Where we’re at

It’s December 2014 and there’s a lot we don’t know

However, there’s a lot we do know:

• Likely focus of much of the programme – in terms of

client groups

• Guess at commissioning timescales

• Guess at contract geographies

• Payment models – hopefully some improvements, but

no sea change for SFA/DWP

• Lottery offer

Probable programme strands

N.B. not comprehensive; not finalised

• Adult Employment Programme: parental employment;

troubled families; health conditions and disabilities;

older people; carers; economically inactive BAME

women; low pay and progression pilots for those

cycling in and out of work

• Youth Employment Initiative; preventative NEET; NEET

Outreach; targeted NEET (e.g. LDD, MH, drug\alcohol,

homeless, refugees/migrants, care leavers, parents,

carers); enhancing the careers offer; employability

support for young BAME people; gangs prevention

• Adult Skills Programmes - TBC

How can providers prepare?

• Networking/relationship building

• Research your clients and the local labour market

• Develop new support models

• Pre-planning for delivery

• Preliminary partnership conversations

• Do you have a strong pitch?

• Are you on top of your offer/track record? Is it

evidenced?

• Wait a couple more months…

LVSC’s workplan for 2015

• We have also convened parallel thematic VCS working

groups on: in-work progression for low paid workers;

older people; BAME communities, including refugees;

parental employment; ex-offenders; disability

employment; multiple complex needs

• Our policy focus now: unaddressed need in London

(refugees, disabled people, complex needs, persistent

low pay, enterprise support, etc); how will BBO sit

alongside Opt-In programmes already developed? how

to ensure is BBO fully utilised, strategic and aligned?

• Ongoing issues: VCS representation, programme

governance, equalities impact, etc

Upcoming events• VCS Assist good practice workshops: Dec 2014 – Feb

2015

• Final VCS Assist forum event – 19 Feb 2015 (Amnesty

International) – focus on particular opportunities

• March 2015 onwards – Big Lottery programme

development support, leadership summit, roadshows

and workshops, partnership building to ensure Lottery

programme is as effective as possible
