WHY the Strategic Plan for NHLN• Many Clinical Laboratories nationwide especially the
small labs, do not provide Quality Lab services due to inadequate resources: (low priority in funding)– Lack of competent manpower– Insufficient or antiquated equipment– Lack of reagents, controls and supplies– Cramped, not well designed physical facilities
• Poorly documented policies and procedures• Inadequate supervision• Poor coordination among laboratories

National Health Laboratory Network providing quality, reliable, affordable and accessible laboratory information for the appropriate management of patients and prevention/control of diseases
Mission:The National Health Laboratory Network is a functional, sustainable, cost effective, harmonious network of health laboratories, both government and private which will support clinical and public health programs through the provision of quality, timely, reliable, affordable and accessible laboratory services.

Laboratory Network• Since the service capabilities of the health
laboratories at various levels vary, there is a need for referral of specimens for testing especially for specialized laboratory services. A formal system of referral of specimens and reporting of results shall be established among the various health labs.
• Such networking shall include national hospital laboratories, local government hospital and health labs and private hospital and non-hospital labs.
• The Lab network shall serve to strengthen the capabilities of each Lab within the network to implement the strategies of the Strategic Plan.

D.C. 2013-0435 on Service Capabilities of Laboratories at
Various LevelsTo ensure quality, take advantage of economies of scale and provide efficient operations, the service capabilities of labs at various levels differ. The lower level laboratories will perform simpler tests while the Regional and National hospital labs will offer the more complex and expensive tests. This Dept Circular prescribes what each level of lab should be capable of performing.Shall be revised due to provision of analyzers to Barangay health stations and RHUs.

Rationale for Strategic Plan for NHLN
• Lab Services are critical in Health Care– Diagnosis and Management of Patients– Public Health Programs
• Quality Lab Services are needed for good policies and Decision making by Physicians and managers of pubic health programs
• Strategic Plan for NHLN enables the Laboratories to provide Quality Services
• Management and national & international donors: Convince to invest in Lab services.

(NUHL) under the NCHFD, DOH.- National Advisory Council for NHLN- National Technical Working Group (TWG) for Implementation of the Strategic Plan for NHLN

2. At the Regional level in which a Regional Team leads the implementation through a Regional Laboratory Network.
3. At the laboratory level in which each laboratory is trained to formulate and carry out a “Laboratory Action Plan” enabling the laboratory to implement the 9 strategies of the Strategic Plan for NHLN.

DOH-REGION XII S-RLNC• Thus, per Executive Order No. 36 dated September 19,
2001, “Providing for the Reorganization of the Administrative Regions in Mindanao and for other purposes”, Region XII now is called “SOCCSKSARGEN” and is composed of 4 provinces and 5 cities. These provinces are: North Cotabato, Sarangani, South Cotabato and Sultan Kudarat. The five cities are: Cotabato City, Koronadal City, Gen. Santos City, Kidapawan City and Tacurong City. Only 2 cities considered Chartered cities namely: Cotabato City and Gen. Santos City. Kidapawan City, Koronadal City and Tacurong City considered component cities of North Cotabato, South Cotabato and Sultan Kudarat provinces respectively
