SCOPE
The purpose of this report is to brief Portfolio Committee on Home Affairs. The report briefly: provide an overview of recent developments spells out the underlying or root causes of the incidents
examines the response of government departments to date, and provides an action plan to guide future mitigation.

RECENT DEVELOPMENTS…..
The attacks against foreign nationals in Provinces and recent
attacks has been at Gauteng and KwaZulu-Natal. The attacks have been mainly directed against foreign nationals and their spaza shops.
The recent spate of attacks was sparked by a labour dispute over
the employment of foreign nationals at the KwaJeena Store in Isipingo. Certain sections of Umlazi, specifically D, J, G, K, T and W sections, have been particularly affected, with attacks which mainly take place during the night. In the initial phases, only looting of the properties took place but recently the situation has become more violent by the perpetrators resorting to petrol-bombing.

UNDERLYING CAUSES
There are a number of root causes underlying the attacks. These are:
• Competition over access to resources.
• Rivalry for employment opportunities.
• Business rivalry between foreigners and South Africans, and within
émigré groups.
• Failure to regulate the registration of business at local government
level.
• Involvement of émigré communities in criminal activity, inter alia
drug trafficking and trading in stolen goods.
• Incitement and the spreading of misinformation on social media
platforms.

GOVERNMENT RESPONSE
• A range of government departments have responded to the attacks
• The NATJOINTS and PROVJOINTS were activated
• A Priority Committee was established and daily JOCCOM meetings are held
• Joint Operational Centres operate 24/7 at National & Provincial levels
• Operational Centres were activated in affected police clusters
• Additional law enforcement members and other departmental resources have
been deployed to flashpoint areas on a 24-hour basis
• Shelters were established
• Dedicated investigation teams have been established
• The intelligence services have been tasked to investigate the incidents and
perpetrators to ensure intelligence-driven operations
• Government Action Plan was implemented

Gauteng 438 The Intelligence Coordinating Committee (ICC) was activated consisting of members from National Intelligence Coordinating Committee (NICOC), South African Police Service Crime Intelligence (SAPS-CI), South African National Defence Force- Defence Intelligence (SANDF DI) and State Security Agency (SSA). ICC at national level provides intelligence support to NATJOC while ICCs at provincial level support PROVJOCS. DIRCO is mandated to deal with matters of international relations and cooperation and is currently attending to the following: • Minister M Nkoana-Mashabane briefed all African Missions on 17 April
2015 together with Minister D Mahlobo and Minister M Gigaba. • Engagement with Foreign Missions in South Africa on an on-going basis
regarding concerns and queries from Missions and issues relating to repatriation of their nationals.
• Engagement of Foreign Ministries by SA Heads of Missions (HOM) abroad and obtaining feedback from SA Missions. In this regard an Aide Memoire was sent to all SA Missions on the Continent on 17 April 2015 with a specific directive that the HOM meet with the host Foreign Ministries to brief them about the South African Government’s steps. HOM’s have been advised to engage with local media, intelligentsia as well as civil society to communicate the same message and also directed to keep close contact with the SA businesses and nationals living in their host countries. The same Aide Memoire was sent to all other SA Missions in other continents on 20 April 2015. SA Missions are providing feedback on an on-going basis about the interaction with Foreign States, demonstrations against some of the SA Missions and receiving of petitions from interested groupings.
• Monitoring of the effect of the current situation on SA citizens and SA businesses abroad. In this regard the SA Missions have reported on actions that have had an impact on SA citizens and SA businesses.

ACTION PLAN TO GUIDE FUTURE MITIGATION

Intensive crime-combating and prevention operations are planned and executed in all provinces, targeted at hot-spot areas.
These operations are inter-departmental of nature, and includes all relevant departments who administer issues relating to their own line-function and legislative responsibilities.
The operations focus on the following pillars: • ILLICIT DRUG TRAFFICKING AND CONTRABAND
• UNDOCUMENTED MIGRANTS
• HUMAN TRAFFICKING AND PROSTITUTION
• HI-JACKING AND ILLEGAL OCCUPATION OF BUILDINGS
