Purpose of this document

The purpose of this text is to enable the general populace to survive the outbreak of a rampant, intellect reducing infection

To re-establish control of a zone in the event of an Infected Entity outbreak

To survive any outbreaks in order to re-establish a zone of control

To prevent the extinction of the human race

Definitions

ZOMBIE – refers to the planning within this document

INFECTED ENTITY (IE) – the creature to be evaded/destroyed/contained

PATHOGEN – What is causing the infection and creation of entities

BASE – Rally point and center of operations

CBRM – the four main factors for creation of IE’s: Chemical, Biological, Radiological, and Magical.

IE Typology

Listed in order of theoretical possibility:

Biological

Chemical

Radiological

“Magical”

Uses the moniker: CBRM

Biological: Pathogen is caused by a virus/bacteria/gene therapy. (Example: Vozrozhdeniya Island efforts by Biopreparat).

Chemical: A derivative substance causes the state. (Example: MKULTRA program by the US Government)

Radiological: an effect caused by exposure to varying levels of ionizing or non-ionizing radiation.

Magical: Unknown forces produce the effect on living creatures to make the mindless/semi-mindless state. This is a catch-all and does not necessarily mean the occult or traditional definitions of magic. It’s meant simply for any explanation that does not fit the above.(Example: Voodoo lore)

Recognizing IEs

It is important to understand that an IE will not necessarily be in a stage of decomposition

The 5-point identification method means you have a probable IE classification if 5 of the following factors are all identified (with the exception of cannibalization)

Be on the lookout for: Vacant look in the eyes Shuffling, unsteady gait Failure to respond to verbal

stimuli/warnings Open wounds untended Ignores pain or violence Loud, abstract vocalizations Vocabulary limited and distorted if

present Large amounts of bodily fluids such as

blood Movement through non-traditional

pathways (roads, sidewalks, doors) such as smashing windows, crawling over fences, or gnawing through walls

Cannibalization of other types of the same species (3 points on the scale)

Assumption on methods of spreading the Pathogen

In general, most will require physical contact either through skin contact or bodily fluids.

In some biologic cases, it is possible that close airborne contact is sufficient.

Chemical cases are non-propagating, in that they require external addition of the pathogen to spread.

Radiologic has the potential to spread through proximity based on the type of radiation causing the effect and the emission type and value of an IE.

The catch-all magic category is an unknown and must be subject to any testing.

5 Stages of Pathogen Infection Stage 1: Unconscious concealment of the infection site. This is

caused by the Pathogen in an effort to allow infection to spread/attack by surprise.

Stage 2: Incubation, with no outward signs usually. Mild excess sweating or temperature may be present in Chembio pathogens. Adrenalin, Testosterone, and White cell counts all reach unusually high levels. (Usually .25-24 hours)

Stage 3: High fever, dizziness, visibly pale as cardiopulmonary system begins to fail and pathogen begins to take over brain pathways.

Stage 4: Increasing loss of higher brain functions as pathogen destroys neuronal connections and takes over gross control. At this point infection can be spread via the subject. This is the final point at which treatment is possible if it has been discovered.

Stage 5: Pathogen has taken complete control and subject is lost. Pathogen has established new brain pathways to facilitate infection of other subjects. Subject is no longer considered a person, and immediate termination is recommended.

Levels of Infection

5 total Levels:

• Tightly isolated

• Localized region

• City/Town

• Nationwide Infection

• Rampant nationwide infection

Tightly Isolated: IE’s are highly visible, but well under control

Localized region: Local security forces cannot contain the IE’s – seek defensive shelter immediately

City/Town: IE units have unrestricted access to a town or city unit – Flee area if possible.

Nationwide infection: Local sterilization no longer possible. Government may be on the verge of collapse. Do not expect any organized assistance. May spread to neighboring countries.

Rampant nationwide infection: government collapse, IE units have complete access to any part of the country.

Infection Prevention

Defensive Offensive

Maintaining a safe distance from an IE

Evading and eluding Ies

Denying a secure area to IE clusters

Prevention of the spread of the pathogen in the event of IE-person interaction

Curtailing the number of IEs

Reducing the zone of control of IEs

Reclaiming resources for survival

Rescuing other uninfected survivors

Defensive Measures

Body armor, preferably biologically-sealed (If not available, heavy clothing can help)

Water is the best insulation for almost all radiological-based contaminants, but the best rule is to maintain distance in ALL cases

Sealed fortifications can prevent IEs from entering a stronghold

Secured Doors and entryways can prove an effective deterrent

Areas that require climbing may deter the general IE

Avoid contact with bodily fluid from disabled IEs of any type – Hazard suits are great to stock up on

Hermetic isolation can help immensely for airborne based pathogens

In general, seek to avoid any contact with IE units

Offensive Measures

When in doubt, aim for the head – destroying the brain and brain stem will almost always incapacitate the IE – but still keep a distance!

Remember to conserve your ammunition – with IEs it is about quality of the shot, not the amount of rounds placed into them

Incendiary devices are usually less effective unless they completely destroy all connective tissue

IEs tend to cluster, explosives can be very effective, especially low detonating ones that remove mobility

Use melee fighting as a last resort, and then only enough to incapacitate the IE and move from the area

Vehicles can be very effective at taking out clusters of IEs and moving through occupied zones

Choosing your bastion

• Make sure the location has multiple floors

• Accessible rooftop

• Rooftop water storage a plus

• No more than two entry points

• Each one should have multiple access points

• Large furniture present a plus – barricade material

• If lower floor windows cannot be sealed, ensure upper levels can be sealed off

• Look for a closable garage to store vehicles

Banks, National Guard Armories, Police Stations, Fire Stations, Hotels are all prime locations

Hospitals are a possibility, but the possibility of large amounts of IEs present could be problematic – consider controlling the top 1-2 floors

If IE’s prove to have some level of intelligence or adaptability to climb, rooftop access may be a liability

A helicopter pad is a fantastic find, which are why federal buildings are useful

Location, selection, and retention of allies

Location Selection

Look for concentrations of IEs around a building or object

Survivor(s) could be within

Look for many dead zombies from gunshots. Armed survivors are a bonus

If a well setup bastion is found, consider asking to relocate there

Look for support types first: Doctors, Engineers, Maintenance

Combat types have equal priority: Soldiers, Security Guards

Other types such as lawyers, finance, accountants have the least priority and will be grunts, basically.

Generally, those not inclined to panic will be a great bonus – this takes time to evaluate, however.

Make sure everyone has a job, no matter how small

Give everyone a say in what is going on – you just don’t need to act on their suggestions

If you are not the leader, make sure you back them

This is survival, and not a time to try and profit, as this will get you killed and your brains eaten.

Hesitation to cull the horde should be addressed immediately. Make no mistake, this is a war for your survival. Note: culling will come after research timeframe to understand the pathogen.

Retention

This is a good example of a combat type member.

Long Term Survival Methods The longevity of the IE is hard

to measure, but mainly dependent on the type of pathogen.

Except for certain cases in the “magical” category, IEs have limited lifespans.

Assume that zombies cannot reproduce other than by infection

Signs of infection in survivors must be investigated and dealt with swiftly, be ready for the difficult task of eliminating people that have not yet turned. Exile might be a less emotionally challenging option.

Computer models have shown that after the first few months of the outbreak, survivors will have learned and taught necessary skills to survive the horde.

In the most extreme cases, there is a need to become self sufficient: Food, Water, clothing, fuel, defense, etc.

Any dissenters need to be dealt with early and brought in line. Long-term agreement is crucial.

It may take years for governmental control to return, if it ever does.

Always keep that possibility in mind when constructing a stronghold and selecting allies.

Worst Case Consi derat i ons• Airborne Pathogen with only survivors being those with a natural immunity (.01% predicted)

• Infection producing “super-human” mutations such as those seen in many popular video games

• Infection driving mutations that leads to intelligence, sentience, or a hive-mind

Pathogen infecting non-human creatures such as pets.

IEs that can breed or reproduce outside of normal infection methods

Any form of communication between IEs

Infection spreading via simple contact, meaning close combat is completely impossible unless in MOPP gear.
