What is community development?
✦ That blight is eliminated.
✦ That the community is improved without displacing its residents.
✦ That job creation is recognized as being the most important catalyst for change.
The PAC’s three fundamental community development objectives:

What is blight?
✦ Deterioration of site or other improvements
✦ Inadequate street layout, parking facilities, roadways
✦ Stagnated/declining assessed values
✦ Faulty lot layout (size/adequacy/accessibility/ usefulness)
✦ Unsanitary or unsafe conditions
✦ Inadequate and outdated building density patterns
✦ Higher vacancy rates (residential and commercial)
✦ Higher incidence of crime in the area
✦ A greater number of violations - Florida Building Code
✦ Defective/unusual conditions of title – Development Impediment
