Constitution of Poland on the Civil Service:Art.153.
1. Civil service corps shall operate in the organs of government administration in order to ensure a professional, diligent, impartial and politically neutral discharge of the State's obligations.
2. The Prime Minister shall be the superior of such civil service corps.
The Act on the Civil Servicefrom 21st November 2008
Civil service employees may be nominated as Civil Servants:
- by succesfully passing through the Qualification Procedure in Civil Service organised by the National School of Public Administration in Poland (KSAP)
- after graduating the National School of Public Administration in Poland (KSAP)

Employees holding the following positions: senior positions in the civil service, middle-management or coordinating positions,
independent, specialist and supporting positions.
Civil service employee • an individual employed under employment contract, in
accordance with the provisions set forth in the Act on Civil Service.
Civil servant• an individual employed on the basis of appointment in
accordance with the provisions set forth in the Act on Civil Service

Mission of the School
To train, and to prepare for public service officials who are impartial, politically neutral, professional, competent, effective, and accountable for the tasks conferred upon them. To train civil servants who will take responsibility for their country’s affairs, be sensitive to what matters to citizens, act in a professional manner and be up to the task of working in an international environment.
