History

The controversy led to Congress passed the Dickey-Wicker amendment in 1995 to prohibit federal funding of research that involved the destruction of embryos ("Funding the Future: Embryonic Stem Cell Research | Almost Human," n.d.).

In 2001, President Bush passed an executive order that put multiple restrictions on stem cell research (Furman et al, 2012).

In 2009, president Obama reversed this order with a new order called “Removing Barriers to Responsible Scientific Research involving Human Stem Cells" (Furman et al, 2012).

Proposition: funding for embryonic stem cells research and clinical trials

This is a proposition for a federal bill

Recommendation: allow the development and the use of embryonic stem cells for use in research and clinical trials

Possible benefits: to find a cure for millions of people that are dying from progressive diseases, I.e. Alzheimer’s, Parkinson’s & Huntington’s, amyotrophic lateral sclerosis (Cui, Wang, Li, Shi, & Wang, 2016).

Legislative and Policy-Making Strategies that Influence Healthcare

The nursing profession is a formidable power that can influence the day-to-day world of the politics and legislation.

Nurses can do this by initiating policy proposals, changing or vetoing others' proposals, and/or substantially influencing the implementation of health policy (Griffith, Paul-Shaheen, & Pamela Ann).

Professional organizations monitor public policy and alerts their members about current health policy (Griffith, Paul-Shaheen, & Pamela Ann) .

There are three phases of policy making: the formulation phase, the implementation phase, and the evaluation phase

1. formulation phase: propose a desired outcome, strategize to achieve outcomes, needed resources are identified ("Influencing Health Care in the Legislative Arena," n.d.).

2. implementation phase: disseminating information, adopting a policy, placing the policy into action ("Influencing Health Care in the Legislative Arena," n.d.).

3. evaluation phase: amend or rewrite to adjust to changing circumstances ("Influencing Health Care in the Legislative Arena," n.d.).

Embryonic stem cell research fulfills the ethical obligation to alleviate human suffering.

Since excess IVF embryos will be discarded anyway, isn’t it better that they be used in valuable research? (RUSU et al., 2016)

The blastocyst used in stem cell research is microscopically small and has no nervous system. Does it count as a “person” who has a right to life? (RUSU et al., 2016)

Let’s regulate the research, not outlaw it.

Embryonic stem cells have proven effective treatment for various diseases

Restricting federal funding to embryonic stem cell research slows progress into finding possible cures for various diseases.

Millions of people are dying from progressive diseases, I.e. Alzheimer’s, Parkinson’s & Huntington’s, amyotrophic lateral sclerosis.

It is unethical and immoral to ask people with progressive diseases and severe brain and spinal cord injuries to wait years for embryonic stem cells research or clinical trials
