  Par4cipant  status.  

• The  project  Evalua4on  Form  is  to  be  enclosed  with  the  materials  submiGed  to  the  Grant  CommiGee.  • All  expert  opinions  are  forwarded  to  Applicants  to  help  improve  their  projects  without  naming  the  experts.

Involvement  

• Membership  in  the  Skolkovo  Founda4on  expert  community  will  enable  you  to  keep  abreast  of  the  latest  trends  in  your  focus  area.  

•   By  evalua4ng  a  project,  the  expert  contributes  to  the  development  of  the  Founda4on’s  Grant  Recipients.  

Communica4ons  

• Experts  of  the  Skolkovo  Founda4on  have  access  to  regular  exclusive  events  dealing  with  the  development  of  the  Founda4on’s  external  examina4on  system.  

• The  Founda4on  is  launching  a  specialized  social  media  plaform  to  facilitate  communica4on  between  experts.  

Prospects  

• Every  expert  has  a  chance  to  become  a  mentor  of  a  project.  • Experts  have  opportuni4es  for  their  own  professional  development  through  interac4on  with  other  experts  of  the  Founda4on  across  the  world.
