About ECL ECL (formally Essex Cares) was formed in July 2009 and became the country’s first Local Authority Trading Company in Adult Social Care . Since its formation the company has grown extensively and now offers services not only to Essex County Council but to other local authorities, currently providing Reablement services to West Sussex County Council. Providing Social Care Services The company has forged partnerships with health colleagues to develop seamless practices in delivering the health and social care requirements of the local community. ECL is eager to embrace new partnerships and innovative techniques that assure that the customer remains as independent as possible and is able to embrace life to the full, both within Essex and further afield. ECL is able to support Lead Providers to deliver contracts as a subcontractor as well as able to work as part of a consortium. With 1,000 staff currently working for the company across both Essex and West Sussex; ECL prides itself on its commitment to training and developing the workforce. Currently the ECL's service portfolio includes: Wellbeing Hubs, Work Based Training sites , a Sensory Service , an Equipment Service making over 106,000 customer visits a year, a Reablement Service operating in two counties supporting 6,000 customers annually as well as a self-funded service which was launched in April 2012.
