Artist residencies : a definition
Artist residencies are a type of artistic and cultural project for which an
operator offers:
• a workplace,
• housing,
• technical assistance,
• financial assistance.
Goal: To conduct a research and creation work over
a fixed period of time.

Artist residencies « Passage »
• Started in 2004.
• Partners in Toulouse: Lieu Commun (artist run space), l’École Supérieure des Beaux-Arts (School
of Fine Arts), l’Espace Croix-Baragnon (Municipal Cultural Center) and BBB (Center for
Contemporary Art).
• Partners in Düsseldorf: Workplaces/Housing/Center for Contemporary Art, all run by the City of
Düsseldorf
• From 2004 to 2014, 26 artists from Toulouse have stayed in Düsseldorf , and 22 German
artists in Toulouse.
• Great visibility for the artists, programed in the « Graphéine » exhibition, dedicated to graphic arts in
november.
Conditions :
• Every year, 4 artists from each city have the possibility to apply for a residency in the host country.
• Every residency lasts 2 months and the hosting city offers a 1000€ grant per month, and 300€ for
production costs. The artists receive a workplace, housing and an exhibition of their work is
organised at the end of the residency. Transportation is covered par the city of origin.

Common goals
For the city of Toulouse and the art structures:
• Promote international mobility and exchanges
between young Europeans and international
artists;
• Reveal the talents of young designers who
engage in the exploration of new forms of
expression.
For the artists:
• Support the creation and professionalization of
young artists
• Generate meetings that lead to artistic creation
by sharing expertise
• Support a professional career, sector structuring
and cultural economy

Project Methodology
• Project run jointly by the Cultural Department of the City of Toulouse and the
International Relations Office, and financed mainly by the International Relations
Office and the local art structures.
• Importance of coordination City – Art Structures/School of Fine Arts/Associations,
with identified contact persons.
• Draft of the call of applications, listing all the conditions
• Mode of selection: define the participants and organise dates of selection
committees
• Implementation timetable: by December 1st of each year

Welcome of the artists
Before the arrival of the artist:
• Provide the artists with a full description of the accommodation (attached necessarily to the call for
applications), and a list of local contacts.
Upon arrival of the artist:
• Sign a contract with the artist
• Organise a welcome party, inviting local artists or during a special event (opening ...).
Issue a document, translated into English, with museums and cultural structures essential to the City.
• Presentation by each partner of their art structure . Networking with local art associations.
Offer artists a "Pass" to allow them free access to museums in the city.
During the residency:
• Conduct a monitoring and evaluation of the situation of the artists in residence after the first 15 days, and
readjust if necessary, according to their needs.
• Provide better support to the artists, with a person dedicated to this support (usually an art student)
At the end of the residency:
• Evaluate the residence with two meetings - Between the City and the artists - With all local partners/Art
structures
• Write an evaluation report
