The CAMHS Project

CAMHS project was championed by the Autism Alliance and by AEM:

Parents and young people were telling us that they were finding accessing support for emotional well being and mental health challenging

Awareness of the national focus on CAMHS but little mention of autism in this context

What the Group has done:

Reviewed the CAMHS transformation plans in order to identify autism specific actions

Review of good practice and resources available to support to access CAMHS for autistic children and young people

Review of CAMHS Autism Training - Benefits and Standards

Surveyed policy, strategic guidance and codes of practice for children and young people on the autism spectrum.

The Clinical Audit Platform

• Data is collected on the Clinical Audit Platform (CAP).

• This is a LIVE system and should be updated as close

to real-time as possible.

• There is no ‘monthly submission’ – the CAP should be

kept up-to-date; as a minimum the system must be

updated once per month ahead of the data extract for

publication.

• If no activity has taken place at any time in a calendar

month, commissioners must confirm this on the CAP.

In-Scope Definition

The collection will consider in-patients receiving treatment / care in a facility registered by the Care Quality Commission as a hospital operated by either an NHS or independent sector provider. The facility will provide mental or behavioural healthcare in England. Record level returns will reflect only in-patients or individuals on leave with a bed held vacant for them.

The individual will have 'a bed' normally designated for the treatment / care of people with a learning disability or will have 'a bed' designated for mental illness treatment / care and will be diagnosed or understood to have a learning disability and / or autistic spectrum disorder.

This should include patients of:

• Any age.

• Any level of security (general/low/medium/high).

• Any status under the Mental Health Act (informal or detained).

People not included:

• Patients in accommodation not registered with the CQC as hospital beds.

• Patients in beds for physical health care.

• Patients who do not have either learning disabilities or autism.

For our purpose whether or not a person is recorded as having a primary diagnosis of LD is not relevant, and should not be used as a criterion for inclusion in this data collection. If a person is in specialist hospital bed (either MH or LD) and that person has a Learning Disability or Autism, then that person should be included in the Assuring Transformation data return.

• The ‘greyed-out’ cells on the CAP cannot be easily corrected if the data is wrong – any corrections can only be carried out by NHS Digital.

• Correcting these fields can create duplicate records in the CAP.

• If you require NHS Digital to change one of these fields, please speak with them first. NEVER send identifiable data from a non-secure e-mail account – always use nhs.net and ensure ALL recipients are also on nhs.net.

• To register a CAP data submitter, the commissioner’s

Caldicott Guardian must sign and submit a registration form

(available from the NHS Digital website).

• The legal basis for the flow of confidential data for this

collection is a Section 251 approval, reference CAG 8-02(a-

c) 2014.

• NHS Digital publishes data and analysis each month,

approximately 4 weeks after the end of the previous month.

This includes a list of commissioners which did not submit

information at all during the reporting month.

run/download a report of their patients (all

or current) from the CAP.

1. Log into CAP. Your email address will have been ‘associated’ with all the commissioners you have registered to submit data for, which will give you access to all the patient records commissioned by all commissioners you have been associated with.

2. Amend all the patient records where a change has occurred within the reporting period/month by using the ‘File submission dashboard’ and uploading an amended csv file or by manually using the ‘Add / Search for a patient record’ option.

3. Complete the above two steps every time you need to amend any patient record throughout the reporting period/month.

4. At the end of the month, select the ‘Submission Confirmation’ option from the AT Home screen. This will confirm all the current patient records on the system for all reporting commissioners as correct and will therefore confirm a null submission for the commissioners who did not have any patient records updated.
