DESCRIPTION

The Department of Administrative Reforms & Public Grievances, Government of India, organized the 2nd 'District Collectors Conference', which took place on the 6th & 7th of September in New Delhi. Over 30 district collectors participated, making presentations on best practices to overcome challenges faced in the sectors of rural development, education, urban development, law & order, and disaster management. 
 The Planning Commission is providing these presentations for the public to see examples of the good work being done by young IAS officers in the field, and to promote cross-learning and innovation.

NIRMAL BHARAT ABHIYAN

-Total Sanitation Campaign for reducing

Open defecation

-Women and Dignity issues focussed on hundreds of hard hitting nukkad nataks, public oath ceremonies, involvement of school children

-Dovetail with MNREGA-Rs 10,000 /toilet design (MNREGA-4500, NBA-4600, Beneficiary-900 Unicef design, standardized)

-Campaign mode- 6470 toilets created starting November 2012-till now.

PROMOTION OF MENSTRUAL HYGIENE UNDER NBA- Health &Sanitation

• DSC took decision to start sanitary napkin production unit under NBA on MAHOBA pattern.

• Barabanki is the second district in UP to take up this unique project.

• To establish production unit a training was imparted on 26.06.2013 in DSC meeting

• Unit to be established at Panchayat Udyog Masauli,set up is underway, to be completed by Dec,2013.

• Local women to be trained as a manpower to the unit.

• Low cost but high quality sanitary napkins to be made available in rural areas and specifically in Kasturba Girls residential schools,social welfare deptt. governed hostels, rural PHcs and CHCs.

• Use of sanitary napkins to be made a habit amongst rural women and adolescent girls.

Funding of Sanitary Napkins Production unit

• Estimated cost to set up production unit is approx. 5.0 lakhs

• 3.5 lakhs has to be given from the revolving fund of NBA and rest 5000/- each as share from the 48 GPs of Masauli Block.

• Daily production of 600-700 sanitary napkins is estimated from the unit

IEC done to promote Menstrual Hygiene

• In flood affected areas sanitary napkins were distributed to females ageing 14 - 45 years on 03.08.2013 from CRF.

• In general villages funds from VHNSC is being used to promote habit of use of sanitary napkins

• In talks with NGOs like Anandi to set up more units with NABARD financial support- employment for women, hygiene issues dovetailed approach…
