COUNTRY PLATFORMS & THE GLOBAL FINANCING FACILITY

• Countries at the core of the Global Financing Facility where all stakeholders commit to collaborate closely together under the umbrella of a Country Platform;

• Country Platform is strongly positioned in the GFF Business Plan with a ‘minimum set of standards’ outlined;

• Recognition that Country Platforms do exist in one form or another at the country level and a desire to further build on and strengthen them;

• Small Technical Team at the Global Level drafted a Paper as a first step to better concretize or demystify the Country Platform – a working draft document to be further shaped by this Learning workshop.

WHAT IS A COUNTRY PLATFORM?

• Defining characteristics is a ‘multi-stakeholder forum or partnership fora’;

• Under the leadership of Government such as the national Ministry of Health (or sub-national level where appropriate);

• With meaningful participation, engagement and decision-making with country stakeholders at relevant levels;

• Inclusiveness with full involvement of country stakeholders (key GFF Minimum Standard);

• Transparency and openness to ensure mutual accountability amongst all stakeholders (key GFF Minimum Standard).

WHO IS INVOLVED IN THE COUNTRY PLATFORM?

• Multi-stakeholders involvement refers to key parts of government (not only the Ministry of Health but also key sector Ministries and sub-national where applicable); civil society organizations (national & international); development partners; specific groups; private sector (private for profit and non-profit); professional associations and research institutions.

• How this is organized and managed is determined by the Country Platform in a transparent, inclusive and consultative manner;

• The challenge is ensuring that it does not become too burdensome, transaction heavy and overtly complex.
