2.1. The Livestock Sector Development • Livestock Sector is 56% of Agri. Sector which in turn is 21%

contributor of GDP; its one component i.e. milk is larger than all cash crops

• 35-40 M Families are directly involved in Primary Livestock production systems, out of which 90% are landless farmers

• 1st Livestock & Dairy Development Policy in history prepared with consultation of all stakeholders (Annex-F)

2.3. Electricity/Energy Management

• Energy Audit of LMPC with cost savings • Installation of largest Bio-gas plants at LMPC at

Shahpur Kanjran, enabling recycling of waste material which was removed with huge cost

• 9211 system used electricity, causing pollution which is neutralized by only 8.9 Trees in comparison with conventional computer based system requiring 5658 Trees

2.4. Investment Friendliness • All L&DD Farms Revamped– Dera Rakh Chahal, Lahore closed; land Handed over to Higher Education Department for

Knowledge City– No. of animals rationalized, suitable for research – Replacement of farm animals with proven good quality breeds & natural habitats

implemented – Inbreeding stopped; SOPs devised for 1st time regarding Feeding, management, milking,

calf rearing, housing, castration, dehorning, weaning with 100% implementation– All commercial poultry stock retired and replaced with rural poultry production as per the

actual mandate– Hatcheries, parent flocks, grandparent flocks rationalized and linked for the 1st time • Independent third party inspections by Universities• All Farms thus pulled out of commercial ventures & made ready for investment,

3.1.1. The Punjab Livestock Breeding Act, 2014

• Standards & procedures for breeding Animals promulgated; Standardization of breeding chain implemented;

• Breeding Authority Established; Breeding Rules Framed & disseminated in Urdu for farmers

• Registrar Breeding Authority Appointed; Judge of Appellate Tribunal & 2 Technical Expert Members Appointed, making the authority fully functional

3.1.2. Implementation of Slaughter Control Act, 1963 & Amendments

• Female Slaughtering banned to ensure restocking of dangerously depleted Livestock

• 72 % of females coming for slaughtering due to panic sale that have not done even their first kidding dropped to 9% within 30 days of initiation of enforcement due to force multipliers like the new Governance System of 9211

• Punishments enhanced up to 8 years imprisonment on illegal slaughtering etc.

3.1.3. Implementation of Prevention of Animal Cruelty Act, 1890

• Prevention of Animals Cruelty Department activated; • Brooks, renowned NGO in Equine Welfare engaged• Sec.4 of Act used after 125 years to get rBST (artificial

growth hormone) use in animals to enhance milk production banned- after getting the registration of said drug cancelled by DRAP on animals cruelty and human health basis- a major source of dead animals’ meat supply to Lahore, besides causing cancers & anti-biotic resistance in humans, puss cells in milk & reason of mastitis- a crime that was being purported unchecked for the last 16 years

3.1.5. Livestock & Dairy Development Policy

• 1st Livestock & Dairy Development Policy of the Province was prepared with consultation of stakeholders

• All the 22 broader Policy Goals with 47 sub-sectors 100% implemented with measurable results, which were scheduled to be implemented in the first year of the Policy promulgation out of total 44 broader Parameters that are to be implemented within 3 years of promulgation of the Policy Document

• Complete Paradigm Shift of L&DD from Curative to Preventive Regime of Sector Governance through 9211 Virtual Governance System- a record transition that would have otherwise completed in decades, transforming L&DD from the role of “Disease Attendant” to “Provincial Livestock Asset Manager” (Annex- H)

3.2. Anti Corruption Efforts • Not a single case was registered against any employee

of L&DD with Anti Corruption Dept in the last one year• All the 101 suspended employees of L&DD found in July

2014 was reinstated into service & put to work• Not a single employee was suspended • Corruption ceases to be a major problem due to

Paradigm Shift from 9-5 routine to autonomic performance quantification through 9211 System, procuring requisite trust of the employees & recognition of their craftsmanship in discharge of their duties, which in turn motivated to earn public trust & its taste

3.3. Peace, Stability & Order• Not a single Livestock Farmer agitated on roads despite

historically heavy odds already breaking their back due to kindling of hope for improvement in their hearts & the trust L&DD earned with tireless dedication & work

• 14,483 Imam Masjid, 17,892 Lambardars, 4,970 Chowkidars from across 25,892 villages of the Punjab engaged for bringing hope & prosperity to the farming communities through conventional & 9211 ICT based system (Annex-I), besides engaging 3.34 M Farmers

• Restocking of the animals’ herd is ensured by banning female slaughtering for sustaining Livestock Farming

• Whole Livestock & Dairy Sector regularized with aim to create enabling environment for sustainable sector growth

3.4. Transparency • All financial transactions are being published on the website of the Dept.

besides PPRA’s Website• Through toll free 24/ 7 Call 08000-9211 Center, public access is ensured to

the highest level of management with permanent recording of calls for quality assurance

• All actions of the Dept are published through advertisements so that public is well aware of them and does not get exploited (Annex-J)

• Autonomic escalation layers are placed in all sets of service delivery through 9211 System of Virtual Governance

• All the services delivered are quantified, with complete electronic log viewable not only to the Secretary & higher Officers but service providers as well with details of those whom services are provided through Executive Dashboard of 9211 System so that 100% transparency is ensured

• Any officer/ official viewing such detail can contact the farmer whom service is delivered as farmer’s cell No. & residential details with complete Livestock Profile as an integral whole is displayed & accessible all the time to all users (in thousands) of 9211 Executive Dashboard

4.1. Disaster Preparedness • Disaster Management Protocols established & implemented:

– Pre-hand vaccination to all flood prone areas with building of expected stock of essential medicines etc.

– All Livestock Farmers in the flood belt sent Urdu SMS before flood– L&DD Department helped PDMA by sending Urdu SMS to 81,479

Households/11 Distt./ 372 Villages in flood affected belt (Annex-K) (PDMA Urdu SMS)

– 1004050 Kg Vanda Distributed in 15 Flood affected Districts, besides 1997200 Kg distributed in 19 Flood affected Districts of Punjab within a response time of 6 hours

• Provincial level specialized Rapid response teams that can be mobilized within one hour to any destination in the Punjab besides local rapid response teams that can be mobilized within 15 minutes e.g. with provision of 3700 medical kits mounted Motorcycles (1700 more in pipeline, making it largest Extension Services Model in the world)– Rapid response to TTS and Khushab Incidences, which resulted in total

curtailment of disease in large animals & camels

4.1.1. 9211 Hospital & Dispensary Monitoring System (100% operational)

• A robust Hospital & Dispensary Monitoring System is being run on 9211 system whereby live OPD is being captured

• All of the above mentioned services under Field Services banner are also available at OPDs of 4500 Civil Veterinary Hospitals, Dispensaries, Centers, AI Centers, with instant electronic record generation through 9211 System and confirmation Urdu SMS on the Cell phone of the farmer

4.1.3. 9211 Laboratory Management System & Disease Alerts (100 % Operational):

4.1.4. 9211 Census Management Information System (100% Operational)

• Doing census is but just has been made a simple exercise that can be performed as per the routine schedules to have a real time picture of Livestock Profile of the Province at any given time

• The module is so robust that it has been used to create a database of:– 3.34 Million Livestock Farmers & – their over 50 million livestock- the largest in the world with best of the

quality as layered data entry ensured stages of quality assurance after entry of each layer.

– At the moment about 7000 entry nodes i.e. 7000 employees of L&DD are equipped to run the module simultaneously, making it the largest data entry machinery in the world

4.1.5. 9211 Vaccination Service Delivery Management System (100% Operational)

• System captures following types of vaccines:i. HSii. FMDiii. Anthraxiv. BQv. PPRvi. ETVvii. NDviii. CCPix. COMBO (FMD + HS)x. HYDROxi. GUMBRO• Captured by now: 106.4 Million Vaccines administered from January, 2015 up till

now during – 1st Mass Vaccination Campaign;– Ring Vaccination Campaign – 3rd Mass Vaccination Campaign

4.1.6. PAMCO• Total restructuring done• Number of slaughtering increased from 67 large animals to about 1000

animals & 127 small animals to 8000 animals with exports kick started• Total recycling of waste of slaughtering like blood & ingesta/ digested

material being ensured • Two Largest Biogas plants commissioned for clean energy & to

minimize environmental damage • Long lasting conflict with Mushhad Meat Company resolved, creating

PMMC • Cold Storage at Airport was successfully outsourced after years of lying

idle • 9211 ICT based Meat tag verification autonomic system was

successfully implemented; recently METRO proudly linked with the same system, ensuring quality assurance regarding fresh meat

• Raiwind Slaughter House made functional- linked with 9211 meat tag system

4.1.7. 9211 Meat Tag Enquiry• The 1st of its kind in the world whereby meat consumer can

check the quality of meat at sale by sending a simple tag No. on 9211 short code from any Telecom Operators’ No.

• The system guides the sender of SMS regarding quality of meat/ its genuineness & supervisory team viewing Executive Dashboard can contact the person having sent warning SMS by the system

• The system maps each step from ante-mortem to post mortem at the slaughter house

• METRO recently get officially connected to the system as its customers were pressing hard for provision of 9211 meat as it is popularly known in public

4.2. Education • 4 New Para-Vet Schools being established • One full time Animals’ Sciences University in Bahawalpur as a special package for

Southern Punjab approved- funds released • 3.34 Livestock Farmers being educated on routine basis through 9211 Urdu SMS

campaigns- scoring in crores of SMS in last 5 months • Mass awareness campaigns of public interest for educating masses (Annex-M)• Facebook page launched with thousands of hits• Website updation & provision of requisite information with timely display • 08000-9211 toll Free Call Center for any kind of enquiry available 24/ 7- 28,440 public

Calls; 19787 SMS just for checking meat quality through 9211 in few months, putting it way ahead of Open Government/ Citizen Feed Back Models with much less traffic

• Training imparted to 22,025, including 11075 Farmers for better Animal Husbandry Practices

• Radio & TV Programmes are also being used for masses’ education regarding Livestock rearing, hygiene, clean drinking water for animals, sanitation, proper diet and protection from harsh weather, Livestock food products safety standards e.g. campaign against unwholesome meat etc. & last but not least prevention of animal cruelty

• Training of 200,000 village livestock activists i.e. rural women & students is been approved by the CM as a special package for amelioration of whole rural landscape

4.3. Livestock Healthcare • Disease Control: – Made functional Efficient Animals’ Disease Reporting & Surveillance (ARDS)- 1st

Cross Sectional Survey of Economic Losses of Preventable Diseases in the Punjab was done from Jan. to March, 2015- Networks of hundreds of mobile & static labs and dispensaries created/ activated

– 634838 Samples of faecal, blood and milk were collected at village level; result revealed that Economic Loss of Rs. 18.9 Billion/ month is being caused due to preventable diseases- an endeavour that came as a natural corollary of Paradigm shift of the department and its new role of Livestock Asset Manager

– Two way real time communication with Farmers for effective service delivery through 9211 System ensured

• It further entailed:– Approval of Rock Salt to all Livestock Farmers in the Punjab– De-wormers being administered these days– Ivermectin- a potent injectable de-wormer was administered to all the small

5.1. Environmental Sustainability • Sustainable Eco-Systems are but natural bulwark of environmental

sustainability- hence, concept of Eco-Marketing Zones has been introduced for the 1st time in 1st ever Livestock Policy (Annex-N)

• The installation of biggest Bio-gas plants at LMPC at Shahpur Kanjran is but a demonstration of the need to recycle the animals’ waste for sustainable environment amelioration

issue of empowerment of rural women has been addressed institutionally for the first time

• The CM has given approval for training & hiring of services of 200,000 rural women & students as village livestock activists as tacit acknowledgement has been accorded to this fact that rural women is the actual custodian of Livestock- improve & empower the rural women, the rural economy will ameliorate

• Hence, rural women are at the heart of all interventions of L&DD being major stakeholder that could become a harbinger of change
