Primary care is now well understood as the basis for rational health systems. Its components are well known. A major challenge has been to translate the broad concepts into characteristics that can be measured. These concepts include first contact care, person-focused care over time, comprehensiveness, and coordination, as well as the three related aspects of community orientation, family-centeredness, and cultural competence.
