The previous books by name ‘A DIFFERENT APPROACH TOWARDS INDIAN PROBLEMS YEAR-2004’, ‘In the path of making India a developed country’ and ‘Manual on Reticular Canal System for Interlinking Indian Rivers’ were written by me like the post graduate dissertation and copies were sent to the planning commission of India, president of India, prime minister of India, standing committee on water resources under the ministry of water resources, hoping that my views will be considered and my nation becomes a developed nation. But my expected response was not received by me. So, I am putting my views in front of the people of this entire world and especially of the loving people of India in the form of this book. Every citizen of India with a good mind and a better thinking has a right to think on the development of the nation and his family in an optimistic way. And those who are with me in this task with a mind set to make our country a developed nation can support me by writing your useful thoughts to me or can help or provide suggestions and thus we will construct a strong developed India. 3.2 The Reader & the Author – You & Me As I mentioned earlier you may have thousands of questions related to the evolution of this book itself. Chapter 3: It is about me, the author, Dr. Shivu. P. 3.1This is my fourth attempt.This is my fourth attempt of writing the book by name ‘You create developed India’ to bring my country to the developed status. The previous books by name ‘A DIFFERENT APPROACH TOWARDS INDIAN PROBLEMS YEAR-2004’, ‘In the path of making India a developed country’ and ‘Manual on Reticular Canal System for Interlinking Indian Rivers’ were written by me like the post graduate dissertation and copies were sent to the planning commission of India, president of India, prime minister of India, standing committee on water resources under the ministry of water resources, hoping that my views will be considered and my nation becomes a developed nation. But my expected response was not received by me. So, I am putting my views in front of the people of this entire world and especially of the loving people of India in the form of this book. Every citizen of India with a good mind and a better thinking has a right to think on the development of the nation and his family in an optimistic way. And those who are with me in this task with a mind set to make our country a developed nation can support me by writing your useful thoughts to me or can help or provide suggestions and thus we will construct a strong developed India.

3.2The Reader & the Author – You & MeAs I mentioned earlier you may have thousands of questions related to the evolution of this book itself. Let me anticipate some question and answer these as it is arising in your mind:

Reader: Who is the author?

Author: My name is “Shivu.” I was born on 18.03.1972 at 2 pm at Kollegal (Chamarajanagar district, Karnataka, India) Government hospital. But in all of my records the birth date is 18.03.1973 as the last number is changed from 2 to 3 and ultimately printed in the SSLC marks card as 18.03.73. We thought changing the date of birth in all the records may be a major task and without any other way the year continued as 1973.

I was the only child for my parents Sri.Parashiva and Smt.Vishalakshi. My birth name was ‘Shivabhadra’. My primary and secondary educations were done at JSS School, Ramapura. I stayed at my village from my birth to my 10th standard in Gopishettyyour, Ramapura post (PIN 571444), Kollegal taluk, chamarajanagar district, Karnataka, India. As on today this is my references residential address. I completed my higher secondary education in March 1988 with 70.33%.

Reader: How did he get the idea to write this book? What are the events made him to think about the nation?

Author: My house is one of the few houses in my village getting the news paper daily called “Prajavani” in Kannada. And I was given a responsibility to read the important events from the news paper under the headings of ‘local news’, ‘state news’, ‘national news’, ‘international news’, ‘thought for the day’ and the total duration allotted to me was 3 minutes after the Morning Prayer. I used to read the news paper every day morning and write down the important paragraph/ heading in a note book and read at the Morning Prayer. And I did this for 4 years under the guidance of my teachers and my father from 7th to 10th standard of my education between the years 1984 to 1988. And the common subjects that I was reading were on election, politics, flood, drought, water disputes, poverty, population, communicable disease epidemics, and others. Even though I was reading the same news for 4 times in a day like, once reading at the news paper, second time while writing in the book, third time after writing, fourth time at the prayer. But, I never thought these events were very important in our life and they are going to influence our life directly or indirectly and also on the development of the nation. Retrospectively thinking, there are no major changes in the subjects whatever I was reading in the year 1984 and in the present news paper. I hope the news papers coming within the next few years will be filled only with subjects like festivals, achievements, recreations, and the news which generates happiness in all the minds.

I entered my pre university course at JSS College, Mysore with the only aim of getting either medical or engineering seat. So I had no place for any other thoughts. I completed my pre university education in May1990 with 64.5%.

I entered the JSS Medical College with the blessings of Swamiji of JSS mutt, since I could not achieve a free medical seat in government quota and may career started as a medical student. It was a happy time when I joined the medical profession, but when I entered the clinical side I could see the real world. Without my knowledge, my ears used to listen to the peoples talk in the corridors of the hospital like inability to purchase the drugs, inability to get a CT scan done, staying one or two days extra in the hospital because the money was not adjusted in time and so on. Without my knowledge my eyes used to see the patient staying in the hospital for long hours even after referring for neurosurgical intervention and many a times I saw something is missing in their ears or nose from the time of admission to the discharge like ear rings or nose rings which were sold to meet the expenses.

Even though many such events were seen in the hospital my mind was not bothered about all these events because my aim is to complete my degree with good marks and to become a doctor. The only ‘poverty event’ bothered me during my MBBS course was the letter that I was receiving along with the money sent by my parents telling that ‘don’t spend the money unnecessarily’. As a primary school teacher with the government salary received by my father, it was a difficult task to meet the expenses for my study and to meet the family maintenance expense. My parents met the expenses of my study by selling the gold of my mother and to fulfil the loans 3 acres of land was also sold after my internship and I became a doctor. I shifted from the medical college hostel to a free hostel run by the JSS institution in the middle of my studies in view of decreasing my monthly expense.

Reader: When did he start thinking about the society?

Author: I started getting the scenario of the society and about the people, and started thinking on the nation from the time of my internship. Because even though my ears were listening and my eyes were seeing the events of the society, but my mind was not thinking about these events, it is because my mind was busy in preparing for the exams to get a post graduate seat. It is like ‘swimming at the centre of the well or at the centre of the sea makes no difference unless otherwise we started thinking about the depth and the width of the water surrounding us’. It is true that living inside the ocean of problems will not solve the problem unless we start thinking on the aetiology of the problem and act with the solution; we need to identity the right and the nearest direction to reach the shore early before our energy gets empty, otherwise we are lost in the ocean.

I am sure that India at present is not swimming in the right and nearest direction to reach the shore of developed status as it is indicated by the indicators like per capita income, people below poverty line, the income set for deciding the below poverty line, infant mortality rate, under five mortality rate, age expectancy at birth, purchasing power parity, literacy rate, criteria’s set for calling a person literate, prevalence of malnutrition and others.

Reader: How to solve these problems?

Author: Distributing the money to the poor, decreasing the interest rate, giving subsidies over a long period will not increase the family and the national economy. Distributing and redistributing the money to the different sectors will not alter the productivity to a greater extent. This is like spending money for seeds, implanting them in a dry land and allowing it to dry further and encouraging it to become one among the soil instead of the seed becoming the plant and producing more seeds, this happens because of the lacunae in the supply of essentials like water and nutrients. Distributing money to different sectors is like implanting seeds in different dry lands, unless otherwise we supply the essentials like optimum work atmosphere in the land and in the industry we are not going to achieve anything positive.

‘The optimum work atmosphere in the land (agriculture) includes preparation of the land bed for seed implantation with proper plowing, and soil testing for soil nutrition with supplementation of essential nutrition; preparation, preservation, distribution of quality seeds; continuous, adequate and optimum supply of water to the growing plant; taking preventive measures, early identification of plant pathology and adequate treatment for the same; identifying and implementing the optimum conditions to get higher yields; proper and hygienic way of processing and preservation of the yield; assessing the demand of different geographical area of the world with supply of agricultural products under optimum condition even during transportation and thus minimizing the wasting in transportation and loss of the quality of the products; Identifying the different possible agriculture related industries locally and establishing it, and also supplying the agriculture raw material continuously to run the industry without any deficiency for the raw materials; Technical, scientific, research oriented support has to be given by the government with the help of a central team of scientist with international standards to meet the required quality at any market in the world’ – And this should be our aim in one field with increasing the productivity, maintaining the quality, minimizing the loss in processing, preservation, transportation, and thus the final consumer gets fresh, nutritious, quality product at an affordable price. The farmer also gets sufficient returns since there is increased productivity, an expected price in the market, and minimal loss in the fields of processing, preservation, transportation, and marketing.

People of the productive age group should get adequate opportunity, uninterrupted supply of essentials, optimum atmosphere to work in the land and industries with continuous updated scientific touch to achieve the maximum productivity in the form of grains and materials. Money and paper are the modes of transaction and are not the direct indicators of growth.

Reader: Why did he write this book?

Author: By the end of my internship I started thinking that ‘when is the end for these health problems (Since I was working only inside the hospital)? Why people are unable to pay the bills? When this long Q is going to decrease? …’ Most of the problems that were seen were related to infections, nutritional deficiencies, accidents, and others.

My next thought was why these health problems exist? For an infectious disease the aetiology depends on three factors- the agent, the host, and the environment. The infectious agent may be transmitted within the house due to overcrowding, poor ventilation, malnutrition with decreased immunity, poor housing, or, outside the house like over crowded market, over crowded bus, unhygienic marketing place, or, other causes like poor water supply systems, unhygienic food habits, lack of knowledge related to the hygiene, improper waste disposal, improper drainage system, air pollution and so on.

The nutritional deficiency diseases may be due to lack of purchasing capacity of the people for fruits, vegetables, dhal (may not be for cereals), unscientific cooking techniques, lack of awareness of the importance of different food items and others.

Accidents may be due to poor road systems, overworked in driving and others.

If I start listing all the aetiology in this way, it is not going to end in a short time, so, I will stop the list for the time being.

Then, I started thinking why these things are happenings? The answers to these thoughts were - there is decreased earnings compared to the expense, lack of awareness due to lack of education and rarely ignorance.

My next thought was, ‘Is these people are not interested in earning?’ The answer to this is that the people are interested in earning. But still why they are not earning adequately? Earning comes from where and how? The earning comes from the profession or the work on which they depend. The next question becomes, to what profession the people belong to? Farmers, factory workers, government employ or the non government employ or others.

Why farmers are not getting good earning or sometimes why they will land up in loss? Is there defects in the seed supplied, not getting adequate irrigation, not able to maintain the adequate nutrition of the soil due to improper manure supply, not getting adequate price for the crop that they grow, loss of the agricultural product due to improper storage technology? Who is responsible for all these losses? Is it not possible to solve all these problems?

If we take the scenario of the factory, is the employs of the factory are well paid, is the raw material supply to the factory is optimum and constant, is the market for the factory items is good, if the factory produces items of high quality with high cost what is the response of the people?

If we take the government or the non government employ, are they happy with whatever salary they are getting, is it possible to lead the life only with salary without taking any bribe, if a government employ lives only with the salary with the present market values without any other resources and leading a highly rewarding life and becoming eligible for multiple awards, but at the same time what is going to happen to the position and situation in the family and the people belonging to him like his old parents, wife and children, is the facilities given are adequate, are they over or under worked, is this corruption is going to stop or not ?

I was travelling from ‘Mysore to Ramapura’ or ‘Ramapura to Mysore’ during my pre university and degree education during vacations, by bus. Most of the time the bus was packed with people and no space for the air to peep inside, and people were travelling by hanging at the door. I was thinking why there is so much of crowd in the bus? Is the buses’ moving are not sufficient? – Indirectly, these are the indicators of poverty.

And many a times suddenly the buses used to stop in the middle of the travel or change the path and they used to tell the passengers that there is some road block by the people because ‘Kaveri Strike’ is going on.

During our high school days Saturday and Sunday are meant for filling the water to the house tank, we used to go for half to one kilometre from the house to get the water from the wells and bore wells and it was routine for us. Between 1980 to 1990, there was a big process going on in my house and in my grandmother’s house that was digging wells in the farms and putting bore wells at the bottom of the wells expecting some water to come and most of the times it was a failure and many days following the failure were sad days. I had seen from my eyes some of the families crying and starving following failures in bore well. When I saw some pictures of flood or the sea in the news paper, I used to think how come there is so much of water at some places and water scarcity in my place and why people are quarrelling so much for water and these questions remained as questions and there was no solution in my mind at that time.

The thoughts started passing in this way and at the same time my mind was started telling that, there is a solution for all these aetiologies as the day’s progresses. At this juncture my mind was thinking about the problems in one area and the solutions for these problems in another area, the next area in my mind started questioning me that ‘what is the use if these thought are died with me?’ So, what to do for this? Was the big question stood in front of me? And I was helpless at that stage.

My mind started thinking, If you continue to work as a doctor and start seeing the patient throughout the day and night, I may be seeing 150 to 200 patients per day for the next 60 to 70 years, but is this sufferings and the number is going to decrease at least after this period? The answer given by the same brain was - NO, Not at all.

My next thought was, If, I became a politician? May be possible to solve the problems to a certain extent if all may party members’ supports me without expecting any returns? Who will elect me by analyzing my thoughts which is present inside my opaque skull? – The same brain started telling that – it is an uncertain possibility.

My next thought was to become an IAS officer. Which was somewhat a strong thought and I started collecting information regarding the Civil Service Examination/IAS exams. It was in the middle of my internship, myself and one of my close friend during my MBBS days Dr. Kiran kumar, he was basically from Tumkur, who was also very much interested in taking civil service examination went and purchased the general studies book for taking civil service exams. In the month of February, 1996, when I was doing my rural postings under the department of community medicine I met Mr. Shivanand kapse, who came and stayed at Vivekananda Girijana Kalyana Kendra (Started by Dr. Sudarshan) in Biligiri Rangana Hills, Yelandur taluk, Chamarajanagar district, Karnataka who was cleared his Civil service / IAS preliminary exams provided me many information related to civil

service exams.

In Feb 1996, I met Dr. Srinivasan, Psychiatrist, NIMHANS, Bangalore, who was periodically coming to B. R. Hills for conducting Psychiatry camp at VGKK, BR Hills, and at Karuna trust, Yelandur. One day at Yelandur, Dr. Srinivasan asked me in which field are you interested? I said ‘I wanted to become an IAS officer’, then he asked me ‘but why?’, I said ‘if we make some changes in the socioeconomic status of the people, then we will not see so many patients as we see today in this camp [The camp

was conducted periodically by Karuna trust at Yelandur started by Dr. Sudarshan with the help of Government of Karnataka and NIMHANS for the patients of psychiatry (usual consultant was Dr. Srinivasan), and also for the patients of tuberculosis under National Tuberculosis Control Programme – NTCP (Usual consultant was Dr. Sridhar, who was a consultant paediatrician working at VGKK, BR Hills, basically from Chennai) ]. Dr. Srinivasan said ‘Dr. Shivu, mostly you are attracted by the good car with the red light on the top with police jeep in the front and the power you think that they have made you to aspire to become an IAS officer, and you cannot achieve anything in that field because they are all under the strong influence of the politicians, they cannot do anything independently even though their thoughts are good, and I think we can serve better in our field itself’. I became quiet, this made me to think still deeper in to the real situation of the nation, I felt, whatever the ambition that was present in my mind like eradicating poverty and making India a developed country is not simple task, but it is complex. But I did not stop thinking about the nation. May be because of the morning school prayer, reading many books of Mahatma Gandhi and freedom fights, Sunday supplementary news papers with the various national leaders with their struggle to construct a better India, many lovely articles with loving people of India, the stories of the temples and rivers, the stories of the generosity of the people of India made me to love my nation to a greater extent.

But my future was also important for me for the survival of myself at that time. And at the end of my internship I had a discussion with my parents telling that ‘you give me some time for me, before I start working as a doctor, It is better if I take the competitive exams and the entrance exam for post graduation, for which I need the support from you as I am not going work right now’.

But, my father was already exhausted, there was about Rs 50000 of loan with interest growing for my family, and they were planning to sell the 3 acre of dry land which was present at Changadharahally, near Ramapura. That time they said ‘you read, we are happy, but we are not able to support you any more, you earn and read, we don’t mind but, we are unable to supply any more money to you’.

This is the situation we see in most of the families of India and which says the story of the socioeconomic status of the middle class government salaried families of India. During this period I was little familiar to our JSS Swamiji, he had seen me many times in our village functions, college functions, hostel functions - me giving speeches, carrying master of ceremony talks, working as a volunteer in various exhibitions conducted by JSS Medical college at Suttur, Mysore, Saragur, Chamarajanar and others. Many of my friends suggested that if we get a job in the medical college we get ample time for reading and we can use the college library for the sake of reference. But the next question is where to stay, I decided to get a quarter which was present next to the medical college. Some of the people of the medical college office said, ‘if Swamiji puts a word you will get the quarter easily’. So, I went to mutt and met Swamiji and he asked me what are you doing? I said ‘few days ago I completed my Internship, I am planning to join as a tutor in the medical college, and I require a quarter also. ‘Are you not appeared for the interview ‘- Swamiji asked me. I said ‘No’ (In the month of Feb1996 first round of interview for tutors and residents for JSS MC, was done when I was working at BR Hills and I was not aware of it until I reach Mysore after the completion of my rural posting). Swamiji received my application and said to come after one week and after one week he said to meet Sri. Shiva kumara swamiji, who was the Honourable secretary to Swamiji and he said to stay at JSS children’s hostel at Saraswathipuram, Mysore and to work at JSS medical college, I

was also given a part time work of teaching at JSS CPEd college. Thus, the full time preparations for my entrance and for competitive exams were not achieved by me.

Mean while, I requested Swamiji to give one PG seat in his college and it was not fulfilled. Later, I decided to work hard and get a PG seat by studying for full time, during that period the money was provided by my parents with difficulty, because, I had no job in my hand, I gave resignation to the tutor post in the medical college and I moved away from the hostel and taken a rented house. I could feel that my parents were supplying the money with difficulty, we had difficulty in getting the gas cylinders, and many difficulties related to finance and ultimately decided to move out from the Mysore and I started a clinic at my village and simultaneously reading for the entrance.

I had a clinic at Gopishettyour for one year between 1998 to 1999, I was not earning better in the clinic and later, one of my classmate Dr. Deepak from Tarikere, Chikkamagalore district took me to Holy cross hospital, Kamagere, Kollegal taluk and I started working like a Resident doctor for two years and the work at hospital was little busy with less time available for reading and all my ambitions were stayed status. During November 2001 my father received a phone call from Sri. Manjunath, Honarable secretary, JSS MVP telling that ‘there is a seat vacant and to come and meet them’. I went and met him; he gave me, Diploma in Paediatrics as per the instruction given by Swamiji. Since, Medical Council of India does not recommend diploma holders in medical college as teaching faculty and even if the diploma holder joins the medical college, he will not be given any promotion till he gets master degree; again I moved to the same Holy Cross hospital as a paediatric consultant and started working there. Now I started getting some money in my hand and some time to think on my old ambition of making my nation a developed nation.

I was married and I had a baby boy by this time, I shifted my family to Holy cross hospital quarters by Jan 2004, we started staying together 4 years after our marriage. This happens in most of the families of India due to various reasons and we are late in many aspects like late to get the seat, late to get the job, late to settle in the life, late to marriage and late to stay together and basic purpose of the God’s creations are violated many a times may be because of our socio economic status. Initial few months I was forced to fulfil the basic requirements of the family like utensils, mixer, grinder, TV, fridge, and others.

3.3My efforts to achieve my vision for the nation.In all these period I started entering my ideas in a 200 pages long note book, whatever I had written in the note book was typed by my wife in the hospital library computer at Holy cross hospital, kamagere and few pages were also typed by Smt. Bhagya, Office staff, Holy Cross School of Nursing. Kamagere.

I prepared a small booklet with the spiral binding by name ‘A different approach towards Indian problems 2004’.

I took that book to our MLA at that time Smt. Parimala Nagappa and told her that ‘if, we make these changes in our society, we can eradicate poverty, and we can make our country a developed nation’. Madam said ‘Please, discuss this, once with district commissioner’.

Then I went to chamarajanagar and met the district commissioner Sri. Harshagupta and gave one copy and explained the same and he said ‘I will go through this book; you come and meet me in the next week’. I went to the district commissioner again after a week, that time he said ‘Dr. Shivu, It is possible, if you suggest some changes in the district to do, but for your aim you need to contact the officials at the national level, I may not be able to send your proposals officially’.

I gave one hard copy of the same to our Swamiji, he said ‘he will go through it’. Later as I was discussing this with some of known people like Sri. Jadeswamanna of Kamagere, and Sri. Puttaraju of Mangala, Kollegal taluk, they said ‘in the government set up, if you want to do some work, you need to meet them personally otherwise nothing will move’.

Mean while, I was preparing another book ‘In the path of making India a developed country’ with some more idea’s added to the previous book, that I had prepared previously. During this period, I had seen a paper add given by ‘Lok sabha, New Delhi, regarding Interlinking Rivers, on 8.6.2005, page no.9, Vijayakarnataka Kannada daily news paper’ and as per the advertisement given by the Lok sabha, I sent my book to ‘Sri. Sambashivarao, MP. Vice president, standing committee on water resources, no.152, 1st floor, Parliament House annexes, New Delhi – 110001’.

On 16.8.2005, I met Sri. Rajashekaramurthy, Member of Parliament and explained my views to make our nation a developed nation and about the Reticular Canal System, after having a discussion he gave a recommendation letter to the standing committee on water resources for considering my project for discussion.

On the same day I also met Sri. M. V. Rajashekaran, Minister of state for Planning, GOI, he said give the details for consideration and I provided the same. In September 2005, I received a letter from Sri. M. V. Rajashekaran, mentioning that he had a discussion with one of the concerned adviser in the planning commission of India and he also mentioned that to come to Planning commission of India and to have a discussion with his adviser. As per his guidance I went to Planning commission of India, Delhi, and met Sri. Shekaran, adviser for Irrigation at Planning commission of India and I had a discussion with him on 14.11.2005. He told ‘there are lot of work has been done and it is difficult to change all the plans and it is not a simple project, I alone cannot do anything, I will try to arrange a meeting with all the concerned minister and try to do the needful’, he also shown me the plan that was already existed in his office. I told ‘Sir, There is no continuity between the different canals, which is planned, so, with this plan southern part of India will not get irrigation from the continuously flowing northern rivers’. And the discussion was ended there, and it was not progressed.

On 5.1.2006, I received a telegram from ‘Sri. P. V. L. N. Murthy, undersecretary, Room. No. 609, sixth floor, Parliament house annexe, New Delhi -110001’ stating ‘to attend in front of the Parliamentary standing Committee on water resources for oral evidence on the subject ‘interlinking of rivers’ on 18-01-2006 at 17.30hours’. So, I attendant in front of the committee and gave my oral evidence on the said date at parliament house annexe. The committee appreciated my work and Sri. Sambashivarao, MP. Vice president, standing committee on water resources, said ‘to prepare a detailed study only on Interlinking of Rivers and we will call you again for further discussion’. I came back from Delhi and started writing the details regarding the new system of Irrigation for Interlinking Rivers called ‘Reticular Canal System’. The book was ready by the first week of August 2006, and I posted copies to the Standing committee on water resources, President of India, Prime minister of India and to the Planning commission of India.

By the third week of August 2006, I received a phone call from the Rastrapathi Bhavan by Sri. Malhothra, Secretary to the ‘President of India, Sri. A. P. J. Abdul Kalam’, telling that ‘the president has read your books, and he appreciated your work, he will be forwarding your book to the central ministry of irrigation for further action’. I was happy after receiving the phone call from the president’s office and I was waiting for the reply from the Ministry of water resources.

And in the month of January 2007, I received the reply and the contents of the letter are as follows:

Shivu, MBBS, DCH, Ramapura post, Kollegal Taluk, Chamarajanagar District, Karnataka, PIN-571444. Sub: Implementation of project called “Reticular Canal System for Inter linking Indian Rivers” regarding. Sir, please refer to letter dated 8.8.2006 addressed to President of India and Prime Minister on the subject cited above. The report has been examined and it is felt that proposal of Reticular Canal System using rivers as natural channels and further carrying water through interconnected water courses as Primary, Secondary and Tertiary channels has been conceptualized as a goal of Social work to eliminate poverty and get a goal of equal land income from any land situated anywhere in India. The technical details of project are incomplete but the basic concept of proposal is visualized without having any detailed study of geology and geography of vast land of the country and river regime; and lacks in basic tenant of hydrology and engineering analysis. Manual on Reticular Canal System for Interlinking Indian Rivers, project called ‘In the path of making India a developed country” and CD of that project are returned herewith. Let us think about the letter.

With this letter my project and the proposals were refused and my books were posted back to me. I appreciate the work of reading done by the top officials and they are very practical in thinking with the present situation existing in India. The truth is, I have not assured them, “that whatever my goals mentioned in the project which was sent to them, like ‘Eliminating the Poverty’ and ‘the goal of equal land income from any land situated anywhere in India’ will be achieved in seconds.”

It is an ultimate aim or the goal to establish the equality in the people in terms of economy, equal education opportunity, equal job opportunity, equal facility, and thus to prevent migration with better productivity at the places or the villages where ever they stay. Increased productivity increases the individual economy and which in turn improves the national economy. And this we have to achieve over a period of time by listing ‘all the causes for poverty’ and ‘all the causes of land un equality in terms of productivity’ that is existing in the present situation and by solving the same one after the other. The solution for each cause, when it is practically applied on the society may take many years to achieve depending upon the velocity of our practical activity. If we don’t have the courage to achieve something new, if we are lazy in our process of thinking, if we don’t have the power to visualize the things inside our mind then this project looks impossible to achieve.

For example the land cost of per square feet of land in one of the remote village may be nil, and the government may give free authorization of land owner ship in the that village or may collect nominal fee or which may cost between 50 to 100 rupees per square feet. At the same time, if, we look at

the cost of the land in South Mumbai which ranges between 10000 to 15000 rupees per square feet of land, or in south east Delhi which ranges between 8000 to 9000 rupees per square feet of land, or in Central Bangalore which ranges between 8000 to 9000 rupees per square feet of land.

Few questions which we need to think at this point are- Why people are paying so high money in some places and at the same time why the land values are very low at some other places? Why and how people invest so much of money at some places and how did they get back their investment? Why people are attracted to certain places? What are the factors that influence the people to pay so much of high money in some places? And so on.

If these questions are answered, and the contents of the answers are achieved in all the villages, then the people will not move from the village to cities and the demand in the cities will decrease, and the cost of the land in the urban areas decreases.

But, how each village’s infrastructure can become ‘more than a city’ with shopping malls, restaurants, good schools, entertainment parks, movie parks, sports complexes? This is possible only when the economy of the people of the village increases, as the people in the village are also start using such facilities and the increased economy are used in a proper way. Economy of the people in the village increases when there is revolution in the field they work. If a village is dependent on agriculture then we need to assess why some of the agriculture lands are costing more and some lands are costing less. The causes are related to irrigation, the type of the soil, rain, method of agriculture, nearby market for the sale of the agricultural products and so on. And each problem can be tackled in a coordinated fashion, and it is not a big problem to convert the dry land to irrigated land, identifying the deficient nutrition and supplementing the same, identifying the suitable crop for the soil, adopting scientific way of agriculture in a large scale and others. Only thing is, all of us have to make our mind to achieve these goals. The sad thing is, our leaders, and the people at the top are lacking courage and vision to achieve something new.

The next sentence written in the letter is ‘The technical details of project are incomplete but the basic concept of proposal is visualized without having any detailed study of geology and geography of vast land of the country and river regime; and lacks in basic tenant of hydrology and engineering analysis’. I accept the fact that the technical details written in the book sent to them was incomplete, and I also tell the another truth that, whatever the technology that I am writing in this book is also ‘incomplete’ and we can develop the complete techniques necessary for ‘interlinking of rivers’ only when all of us sit together and work, like scientist in physics, hydrology, geology, geography, computer science, sensor technology, automobiles and other necessary allied subjects. I alone cannot work in all these fields, I am a normal human, and I don’t have the complete knowledge of all these fields. It is also not possible by any one person in any one field of any calibre to develop all the technology without the help of the allied specialties, then how I alone can give the complete details of all the technology and thus it is incomplete. But who is going to create a platform for all of us to sit together and work is the question and that has to be done by the government.

The other point of the same sentence is the ‘detailed study of the geology and geography of the vast land India’. I wanted to ask one question, that is - is it possible to evaluate every square centimetre of the land with geology till the central point of the core of the earth below and the air on the top? If it is already done, where are those information’s are available? Is it necessary to study all those

details to interlink rivers? In this process, our life will end only in the name of ‘study’ and we will never achieve the goal that we are targeting? How this is possible only by me without the support of the concerned department giving details to me? And I have clearly mentioned the points in geography necessary for interlinking the rivers in the book sent to them and about the procedure of the survey to get those details related to interlink the rivers. They are as follows: ‘the course of the river with their curvatures at every unit distance, their level above the mean sea level at the every corresponding unit distance, the flow of water in cubic meters per second in different seasons and variations with rain at corresponding unit distance, with the land marking installed exactly at the sites all along the course of the river at every unit distance for our action at each step’. Where these data’s and details are are available? This requires on the spot survey and land marking to create the canals, because the filling point should always be higher than the level of the draining point in case of flow based canal and the levels should be the same in case of water level based canal system. Who is going to sponsor for this survey and installation of the land mark. Who is going to construct the factory for creation of the instruments for the survey in large scale, so that all the necessary water pathways can be surveyed simultaneously? Otherwise this work will not be completed in this generation. All these things should have been thought by the top people before they come to the conclusion and writing the sentence in the letter like ‘Manual on Reticular Canal System for Interlinking Indian Rivers, project called ‘In the path of making India a developed country” and CD of that project are returned herewith’.

They may be visualizing the basic concept of my proposal as it is mentioned in the letter. When, how, what for, and how that visualization is going to make our nation a developed one is the question. They may not be visualizing as I am visualizing and thinking, and it is a sad thing to see that, if somebody in the top comes to a conclusion then that becomes the final decision, and I feel, it is always good to have discussions, extract the subject from the person who comes out with some innovative ideas and make him to work if his innovative ideas are useful to the nation.

I have a strong opinion on my views, that this book is going to bring development in the nation, only thing is, it need to reach the people and if all the people make their mind to go with this work, then I may get the opportunity to do this work. So, I am releasing this book in front of the people to take a decision and if all the people of India want it, then it will have its course.

All the people of the world can read this book and if it is useful to any part of the world then they can use it, and I am happy to see a world without poverty, all having good food, living in good houses and being healthy.
