Scott AFB

Page 55: SAFB Newcomers Orientation Slides

AMC’s Showcase Wing…Enabling Rapid Global Mobility

Program ObjectiveThe objective of this lesson is for you

to recognize that awareness of and

involvement in positive human

relations are essential to mission

readiness.

Equal Opportunity is a readiness issue

that supports our core values of

integrity first, service before self, and

excellence in all we do. By working to

ensure dignity and respect for all, we

remove barriers to individual

development and unit cohesiveness,

thereby building a stronger

organization that is ready to overcome

any challenge.

Page 56: SAFB Newcomers Orientation Slides

AMC’s Showcase Wing…Enabling Rapid Global Mobility

DOD PolicyPromote an environment free from

personal, social, or institutional

barriers that prevent Service

members from rising to the highest

level of responsibility possible.

Service members shall be evaluated

only on individual merit, fitness, and

capability. (DODD 1350.2)

All Service members and their

families will be afforded equal

opportunity in an environment free

from harassment and unlawful

discrimination on the basis of race,

color, national origin, religion, sex, or

sexual orientation. (DODD 1020.02E)

Page 57: SAFB Newcomers Orientation Slides

Air Force Policy

It is against Air Force policy for any military

member to unlawfully discriminate against, harass,

intimidate or threaten another military member on

the basis of race, color, religion, sex, national origin,

or sexual orientation.

Additionally, it is against Air Force Policy for any

Airman, military or civilian, to discriminate against

any civilian employee on the basis of race, color,

religion, sex, national origin, age, disability, reprisal,

or genetic information.

Questions

Page 97: SAFB Newcomers Orientation Slides

AMC’s Showcase Wing…Enabling Rapid Global Mobility

Scott AFB uses several methods to keep you informed:

The Emergency Alert System on base includes the Giant Voice

3-5 minute steady tone means a disaster is imminent or in progress

3-5 minute wavering tone means a hostile act such as a active

shooter is imminent or in progress

If you have a cellular phone, the Wireless Association automatically

sends Wireless Emergency Alert (WEA) texts to your phone. (link on

handout)

AtHoc: Emergency messages from Scott AFB Command Post

Anyone with a .mil account can register a cell number to receive

texts, as well as a home and work email.

Log on to a gov computer and click on purple globe (bottom right

of screen)

Page 98: SAFB Newcomers Orientation Slides

AMC’s Showcase Wing…Enabling Rapid Global Mobility

WATCH: A weather WATCH means conditions are favorable for a

natural disaster

WARNING: A Weather WARNING means a hazardous event is

occurring or imminent. Take Immediate Protective Action!

Stay tuned to local radio or TV stations for more information

If you see a storm and you are on base and have not heard any sirens or

announcements, call the Command Post at 618-256-5891 or Security

Forces at 256-2223 to report it. However, do not leave your shelter.

Page 99: SAFB Newcomers Orientation Slides

AMC’s Showcase Wing…Enabling Rapid Global Mobility

If you hear a siren, tune to local radio or TV stations to get more

information about the current conditions

On average you have 15 minutes after hearing the siren before the bad

weather reaches your location

State and local authorities determine when to sound their emergency

warning sirens. So you may hear sirens in the distance and not on base,

still take cover

If you hear a siren but are not home (i.e. at the BX or Commissary), you

can check with the store managers. There are EM Reps at these

locations who should be able to give you more information/direction

You can also call the Command Post at 618-256-5891

Floods Floods develop slowly during extended rain or in a warming trend

following heavy snow

Low lying areas and downstream areas are at highest risk

Use caution when traveling from Lincoln’s Landing to Scott, heavy

rain will flood the road and make it impassable

Some parking lots on base will flood, use caution

Earthquakes Scott is conveniently located right in between two seismic zones.

During an earthquake stay inside, or stand against an interior wall.

Stay clear of exterior walls and windows

Stay out of the kitchen, it is a dangerous spot

If you are outside, get into the open. Stay clear of buildings and power

lines

If you are driving, move out of traffic and stop

If you are in a crowded place, don’t panic and run for the exit

Stay low and cover your head and neck with your hands and arms

Every facility on base as a designated SIP room

Shut all the doors and turn off heat or a/c

Seal vents and doors (and any windows if that’s your only option)

with thick plastic sheeting and duct tape

Have a battery operated radio on hand to track when it’s safe to

Wet towels to put under doorways

Shelter-in-place is important due to the fact that it prevents outside

contaminated air from entering the building and isolates a few rooms

and slows the contaminated air's entrance

Have a contingency plan in place for if the gate is locked and you live on

base. Make sure if you have latch-key kids that you have planned for

them too.

If your children are at school or daycare, leave them there.

Schools have plans already in place to keep you children safe, and

you only endanger yourself or others if you get on the road to try to

go pick them up.

If your child’s school or daycare does close, you will need to pick

them up or make arrangements to do so.

If you have to drive, adjust your speed for the conditions. Pull over if

conditions worsen, and get out of your vehicle and get in a ditch if

you spot a tornado.

Integrated Defense

• What is “Integrated Defense”?

• The application of active and passive defense measures employed

across the legally-defined ground dimension of the operational

environment to mitigate potential risks and defeat adversary threats

to AF operations

• Goal of “ID”

• Creating a community that will not tolerate violent crime means bringing

together vision, energy, confidence and commitment

• Everyone needs to report crimes & suspicious activities to law enforcement

• To neutralize security threats throughout the base boundary in order to ensure

unhindered AF operations

• Security is sometimes an inconvenience but with the world we

live in it is not conducive to convenience when it comes to

safety and security for the entire populace of the installation

FPCONs

FPCON Normal: A general global threat of possible terrorist activity exists and

warrants a routine security posture.

FPCON Alpha: A general threat of possible terrorist activity against personnel and

facilities, the nature and extent of which are unpredictable and circumstances do

not justify full implementation of the measures contained in a higher FPCON.

FPCON Bravo: When there is an increased and more predictable threat of terrorist

activities, even though no particular target has been identified.

FPCON Charlie: Declared when an incident occurs or when intelligence is received

indicating that some form of hostile activity is imminent.

FPCON Delta: Applies in the immediate area where an attack has occurred or

when intelligence has been received, that hostile action against a specific location is

likely. Usually declared as a localized warning.

Page 122: SAFB Newcomers Orientation Slides

AMC’s Showcase Wing…Enabling Combat Power

Air Force defines an Active Shooter as one or more subjects

who participate in a shooting spree, random or systematic,

with intent to continuously harm others

Often the shooter has no regard for their life, and may be

planning to die

Most active shooter situations are unpredictable and evolve

quickly. Because most incidents are over within minutes, we

must be prepared to deal with the situation until law

enforcement personnel arrive

Weapons Registration

Weapons registration (AF Form 1314/DD Form 2760) is MANDATORY for all personnel

living on SAFB. You must register your privately owned firearm (POF) ASAP or within 72

hours of purchase/or arrival to the installation.

For individuals living in MILITARY HOUSING, you will register your weapons with the

375 SFS Armory in Building 755

DORM RESIDENTS/BILLETING: will register and store their weapons with the Security

Forces armory at Building 755 (256-6063)

POFs must be transported directly to and from authorized on-base storage locations.

Essential stops can be made if POFs are not left unattended or unsecured. POFs must be

unloaded while on the installation. They will be placed out of the immediate grasp of the

operator or any passengers, in automobile trunks, truck beds with a cargo bed cap, or in the

passenger portion of a truck without a cargo bed cap. Under no circumstances will POFs be

concealed under seats, in glove compartments, or in other "hiding" places. Ammunition and

POFs will be separated during transport, e.g., ammunition in the glove compartment and

the weapon in the trunk.

Federal, state, and local law enforcement officers may carry concealed weapons on base

while performing official duties. There is absolutely NO concealed carry on SAFB
