SNMF (the acronym stands for the translation of ”Romanian National Society of Family Medicine ”) is a professional organization aiming to increase the role of General Practitioners in the Romanian healthcare system based on an updated and exhaustive training curriculum, to expand the GP trainer network, to increase the quality of medical services and to achieve consistent and standardized medical services.
SNMF identified several issues affecting the Continuous Medical Education of General Practitioners:

• Lack of medical information from reliable sources for general practitioners in Romania
• Difficulty to participate to conferences for doctors in remote areas
• Slow and ineffective scientific communication between general practitioners and other medical specialties
• Lack of a centralized hub of news, articles, interviews and studies dedicated to the general practitioners activity.
In 2010, the Executive Board and the Senate Members of SNMF decided to launch an e-Learning portal with courses for Continuous Professional Development dedicated to the General Practitioners and selected Data Center Solutions as a consultant and technical provider.Since receiving the mandate to design, implement and maintain a modern Continuous Medical Education platform for the general practitioners in Romania, Data Center Solutions identified a set of specific challenges that needed special solutions:
Challenge
There was little information about the doctors online learning habits1
Since SNFM didn’t have any previous experience with e-learning nor knowledge of the online learning habits of general practitioners in Romania, Data Center Solutions investigated the most common patterns in adult learning by researching similar implementations for medical education in other European countries.

Platform needed to be extremely simply to use2
Following the research, Data Center Solutions discovered that the targeted users are doctors over 40 years that are connecting from land line or 3G internet connections. Data Center Solutions also discovered that the doctors had limited computer training and therefore the design of the solution should include streamlined and easy to use interfaces.

The online Continuous Medical Education programs are regulated by “Colegiul Medicilor din Romania”. The e-learning platform should be compliant with the regulations regarding the security of the personal information, online examinations and granting of the CME points.

One of the most important pieces of information gathered from SNMF was that the Family Doctors have very limited time for the learning activities. To obtain a good level of attendance and continuity in study it became obvious the need of interactivity during learning, individual exercises and multimedia content.

The SolutionThe Solution
After identifying the project requirements and the challenges, Data Center Solutions decided the implementation of a custom e-Learning plugin for Wordpress. The development of a plugin over Wordpress had several paramount advantages:
With the requirement to integrate a powerful news publishing engine with the e-Learning platform, Wordpress looked like the perfect framework for the project.
With Wordpress:

One of the paramount advantages offered by the Data Center Solutions implementation was the rapid time to market. With the usage of Wordpress as a publishing framework the implementation time was kept to a minimum; the design integration took only days instead of weeks.

Due to the modular Wordpress framework, the e-learning implementation allows a rapid extensibility and customization by creating independent additional plugins that can be switched on and off with ease.

The implemented solution offered various security features :
Encrypted access for students and teachers Sign-up verification methods (based on doctors medical registration IDs) Time based online exams with locking features that prevents multiple exam tries that follow the legal requirements for online continuous medical education. E-learning content protected availability (content is only viewable on the platform)

One of the very important requirements of the project was the availability of various reports to allow the evaluation of the platform usage, users patterns, fidelity and most importantly graduation results. To answer this requirement, Data Center Solutions implemented a powerful reporting engine :

One of the special requirements of the project was the transformation of the medical information in the courses in an e-learning format following adult learning principles adapted to medical training. Data Center Solutions provided e-learning consultancy services to the RNSFM trainers to ensure the delivery of high quality educational content.

Courses impact:
95% of the respondents appreciated that the courses had a major influence in the early diagnose of the diseases 70% of the doctors appreciated that following the study they have diagnosed around 10 patients that would have remained un-diagnosed in early stages 80% of the respondents said that the communication with the patients have improved following the study
