SPECIAL REPORT FOR THE EU CIVIL SOCIETY FORUM FOR HIV/AIDS (CSF)

For period: September - November 2014.

Serbia goes in the category of countries with low prevalence of HIV infection and the epidemic is under control thanks to

donation of 40 milion dollars from Global fond for establishing decentralised sustainable service and prevention of HIV,

support, care and treatment for persons who live with, are affected by, or vulnerable from HIV/AIDS, HCV/HBV, TB and PPI,

with participation and empowerment of their families and friends in the social process.

The current program for support PLHIV has helped to reinforce and get together around common needs, but associations are

not managed to ensure sustainability minimum package services and space for the work with the customers and carry out daily

activities. Model of co-operation of health care institutions and PLHIV should be able to enable sustainable development

national program for HIV and co-infections including the prevention, diagnosis and universal access to health institutions, joint

possibility for obtaining medicines, in co-operation with other countries1, using tools developed during implementation of the

program HP 2008-2013, Equity action2 and Action for health3.

Institute for Public Health Batut and the National Office for HIV/AIDS in the beginning of the year of 2014. started the process

of creating an action plan for the period to year of 2015. on the basis of recommendations in accordance with GAP analysis

and goals of Strategy for HIV and AIDS 2011-2015 respiratory infection and National M & E plan for HIV (2011-2015). Main

outcomes of held Consensus conference echoed with PLHIV community needs and have key interventions/services in order to

enable further success and a comprehensive response to HIV in Serbia. Defined measures include:

Voluntary and confidential consulting and testing for HIV in the field conditions;

The program of reduceing damage among drug users;

Field work and mobile medical units to work with populations under increased risk of HIV;

Centers for support (drop-in centers) for populations under increased risk of HIV;

The program of care and support for PLHIV through model "positive prevention" aims to increase self-confidence, a sense

of competence for PLHIV and the ability to protect their health and avoid the transfer of infection to another4 with PLHIV5

involvement and participation in the creation of health and social policy, decision-making processes and implementation

procedures that are related to HIV prevention, treatment and empowerment in order to enable smooth and continuous

implementation of programs care and support for persons living with HIV.

AS Center conducted the process of informing and activities on the basis of mandates and assumed membership in National

Convention NKEU for monitoring of the accession with the EU on Consumer Protection and Public Health, National Council

for monitoring the implementation of projects in the field of HIV/AIDS, TB, malaria CCM, Board directors of Union of PLHIV

Context

Union of organizations of Serbia which are engaged in protecting persons who are living with HIV/AIDS (USOP) has a range

of skills and competencies for representation and work on better information, defining priorities and models for support of

PLHIV. Associations of PLHIV launched a dialog with the aim of creating joint system sustainability, and service support for

the period 2015-2020, with the tendency to further professional development, which demands the following measures:

Establishing the forum OCD for HIV/AIDS (CSF) Serbia, as well as representative bodies of the largest networks and civil

society organizations, with aim to make it easier for persons who live with, or are affected by the edges on HIV/AIDS, their

parents and friends, to participate in development processes in national and European policy and implementation of European

projects, the exchange of information, recommendations, and policy experiences with creators, European institutions, interested

parties, EU members of civil society forum for HIV/AIDS (CSF), Members of the board of EU HIV/AIDS Think Tank forum

comprising representatives of the member states and EU countries in the region, with participation of EU presidency group

therapy for AIDS (EATG) and AAE EU AIDS network.

Forum of civil society organizations for HIV/AIDS (CSF) Serbia would have task to work on establishment of co-operation,

capacity building of institutions and organizations and supporting the Ministry of Health, the Ministry of Labor and Social

Policy, Trustee for the protection of equality, Protector of Citizens, The Ministry youth and sports and other interested parties

in the implementation, monitoring and evaluation of national response to HIV, so that their activities would be directed at the

following activities:

To initiate the adoption of regulations which would have contributed to that counselling and testing are much more

available to citizens who are more vulnerable to HIV, in order to be advised that a greater number should be tested, and thus

learned about their HIV status. Early knowing of HIV status has great importance to the individual, and the collective level.

It helps us to live more responsibly, more productive and fulfilled, and positive results in the case allows us to start the

therapy in time which will prevent the emergence of AIDS.

To ensure the availability and new generic medications, because since 1998, or since the introduction of highly active

combined antiretroviral therapy in treatment of HIV infection in the Republic of Serbia, are registred twice as less infected

and triple less of those who died from AIDS. All the World researches cited in this area shows that antiretroviral therapy

(HAART) is not only to improve the quality of life of PLHIV, but also reduces probability of transmission of viruses for 96

%. We can end an epidemic, but only if we are convinced that people have access to care and treatment. Unfortunately this

approach, including access to HAART, is reduced.

To ensure a comprehensive resocialization, which includes medical, legal, psychological support, as well as professional

empowerment and participation of PLHIV, setting co-ordinators from existing PLHIV organizations in five municipal Bus

centers (Novi Sad, Nis, Pancevo, Belgrade and Subotica), who has duty of defineing standards of work and competencies

in order to responsible, professional and timely performed advocacy, lobbying and advocacy at the local level in

consultation, training and the provision of services, using internet technology, as well as a unique concept during which

develop mechanisms delegation and define functions and responsibilities that are related to the development,

implementation and monitoring of national and local strategies, action plans and development projects and programs.

To increase visibility and impact of PLHIV on decision-makeing in Serbia and the EU, involve PLHIV in the decision-

making process in the local community, and that they are capable, they have strong information, methodological and

qualified resources for representing the interests and protection of their civil rights and freedoms, to directly and

continuously monitor the implementation activities in co-operation with its partner organizations and networks; that through

innovative forms of entrepreneurship education gain knowledge and skills that allow them to start or improve their own

business, the positive impact on improving socio-economic situation in the local and regional community.

To establish a national day dedicated to persons who have HIV to increase visibility. The initiative has received support

from protector of gender equality for Republic of Serbia and has been published in the regular annual report for 2013. That

was presented to National Assembly of the Republic of Serbia. The initiative is in line with good practice example in the

United States of America and the goals of signed Memorandum of Co-operation that is supported by 15 civil society

organizations from Serbia.

Support to political commitment to fight against HIV and review implementation of Dablin declaration in all segments.

Implementation of Resolution 1997 adopted in may 2014. by the Parliamentary Assembly of the Council of Europe: 'The

migrants and refugees in the fight against AIDS', which provides for programs to ensure an appropriate services for migrants

with HIV, and in particular: 9.1 - regarding legal measures,9.2.- access to testing, treatment and preventive measures,9.3. -

in connection with the policy measures.

Implemented Activities:

Activity 1: Transparent information and communication of stakeholders

Task 1: The process of informing has been launched and gathering of stakeholders and key actors to support the idea of

getting transparent and high quality information on EK initiatives in domain of health at the level of the EU and the countries

in the environment, and creating a space that allows joint actions for HIV and the reduction of harmful effects in Serbia

with the active participation individuals who have HIV/AIDS, HCV or TB in the creation and implementation of new

policies, not only in Serbia, but at the European level, with a mission to unite civil society which will work together to

influence policy HIV and to encourage more effective response to HIV.

Result 1: Forwarded to correspondence and petition to initiate a meeting to address on 22 key actors at the national level

in field of health and international co-operation:

Outcome 1: Established electronic communication with UNAIDS office in Serbia.

Exchange of information lead to meetings at which previous participants in the national response to HIV have looked

into further directions of action on prevention of HIV, TB, HCV and other PPI, as well as improving the quality of life

for persons with this infections.

Established electronic communication and obtained a response from President Boris Kovacic, member of National

Council for monitoring and implementation of the projects and the article GFATM provincial commission for

HIV/AIDS.

Established electronic communication and obtained a response in a telephone conversation with Nevena Ciric, member

of CCM and the Republican commission for HIV/AIDS, TB, HCV, that information on the initiatives in the field EC

health forward boards in which represents the interests of PLHIV.

Follow up 1: Thanks to awareness raising of key structures in the Republic of Serbia, agreed on the meeting with the

Ministry of Health 09.05.2014. (comprehensive report was distributed in the attachment). Key outcomes meeting should

contribute to improve the quality of life and social position for the population of PLHIV, the persons who live with hepatitis,

tuberculosis and other sexually transmitted diseases. This means that our joint work from this moment is focused on initial

area and results which will be defined in co-operation with the Ministry of Health.

Activity 2: Meeting in UNAIDS office

Task 2: Initiated meeting with previous partners on the basis of established communication and distributed Circulars with

the aim to consider organizing a large national meeting of interested parties.

Result 2: Meeting was held in UNAIDS, where Dr. Dragoslav Popovic, the project manager on United Nations thematic

group for HIV/AIDS (UNTG/UNAIDS/UNDP) in Serbia was informed that the European Commission's decided6 and then

adopted action plan7 in addition to information for 20148, with the goal to promote health as a constituent part of stack,

sustainable, inclusive growth and support activities of the member states and neighboring countries in the area of health.

Outcome 2: Established communication with Carlo Boras, director of Youth JAZAS from Belgrade, Elena Maksimovic,

Secretary Council for monitoring GFATM project, and Dr. Danijela Urosevic, from sector for EU Integration MOH.

Follow up 2: AS center will continue to follow the work of Ministry of Health in areas of co-operation with the EU as well

as to represent the interests and people who are living with HIV/AIDS- led in co-operation with all organizations and

institutions that evaluate its commitment of AS Center as well as organizations which brings together people who are living

with HIV/AIDS. And the organized peer-to-peer level provides social services for its members and customers who are not

members of the organization.

Activity 3: Meeting in the cabinet Minister of Health

Task 3: Meeting with the Ministry of Health of Republic of Serbia, on the basis Leigh from 08.28.2014. electronic

documents, was scheduled, and subsequently forwarded to Applicant at the address cabinet of the Minister of Health,

09.03.2014. The meeting was initiated in order to update the Ministry of Health with EC initiatives and the results held on

19-th meeting EU CSF for HIV/AIDS9, as well as with parallel meeting EU HIV/AIDS think tank10, be more sensitive

forum, in Luxembourg from 08 to 10. July 2014.

Result 3: Meeting of initiative EK for lobbying for public health in the EU in connection with HIV/AIDS with high-

response counselor and representative of the Ministry of health, prof. Dr Dragan Jovanovic was held on 09.05.2014, at

13:30 pm, in Nemanjina 26, floor 5, Office 20, in Belgrade with the participation of representatives of AS Center: advisor

for development projects Drazen Zacero, program co-ordinator Nemanja Gojkovic and special pedagogue Ljiljana

Markovic, professional associate for psychology counseling.

Outcome 3: Meeting for lobbying in which are presented initiatives and importance of participation in joint actions on

HIV/AIDS, and reducing damage and participation in public health programs.

Senior adviser to the Minister, on behalf of the Ministry has shown great enthusiasm for co-operation with the EU and

has pledged full support for AS Center as a member of CSF on HIV/AIDS, which was formed by EC, however

department of the Ministry made some changes in human resource management after our government's budget

rationalization. It is considered that it should engage an adviser for the development project for AS Center, for

development projects for the EU funds, but it has to be checked with other decision-makers in the Ministry.

The Ministry of Health has no money to pay contribution in the amount of 150,000 euros for the participation in the

third health program 2014-2020 which is being conducted with two more parallel programs titled Health for growth

(Private elementary for Growth) and Horizon will implement year 2020, which provides an opportunity for Serbia, or

the Ministry of Health consider to participate in funding support11. In the previous years that the money was taken out

of IPA funds earmarked for Serbia. This year, it is not covered by the IPA funds because Serbia is not included health

on the list of priorities.

Follow up 3: Together with the Ministry of Health, social development programs have been started, and health care services

for PLHIV, implements AS Centar.

Development of social enterprises as well as the strategy for working therapy and the sustainability of funds for AS

Centar, as well as one of the few civil society organizations in Serbia, which provides direct social services for PLHIV,

without spending the funds in inefficient ways.

Construction of coalition organizations and institutions that are not corrupt, for project management for PLHIV.

To form a multidisciplinary council and engage organizations that must be serious, transparent, with strong capacity and

chosen by defined criteria.

Task 5: Scheduled a meeting with Sector for EU integration on the basis of the documents distributed by AS Center

Result 5: Meeting in which participated dr Danijela Urosevic , dr Irena Stanojevic in front Ministry of Health, and Drazen

Zacero, Jelena Milutinovic and Djurica Stankov, representatives from ace Center was held

Outcome 5: USOP owns space in Sremska Street in Belgrade. To initiate a meeting with PLHIV organizations in order to

agree on a joint co-operation. The goal is to create an atmosphere without to form a new alliance, the coalition or other

gathering, taking into account that many complaints were made by the USOP, and that the organization in the end of the

program GFATM other without sustainability

Follow up 5: Hold meeting with CSO PLHIV, in order to define joined use of dayroom, further steps and set roles and

responsibilities.

To do an in-depth analysis of needs, gather information and resources, and that the material used for further work PLHIV

organizations.

Correspondence goes on (Reply it all) in order to communicate proposed ideas that could be use for work and verification

activities.

Activity 6: Support for joint actions EK

Task 6: Documents that shall be served and draft letters to support that need to be filled in by interested parties are created.

Result 6: The documents and draft of letter of support are forwarded to addresses of interested parties. Support and calls

were received: all of the bodies, all ministers and president of Serbia, all EU health ministers, countries in the environment

and health ministers Asia, all the relevant institutions UN agency, etc,). There has been little or no clear signal and unity

PLHIV organizations. Prof. Dr. Berislav Vekic, State Secretary in the Ministry of Health noted that CSO PLHIV have firm

support for that on the basis of the proposal co-operation with representatives of the local self-government are working on

establishment of co-operation and implementation of the program support for PLHIV.

Outcome 6: Fifty three institutions (53), associations, civil society organizations and informal groups are to be given

support and responded generously in a large number of EC actions and joined together with CSO, networks and aliances

from the EU and Asia, with letter which was sent to health ministers and EU countries in the area, EC and other relevant

actors in the EU and global level:

Joint action for HIV and reducing harmful effects

Invite for EU health ministers, and the countries in the environment and the school directors pharmaceutical companies

(Abbvie, BMS, Gilead, Janssen, Merck/MSD) on universal access to treatment of Hepatitis C.

Invite for health ministry officials and EU neighboring countries to express their support for the restoration of political

commitment to fight HIV/AIDS, and for consideration of continued implementation of Dablin declaration.

Follow up 6: The Ministry of Health will provide all the necessary support in order for programs intended for CSO PLHIV

to be institucionalized. In particular, it is pointed out that CSO in its work must to establish a system of quality and

standardized services in accordance with real needs PLHIV. From the perspective EU, health in Serbia is experiencing too

big burden and is facing corruption and therefore AS Center used this space to invite European Commission to help improve

health in Serbia, due to the existence of patients and regarding vulnerable groups whose rights have been robbed, because

Serbia has a small budget for health.

Activity 7: Meeting with USOP

Task 7: Meeting with CSO PLHIV and Union Organization of Serbia which is concerned with protecting persons who are

living with HIV and AIDS (USOP)was scheduled. Nevena Ciric and Boris Kovacic gave notice in a telephone conversation

to USOP that there is no executive director, and that all CSO PLHIV due to a lack of funds and secured sustainability forced

to let the workers go. However, the current director appeared by the invitation and took over the process of organizing

meeting.

Result 7: Meeting with USOP was held on 09.24.2014. A list of participants in a meeting with USOP7 -which was attended

by PLHIV CSO except representative organizations Q-club: Boris Kovacic - Position Plus Subotica, Sandra Mancic - Sun

Nis, Vladimir Antic - V.D.The executive director USOP, Dubravka Malohodzic - Women Plus Belgrade, Goran Kljajic -

red line Novi Sad, Rajko Grestić - red line Novi Sad, Djurica Stankov - AS Center Belgrade, Nebojsa Nesic - Sun Nis,

Branislav principle - New Plus Pancevo.

Outcome 7: Opinion of members of USOP is clear. PLHIV sector already has one officially registered union, and there is

no need to create another. USOP has the capacity to continue with achieved by functional and adequate linking PLHIV

organizations, associates and organizations that deal with topic of HIV in Serbia. New meeting with USOP was scheduled

for 30.09.2014.

Follow up 7: Organization AS Center and new Plus, announced that they want to join in membership of USOP and that

they will submit the required documentation in accordance with the procedures.

Activity 8: Meeting with USOP 2 - Extraordinary assembly

Task 8: Scheduled a second meeting with CSO PLHIV and Union Organization of Serbia which is concerned with

protecting people who live with HIV/AIDS (USOP) with approval of the minutes from the last regular Assembly of USOP.

1. Adoption of the new Statute USOP and entry of new members

2. Proposals for new selection and the selection of members of the Steering Board, Supervisory Board and the agent USOP.

Result 8: Second meeting was held with USOP on 09.30.2014. in Belgrade, Mihajla Pupina 5 (premises Center for

orientation society - COD), the Union has adopted a new Statute and carried out reconstruction governing structure.

Outcome 8: The Assembly has two association membership voted in regular membership: Nova plus, from Pancevo and

AS Center, Belgrade.

Follow up 8: The Steering Committee by the end of October to hold meetings with City that would be discussed on the

continuation of funding space conditions. Should promulgate payment account and suspension of any further payment in

order to minimise costs to a minimum.

Activity 9: The meetings with the new members of the Governing Board USOP

Task 9: Initiated meeting with newly elected members of the board USOP(Center for orientation society (COD) and

arrangement of More than aid (AID+)

Result 9: The meetings were held in the premises COD-a and advocacy in which they took part: Violeta Andjelkovic and

Goran Loncar (COD), Nevena Ciric and Maja Terzic (advocacy), Nemanja Gojkovic and Djurica Stankov from AS Center.

Outcome 9: In COD was aranged establishing of communication with the leaders of city of Belgrade in order to be

considered for further use of space in USOP. For this purpose it is necessary to forward pre data for a site and control panel

email in order to get the process started, and completed lobbying , going with 30.10.2014. In association AID+, it was

agreed to move current inventory to space of AS Center until the conditions for the new space or shared use of relevant

space of USOP are posible.

Follow up 9: Going with 17.10.2014. data for access to USOP email was not handed out, and handover of inventories

wasn’t conducted, so the process of negotiations with the leaders of City of Belgrade was disabled. The handover is

scheduled for 23.10.2014.

Activity 10: CSO model of co-operation with the health care institutions

Task 10: Information necessary for evaluation previous activities and analysis needs further work was collected

Result 10: Only data from the Association of Zena+ was was submitted

Outcome 10: 1. On the basis of created and adopted model of PLHIV CSO co-operation with the health care institutions,

implementing the program to support for PLHIV in health care system, social and legal protection which concrete outcomes:

1.1. Institutionalizing PLHIV associations in Serbia contributes to reduction of the number of new cases of infections,

improves quality of life and reduced stigma and discrimination toward PLHIV.

1.1.1. Model of PLHIV associations of friendly co-operation with the health care institutions

1.1.2. Guidelines for the provision of social services in PLHIV associations,

1.1.3. Procedures for establishing a PLHIV co-ordinator in the local self-government

1.1.4. Quality System in PLHIV associations

1.1.5. Standards of services for PLHIV in the national response to HIV

1.1.6. Guide for forming a CSO forum for HIV/AIDS in the republic Serbia

1.1.7. Procedures for forming a multidisciplinary body monitoring program intended for PLHIV

1.1.8. PLHIV CSO Model communication with institutions

1.1.9. Plan for the monitoring and evaluation program of support for PLHIV

1.1.10.. Reporting procedures and decisiones of the program intended for PLHIV

Follow up 10: Support for PLHIV in health care system, social, legal protection still in Serbia is not adequately prescribed

according to needs of population itself. Therefore, we need to form a multidiscipline network organization, both the civil

and governmental sector, which will have a role for monitoring and evaluation of programs, in order to enable PLHIV basic

package of services which would be influenced by the better quality of life (the availability of medical treatment and therapy,

the availability of HIV testing, assistance in achieving health, social and legal protection, as well as psychological support

and professional support with the help of informal education which increases chances in the labor market and education in

the field of healthy lifestyles). In this case the Ministry of Health will give a recommendation for the establishment of this

service and thus the support for the realization of such a program.

Next step: Establishment of Balkan Forum of CSO (CSF) for improvement of the position of PLHIV12 in Serbia and

Western Balkan countries (Plans to contribute PLHIV CSO to policy development on European level):

The main motive of our participation is to contribute to improving the quality of life and social status of persons with HIV

infection or AIDS, their families and friends, through their dedicated and responsible, active participation in the systematic

process of creating, adopting, planning measures, implementation of activities, evaluation of the results and implementation

of new programs and policies in all segments of the community and all levels of management. Political reforms set in the

center of the current transition, reinforced the prospect of Euro-Atlantic integration and the accession of the Serbia in the

EU, provides political momentum for influence, lobbying and advocacy for the development and implementation of relevant

laws and procedures on the rights of PLHIV. This context creates a real opportunity and the chance to stand up for change

disturbing the position, taking into account the real needs of PLHIV in Serbia and the region for social policy reforms and

decentralization of social services.

Organisation PLHIV will involve other HIV/AIDS organisations in the country:

Initiating the creation of a common institutional framework for inter-agency co-operation and participation in the process

of establishing and maintaining institutional cross-sectoral dialogue13 between the public, private and CSO14 sector,

The establishment of modern Internet technologies in business, improve communication and better cooperation among

people with HIV, civil society organizations and the community at large;

Organizing various activities such as panel discussions, roundtables, workshops, debates, conferences, seminars,

festivals, exhibitions, concerts, Summit, tours, theme nights, study visits and exchanges, in order to affirm the civil

society, inter-sectoral cooperation and participation people living with HIV in society;

Media promotion of inter-sectoral cooperation and transparent implementation of other activities that contribute to

achieving the objectives of GIPA Principle;

Lobbying, advocacy, advocacy rights of people with HIV and initiating the establishment of a national day dedicated to

people living with HIV infection and AIDS, which contributes to increasing the visibility of people with HIV.

- And finally developed and sustainable one stop shop services for PLHIV.
