Chemical Hygiene Plan: An Overview
What is Chemical Hygiene Plan?
Purpose of Chemical Hygiene Plan?
What is Chemical Hygiene Plan?
3 Chemical Hygiene Plan
What is Chemical Hygiene Plan?
A Chemical Hygiene Plan is • a written program • developed and implemented by the employer • Details of procedures, equipment, personal
protective equipment and work practices • To ensure protection of workers from the
health hazards presented by hazardous chemicals used in that particular workplace
4 Chemical Hygiene Plan
Purpose of Chemical Hygiene Plan?
5 Chemical Hygiene Plan
1. Uniform Manner in which chemicals are to be
procured, stored and disposed
2. Plan for management of Emergencies
involving chemicals
3. Ensures compliance with guidelines of
regulatory agencies
What is Chemical Hygiene Plan:
1. Policy Statement
2. Scope, Definitions & Applications
3. Purpose
4. Responsibilities
5. Facilities
6. Hierarchy of Controls (Engineering)
7. Basic Rules & Procedures (PPE No Food…)
6 Chemical Hygiene Plan
What is Chemical Hygiene Plan?
• Institutional (generic) and Area-wise (Specific)
• Responsibilities
• Hazard Identification
• Hazard Information
• Hazard Communication
• Training
• S.O.P
7 Chemical Hygiene Plan
Chemical Hygiene Plan: Inventory
• Unit-wise • Master Inventory (CHO) • Update annually
• The inventory contains the following: • An alphabetized list of IUPAC names or
trade name • CAS number • Hazard Word/Statement/Hazard/Note • Quantity stored (Average)
8 Chemical Hygiene Plan
Chemical Hygiene Plan: Information
Information about hazardous chemicals?
Two ways:
•from the product label
•from the product Safety Data Sheet
9 Chemical Hygiene Plan
Chemical Hygiene Plan: Hazard Information
10 Chemical Hygiene Plan
Chemical Hygiene Plan: Hazard Communication
• Signage
• Labels
• Secondary Container Labeling
• Secondary Labels
• S. O. P. (procedure specific; chemical specific)
11 Chemical Hygiene Plan
Chemical Hygiene Plan: Training
•Awareness on Safety issues
•Communicate Responsibilities
•Familiarize Standard Operating Procedures (SOPs)
•Establish and Ensure Compliance to National/State Regulatory guidelines
•Should be as part of induction program •Before involving new tasks/new chemicals Before being assigned to a laboratory •Update periodically – refresher & update
12 Chemical Hygiene Plan
Information – SDS; Hazcom ; Safety Program Emergency Procedures; Receiving & Stock Room Personnel (CRS)
Chemical Hygiene Plan: Activities
1. Procurement, Distribution & Storage 2. Monitoring for Airborne Concentration 3. Housekeeping, Maintenance & Inspections 4. Medical Program: Surveillance, work
related injuries, illness or toxic exposure 5. PPE 6. Records 7. Hazcom: Signage and Secondary Labels 8. Incident Management: Spills, Splashes etc 9. Information & Training 10. Waste Disposal
13
Chemical Hygiene Plan
Chemical Hygiene Plan: Procurement
• Protocol for introducing a new chemical: • Obtain a SDS prior to shipment • Provide SDS to EC and CHO • Ensure adequacy of engineering controls &
PPE • Order the smallest quantity of the chemical • Update their chemical inventory • CHO to update master inventory

Chemical Hygiene Plan: Environmental Monitoring
Monitoring Airborne concentrations of certain chemicals
• Regular monitoring not practical or justified • Except
• Initially to ensure within permissible limits • Quality control for Engineering Control • Mandatory (regulatory agency) • Compromise in safety devices/personnel
exposure • Redesigning facility
17 Chemical Hygiene Plan
Chemical Hygiene Plan: Medical Care
Care for the Care Givers
18 Chemical Hygiene Plan
• Surveillance
• Work-related exposure
• Work-related Injury
• Exposure Management
• Signs or symptoms of overexposure
• Suspicion of exceeding exposure limits
• Health Care offered as appropriate
• Periodic Monitoring
Chemical Hygiene Plan: Housekeeping
Maintenance Inspection Also for eye wash stations & showers

• Small or Large • Minor or Major
• Assess • Inform (Buddy) • Contain • Neutralize • Clean-up or Call for Help • Remove
(Absorbent/Drain) ;
• Always Record /Report

Chemical Hygiene Plan: Waste Disposal Waste Identification and Management •SDS - determine hazard class •collection, handling & disposal of all hazardous wastes Hazardous waste can be accumulated at or near the point of generation. This is referred to as the a Satellite Accumulation Area (SAA).

Chemical Hygiene Plan: Summary
32 Chemical Hygiene Plan
• Policies • Procedures • Train (Communicate & Educate) • Implement • Monitor • Evaluate • Sustain • Raise the Bar Beyond Compliance

Whichever way you exit this hall
Our wish is that you go back and establish
a proper chemical hygiene plan Which will
always lead you to safety and
35 Chemical Hygiene Plan
And now
“TOXIC” Jeopardy
What is….”Improper Chemical
Storage!!”
What is: “food storage in a
refrigerator with toxic chemicals”
What is: “Improperly labeled
container”
What is: „Funnel –in-throat” container
What is: “old chemicals, some open,
bad housekeeping”
What is: “improperly labeled waste
container on a sink”…
What is: “„Funnel –in-throat” container”
What is: “ improperly
labeled container”
What is: “ unlabeled containers”
What is: “ an unknown, waste-like
container”
What is: “inherently waste-like
container”
What is: “improperly labeled containers-
two labels / label over original ”
What is: “Improper disposal of a
hazardous waste”
What is: “Potpourri” You name it!!
All of the above
EHHHHH!!! The wrong way!!
Summation
• Though presented in a humorous manner, the above
slides are very serious from a health and safety point
of view
• There are some serious and potentially hazardous
conditions demonstrated
• One chemical among some shown above, if
mishandled can result in…
Another bottle from the same college’s laboratory that
has peroxidized, with a light-impact detonation cap.
The resulting detonation left a crater in the ground approximately three foot wide by one foot deep !
This could easily have occurred in the lab if
bumped or heated
A laboratory chemical that has been
stored/handled improperly can be
hazardous to your health!
Three 5 gal. containers of peroxidized Tetrahydrofuran at @ 120 o F!!
Good Chemical Handling / Storage
• Check your inventories……
• Get rid of what you do not need
• Manage those containers with bad labels
• Manage waste collection containers with correct
labeling of contents, and keep caps closed when not
adding to them
• Make sure all chemicals have proper labels and are
within expiration dates / known shelf lives
Laboratory Documentation
• RPI, Registration (Posted)
• Safety Inspections
• Hazard Assessments
• Prior Approval
• Check in/Check out
• SAA Weekly Inspections
• Fume Hood Logs
• Autoclave Logs & QC Logs
