Dr. Maket began his distinguished career with six years in the Kenyan Ministry of Health, starting in 1994 as a medical officer-in-charge of Nakuru provincial general hospital-Annex. His strong reputation and leadership skills in this role earned him the distinction of promotion to district medical officer of health where he managed two successive districts each with approximately 45 health facilities including the district hospital, sub-district hospitals, health centers and dispensaries. As district medical officer of health Dr. Maket managed all human resources, quality improvement, budgets, work plans, and partner coordination within the Kajiado and then Kericho districts of Kenya. This unique experience led Dr Maket to author a thesis on improving primary health care management through decentralization of health services and the role of local governments in Kenya which earned a distinction mark at the Nuffield Institute of health, University of Leeds, UK. All these experiences have prepared Dr. Maket to understand the challenges faced by health systems in developing countries today. Building on his experience with the Kenyan Ministry of Health, Dr. Maket managed public health programs within the NGO sector in Kenya, first leading World Vision’s Kenya health and nutrition programs (including HIV/AIDS, MNCH, and nutrition), served as Country Director of the Hope for African Children Initiative, and returned to World Vision to lead development, implementation, and oversight of $30 million HIV/AIDS, MNCH, nutrition, and Malaria programming in 25 countries throughout Sub-saharan Africa. Dr. Maket then moved abroad, first serving in Accra, Ghana as a senior technical advisor as part of World Vision’s senior management team overseeing $ 5 million per year in MNCH, nutrition, and malaria programs and approaches in eight countries of West Africa; then managing $20 million in World Vision’s integrated HIV/AIDS and MNCH programs in nine countries of Southern Africa, and finally managing the $6 million Malaria Control Evaluation Partnership for PATH in Lusaka, Zambia. As the Deputy Director for Regional Programs, Dr Maket led the establishment of PATH/MACEPA country presence in Zambia, Tanzania, Mozambique, Malawi and Ethiopia through strategic negotiations and development of MOUs with respective governments. Western/Nyanza program, overseeing Jhpiego’ s RH, MNCH, FP, HTC, TB, and VMMC technical portfolio, and providing financial and administrative management for Jhpiego’ s $17 million APHIA Plus subaward. Dr Maket also provided leadership to Jhpiego’ s CDC funded SAIDIA that focused on HIV/TB care and treatment, HIV Testing and counselling, OVCs, abstinence and behavior change, involvement of men in PMTCT and development of national palliative care and support guidelines. During this time Dr. Maket sought creative ways to leverage the private sector, successfully initiating a reproductive health and life planning project for students from Kenyatta University funded by pharmaceutical giant MSD. Most recently Dr. Maket has served for the past two years as Danya International’s senior director of programs, where he has fine-tuned his expertise in strategic multi-country program leadership, management oversight to country program operations, supervision and HR management and technical expertise in monitoring and evaluation, ICT, HRH, and HMIS; he led Danya’s contributions to the USAID/Kenya FANIKISHA institutional strengthening and capacity building project, and led a team of ICT experts to integrate ICT into the USAID/Tanzania feed the future programs and development and roll out of eLearning for pre-service training of health care workers on HIV/AIDS in the government KMTCs and Christian Health Association of Kenya (CHAK) medical training colleges. While Dr. Maket has deep technical expertise, he also has strong administrative and financial management experience to ensure programs are well-implemented on time, within budget, and in compliance with donor and host government rules and regulations. While country director of HACI Dr. Maket helped set up the HACI country program from scratch, developing administrative and financial systems, scopes of work, and awards with sub-grantees; of the 10 initial HACI countries his office was the first to establish systems and disburse grants to CBOs within the first year of project inception. Dr. Maket provided strategic leadership and management of the HACI Kenya Country program through development and management of a comprehensive work plan, sound financial management and budget control, staff recruitment and supervision. As the deputy director, regional programs, for four years with PATH’s MACEPA program in Zambia Dr. Maket supervised all financial and administrative operations, including a team of seven staff that included technical experts, accountants, and administrative personnel responsible for project administration. As deputy country director and APHIA Plus/Western lead, Dr. Maket was responsible for contractual and budgetary compliance of Jhpiego’ s subaward, as well as tracking project performance via specific U.S. government funding streams. During this time Dr. Maket also managed and tracked budgets for subawards funded by private sector partners such as MSD and the Gates Foundation.

Dr Maket has an enviable track record in business development in Africa, clinching his first success with USAID 16 years ago with a 5 year Child Survival project in Kenya. He has subsequently led success fundraising efforts in East and Southern African countries with bilateral and private donors. In 2015 Dr Maket let Danya’s successful efforts together with Plan International in the development and submission of a 5 year proposal for support to Orphans and Vulnerable children in Nairobi County and 5 Counties in the coastal region of Kenya. He further led Danya into partnership with Chemonics in the development and submission of an integrated service delivery proposal for Afya Pwani and Jijini. Other organizations that Dr Maket forged partnerships with for business development include PATH, Amref Health Africa, Abt Associates, ACDI/VOCA, World Vision International, Management Sciences for Health and Jhpiego. Dr Maket’s business development experience cuts across integrated HIV/MNCH/FP/RH, health systems strengthening, OVC, food security and nutrition programming including integration of ICT. Achievements to-date

Successfully managed the roll-out of E-Learning HIV/AIDS Modules for the CDC funded Pre-Service training of health care workers in the Kenya Medical Training Colleges and Christian Health Association of Kenya Medical Training Colleges and subsequent close-out of the project.

Successfully managed the implementation of Danya’s scope of work under the CDC funded Support to HIV Strategic Information (SSI) led by Amref. This project provided support to the MOH’s HIV/AIDS program in the development of national HIV/AIDS M&E curriculum, tools and guides for increased HIV/AIDS M&E capacity at both national and county levels.

Successfully managed implementation of Danya’s scope of work under the USAID funded FANIKISHA project led by MSH and subsequently contributed to a peer-reviewed scientific

paper on FANIKISHA’s model for CSO capacity building that was published in the Pan African Medical Journal.

Successfully led a team of ICT experts to develop and integrate ICT in the USAID funded NAFAKA Feed the Future project in Tanzania.

Successfully completed a Situational Analysis in Tanzania and Kenya for the development of the Aflatoxin Communication Strategy for East Africa Community.

As Program lead for Danya’s resource mobilization team, contributed to the design and development of seven large project proposals submitted to CDC and USAID in 2014/2015. Those submitted to USAID in Kenya and Zambia include Afya Jijini, Afya Pwani and OVC in Kenya and IMPACT in Zambia.

Provided programmatic leadership and set priorities for the programs. Supervised, coached and mentored a team of technical staffs. Liaised with HQ staff to inform and update on successes, challenges and lessons learned in

program implementation. Mentored, supported, supervised and managed a team of technical staff. Represented Jhpiego in meetings, conferences and presentations. Managed human resource matters in collaboration with the Country Director and Director

of Global Human Resources. Managed strategic relationships with USAID, other donors, global and regional institutions,

As Jhpiego’s lead for the USAID funded APHIA plus Western/Nyanza project with a budget ceiling of approximately US $ 17 million, successfully met all the project component annual targets. The project components under my leadership included Reproductive Health, Maternal Newborn and Child Health (MNCH), Family Planning, HIV Testing and Counseling, TB Screening, Cervical Cancer Screening and Voluntary Medical Male Circumcision (VMMC). The project consistently surpassed the VMMC annual targets.

Ensured effective financial management and accountability for the projects under my leadership including USAID funded APHIA plus Nyanza/Western project, CDC funded CDC project, MSD and BMGF funded projects. All the projects were implemented within budget and timelines.

Successfully initiated a life planning project for the University students in two Campuses of Jomo Kenyatta University and Kenyatta University. The project called the Brighter Future was funded by the Pharmaceutical giant, MSD, helped students acquire skills to plan their lives and make decisions on their reproductive health(www.brighterfuture.org)

Successfully integrated the concept of Health Wagons into urban and peri-urban family

planning project funded by Bill and Melinda Gates Foundation in the cities of Nairobi and Kisumu as well as the towns of Machakos and Kakamega. These wagons made integrated health services (MNCH/FP) accessible to families and communities in hard-to-reach informal settlements in the cities and towns of Kenya.

As the project lead, successfully negotiated partnership between the BMGF funded Advance Family Planning (AFP) project and three county governments (Kakamega, Tharaka Nithi and Siaya) in Kenya for grass roots advocacy for Family Planning.

Maintained excellent working relationships with all donors, government officials and other stakeholders within the health sector.

As the lead investigator, developed and presented an innovative concept at the annual Development Exchange Conference in DC, USA, titled “Reducing Maternal and Newborn Infection with an Energy-Generating Incinerator”.

Developed the first concept paper on Non-Communicable Diseases (NCDs) for Jhpiego and set up a team to integrate NCDs into ongoing USAID funded projects.

August 2008-June 2012; PATH/Malaria Control Evaluation Partnership in Africa (MACEPA) Lusaka, Zambia Deputy Director, Regional Programs Duties & Responsibilities:

Provided leadership in Programmatic management and operational oversight to country level and regional MACEPA activities with a budget of approximately US $ 6 million.

Ensured appropriate program strategies were developed, implemented and lessons documented and shared through regional learning workshops.

Supervised a regional team comprising of administrative and technical staff. Developed key regional and national partnerships and alliances for malaria control and

prevention. Developed, monitored and updated Regional Programs’ annual work plans and budgets. Contributed to the development of publications, newsletters and formal reports. Contracted and supervised consultants for specific project activities. Coordinated communication with MACEPA partners and host government departments. Represented MACEPA in meetings and conferences and Rollback Malaria working groups.

Achievements: I expanded MACEPA regional malaria program by establishing partnerships with MOH in

Tanzania, Malawi, Zimbabwe and Mozambique, Namibia and Botswana. I built the visibility of MACEPA through major Rollback Malaria activities in Africa. I contributed significantly to the concept of cross-border malaria programming towards the

pre-elimination and elimination goal in southern Africa by 2015. I led the development of the 2010-2014 SADC Malaria Advocacy and Communication

Framework. I was a key member of Rollback Malaria Partnership Networks in Southern, Eastern and

West Africa. I coordinated partnership between MACEPA, Tulane University and University of Zambia

for the development of an M&E module for MPH students. I effectively managed MACEPA Learning Community Secretariat that coordinated technical

assistance for partner countries and RBM partners. I contributed to the development of Malaria Program Review guidelines and national

Malaria Strategic Plan.

Coordinated the development of a 5-year National Malaria Monitoring and Evaluation Plans for MOH in Ethiopia, Malawi, Mozambique and Tanzania.

Contributed to the partnership framework for Malaria Program Performance Reviews through concept development and participation in MPR activities.

Designed and provided technical oversight for a 5-year cross border $5M HIV/AIDS program for Zambia funded by USAID through FHI.

Designed and provided technical support to a 3-year HIV/AIDS prevention program for the youth in Tanzania funded by the EU for Euro 2.5m.

Led the design and provided technical oversight to a 2-year pilot multi-country project for HIV&AIDS response within the transport sector of the SADC countries (Mozambique, Zambia, Zimbabwe and Swaziland) in 2003. It was funded by the European Union (Euro 500,000) through the Southern Africa Development and Cooperation (SADC).

Developed the Health and Nutrition module of World Vision/UNISA ADP Development Management Course.

October 2001- October 2002; Hope for African Children Initiative (HACI), Nairobi, Kenya Country Director Duties & Responsibilities:

Provided overall strategic leadership and overall management of the HACI Kenya Country program, through development and management of a comprehensive strategic plan, sound financial management and budget control, staff recruitment and supervision.

Led in resource mobilization for the organization. Led the communication and coordination of information sharing by partners. Facilitated conflict resolution among consortium partners. Provided Capacity building and resource allocation for CBOs caring for Children and

February 1999- September 2001; World Vision Kenya, Nairobi, Kenya National Health Coordinator (Head of Health and Nutrition Sector) Duties & Responsibilities:

Managed the national health, HIV/AIDS, MNCH and nutrition program. Led the development and implementation of World Vision Kenya’s National Health Strategy Conducted a community health needs assessment and designed appropriate community

based health initiatives. Developed and managed World Vision Kenya’s Health Management Information System

(WVK-HMIS). Initiated and managed partnerships with relevant Government departments at national and

Achievements

Led the design, development and submission of a 5 year Child Survival Proposal to USAID which received an award of US $ 5 million and was implemented in Teso district in Kenya.

Successfully negotiated for US $500,000 from a private donor in the USA for a primary health care project in Busia district, Kenya.

Designed a 3-year community-based rollback malaria project, which surpassed the 60% target for household coverage with insecticide treated nets in Bunyala division, Busia district in Kenya.

Initiated and coordinated an internship for nutrition and environmental health students from Moi and Kenyatta Universities.

Conceptualized and set up AfriAfya and served as a founding member of the board. Contributed to the design of a multi-country HIV/AIDS Abstinence and Risk Avoidance

In partnership with the Aga Khan Health Foundation and the Africa Medical Research Foundation (AMREF), implemented a pilot project on strengthening of primary healthcare management in Kericho district, Kenya.

Initiated partnership with Moi University School of Medicine and supervised the first batch of 10 medical students.

Implemented health sector reforms with emphasis on strengthening rural health services and capacity of district hospital to handle referral cases.
